POSITION TITLE: Project Manager for the Food to Resilience Project (FFA & FFT)
JOB LOCATION: Hadhramout Governorate, AlMukalla City
REPORT TO: FSL Team Leader

ABOUT FMF: 

The Field Medical Foundation (FMF) has been operating in Yemen for since 2012 during even the most dangerous peak of the conflict in the region. Our staff of dedicated professionals and passionate volunteers are the helping hand that delivers aid from local and/or international partners to those who require it the most, in a country that was already suffering before the war. Today we have helped humanitarian aid reach the hands of more than 9 million vulnerable people in Yemen to help them not only to survive but also to rebuild their lives. We aim to provide a comprehensive approach to providing aid through interventions, which is why we work in almost all sectors of international emergency relief.

POSITION SUMMARY

The project Manager will oversee and manage the entire project responsibilities, including the coordination, implementation, and completion of project activities on time, within budget, and according to FMF policies and WFP requirements. Oversee all aspects of projects, including financial, logistics, and program planning and reporting. Set deadlines, assign responsibilities and provide technical oversight in collaboration with the program coordinator to ensure the project is appropriately designed, implemented, monitored, and reported.

DUTIES AND RESPONSIBILITIES

General responsibilities:

  • Lead and manage the livelihood project team.
  • Ensure FMF staff receive the necessary training and technical assistance to achieve program objectives.
  • Establish and develop linkages with government, WFP, INGOs, and with other institutions in Yemen to ensure quality programming and share lessons learned/best practices.
  • Gain a thorough understanding of community-level comprehensive resilience plans, including emergency planning and livelihoods reconstruction to reduce risks contributing to food insecurity and disaster.
  • Support communities using Food for Training and food for assets mechanism in the development of adaptation and mitigation measures identified in FMF’s livelihoods reconstruction.
  • Track and monitor project progress against set objectives, timelines, and budgets and alert the Program Coordinator of any problems promptly.
  • Support timely and efficient program reporting.
  • Ensure adherence to the principle and objectives of the project, as per FMF and donor requirements.
  • Ensure appropriate, timely planning of project start-up activities and regular implementation according to work and implementation plans.
  • Lead and support in drafting project proposals and budgets.
  • Under the direction of the supervisor, support in monitoring project budget spending, project activity compliance and accurate visibility materials, and complete activity reporting.
  • Ensure coordination with all project partners and stakeholders including donors, beneficiaries, communities, and local governing authorities.
  • Provide technical support and guidance to project staff including the distribution and registration/verification teams.
  • Identify when technical support is required (sectoral, logistics, finance, reporting, M&E, etc.).
  • Coordinate and communicate with FMF departments (HR, Finance, Operations) on project-related issues.
  • Any other responsibilities assigned by the line supervisor.

Partner Coordination:

  • Coordinate with relevant government directorates and community leaders to facilitate the implementation of the project activities.
  • Provide hands-on training, capacity building, support, and feedback to project staff.
  • In consultation with local authorities and communities, facilities the list of beneficiaries and insure the registration/verification process.
  • Follow up with donor, government, and cluster requests.
  • Coordinate with project partners and stakeholders including the logistics and supply chain on the start and end of food/voucher distribution activities and sorting out any related issues.
  • Facilitate and monitor all fieldwork at the district sites.

Leadership:

  • Participate in all Program Management Team meetings.
  • Participate in all strategic planning and coordination meetings and activities.
  • Attend relevant interagency, sector coordination, and representational meetings as required in coordination with respective cluster leads and program managers.

Program Quality:

  • Provide direct planning/facilitation to critical processes including workshops for project development, Detailed Implementation Plan (DIP) development, and MEAL plan development.
  • Ensure documentation and sharing of lessons learned from the livelihood program.
  • Ensure timely and efficient program reporting, as per FMF and donor requirements
  • Increase and support intentional integration of protection integration, conflict reduction, partnership, and gender across all programs.
  • Support the implementation and compliance of FMF MEAL policies and procedures.

Representation:

  • Under the guidance of the Program Coordinator, represent FMF in workshops, conferences, and meetings, ensuring ample representation with key stakeholders.
  • Provide regular updates to partners, country program leadership, and government and non-government coordination bodies as requested.
  • Establish and maintain good working relations with external agencies and organizations, local partner organizations, and provincial and local government offices; facilitate the exchange of information and experiences.
  • Ensure FMF cluster participation and inclusion in the annual work plan process as required.
  • Human Resource Management:
  • Conduct periodic reviews of livelihood staff performance in keeping with FMF systems and mentor staff to ensure high levels of motivation, commitment, capacity, and teamwork.
  • Directly supervise project technical staff to ensure that the project is adequately supported in reaching project objectives and reporting requirements.
  • Supervise and provide regular support to the project Officers.
  • Identify training needs for team members under his/her supervision and support the development of program quality capacity building for team members and partners.
  • Ensure the capacity development and mentoring of the FFT Officers.

Reporting:

  • Develop all required projects daily, weekly, monthly, and quarterly narrative reports/updates.
  • Ensure report formats are used properly and all reports/updates are submitted on time, followed up on, and finalized on time and support where issues arise to mentor and improve over time.
  • Assist Program Coordinator in developing final project report. 
  • Coordinate with the MEAL department to generate lessons learned and project success stories.

POSITION REQUIREMENTS

  • A university degree in development or a relevant field (humanitarian assistance and/ or development, economics and management, political and social studies with a management focus).
  • 3 years’ experience in the field of Livelihood programming with INGOs/NNGOs especially in training and grant.
  • Demonstrated ability to work closely and effectively with government structures in a developing country context.
  • Strong cross-cultural skills and a demonstrated ability to influence change without direct authority, and to work successfully with rural farmers and professionals.
  • Ability to define problems, collects data, establish facts, and draw valid conclusions.
  • Strong leadership and teamwork skills.
  • Advanced computer skills in MS Office programs, particularly Excel.
  • Excellent oral and written English skills with ability to draft and edit program reports.
  • Ability to think independently and problem solve.
  • Strong organizational skills and ability to multi-task.
  • Honest, hardworking and committed to community development.
