Job Summary:
The Health and Nutrition Advisor is primarily responsible for the technical vision, strategy, design, implementation, and management of health and nutrition programs. The incumbent will collaborate with the hub program team to deliver high-quality services in targeted communities. The Health and Nutrition Advisor will frequently visit program sites to ensure that services are delivered according to sector and national standards. The Advisor will provide guidance and leadership in delivering high-quality clinical and community services in all CARE-supported health facilities and their catchment areas.

Responsibilities
Strategic Planning and Program Design
- Actively participate in the design of the country’s health and nutrition strategy
- Provide technical guidance to program teams for quality implementation of health and nutrition programs
- Lead on all health and nutrition elements of program design and provide technical input during proposal development & technical reviews, and feedback to the field teams to improve the quality of the final proposals
- Ensure meaningful and practical integration with other CARE sectors (FSL, WASH, Education and Protection - GBV) especially with gender and inclusion, across the portfolio
- Lead on developing Concept Notes, updating capacity statements in health and nutrition and finalising technical papers working closely with CARE Member Partner (CMP) Advisors.
- Work with field teams, partner agencies (when applicable), and national authorities to develop or updare emergency respose plans, outbreak preparedness plans and contingency plans.
Technical oversight and program quality
- Provide overall technical support, guidance, and leadership to CARE and implementing partners in health and nutrition programs.
- Mentor, Couch and build the team's capacity on policies, guidelines, protocols,and tools for health and nutrition programming to ensure activities are consistent with established best practices and acceptable international or sphere and national standards.
- Review field and donor reports and ensure appropriate follow-up and evidence based programming
- Support the development of materials, SOPs, guidelines, checklists, and tools (that are aligned with Cluster/MOPHP) to ensure program quality.
- Where possible, ensure timely and adequate provision of supplies & drugs through review of pharmacy consumption reports, national drug protocols, or program budgets, supporting health and logistics staff in coordination and quality control of health supplies.
Monitoring, Evaluation, and Learning
- Work with the MEAL Unit to define and develop standardized MEAL tools and approaches for Health and Nutrition programming.
- Oversee the collection and timely reporting of data and statistics for Health and Nutrition programs according to internal and donor requirements.
- Lead documentation, research, and learning on health innovations and ensure teams adopt best approaches and practices to improve Health and Nutrition programming
- Support all relavent baseline and end-line assessments, including developing assessment tools and reviewing reports.
- Document lessons learned or learning briefs from CARE and partner health and nutrition programs for wider dissemination.
Capacity building and staff management
- Assist in the selection and training of qualified program health and nutrition staff.
- Work closely with the health and nutrition teams to determine the training needs of staff
- Oversee the training of all CARE and partners’ staffs to ensure that the provided trainings are of acceptable quality and address the identified needs and to ensure the sustainability of programs.
- Attend global trainings and webinars with the goal of facilitating roll-out to the health and nutrition team in the country
- Manage health staffs, including health officers and other relevant Health staffs
Coordination and representation
- Represent CARE Yemen at all Cluster meetings, Technical Working groups, Strategic Advisory Groups (where relevant), ministries, authorities, any other health-related meetings & events within Yemen, and general coordination meetings
- Contribute to maintaining relationships with donors, peer organizations, research, and other institutions, participate in forums in the area of Health and Nutrition to collect & share best practices, and promote CARE’s work.
- Technical focal person for the Health and Nutrition program and acts as a focal link between the country office & technical teams, CARE headquarters, and external global health discussions and working groups.
- Work with DD-PQ to ensure the production of necessary materials (situation reports, program strategy, capacity statements, fact sheets, briefing notes) to disseminate information throughout CARE International and externally
Job Requirements
- Medical degree required with Master in Public Health. Equivalent combination of relevant education and experience may be substituted as appropriate.
- 5 years of relevant and progressive experience in international programs (preferably developing country or low-resource setting with an NGO) ;
- Experience in primary health care, maternal and child health, reproductive health, emergency response, emergency nutrition response and infectious diseases;
- Experience living and working in difficult, protracted-conflict settings;
- Good analytical and problem-solving skills
- Ability to prioritize assignments, organize schedules, perform routine work independently, meet deadlines, adapt to continuously changing demands, and multitask. aAbility to manage a heavy workload under time pressure.
- Experience in writing donor reports
- Ability to work effectively in a team with peers and with multiple supervisors in a multicultural environment and to interrelate effectively with staff at all levels and with external counterparts.
- Good command of written and spoken English
- Comply with all relevant CARE policies and procedures with respect to child protection, workplace environment, employee code of conduct and all other related subjects.
