Job Title: WASH Officer
Reports to: Program Director 
Direct reports: WASH Support Officer (Depending on the project portfolio) 

Contacts/Key Relationships:    

  • Internal:  Health and Nutrition, MEAL, Finance and Operations team 
  • External: WASH Authorities (Ministry and local authorities), MOPIC, MOPHP, WASH/CCCM cluster and other NGOs

Job Location: Aden with movement to other Governorates where Concern works. 

Contract Details: Fixed Term Contract till 31st December 2025, with possibility of extension based on fund availability and performance.

Grade: GB4

Job Purpose:

The WASH Officer will support the design, monitoring, and implementation of WASH interventions. The job holder will collaborate with the target community and local authorities to conduct technical assessments and develop BOQs and drawings for WASH interventions across targeted areas. S/he will participate in proposal development, budgeting, and procurement of WASH items/services and monitor the work of service providers/contractors and local partners to ensure quality and compliance with humanitarian standards, including environmental considerations, across all WASH interventions. 

S/he will also participate in coordination forums, including cluster meetings, stakeholder/partners consultations, and area-based coordination forums, submit monthly progress updates to cluster, coordinate with relevant authorities for project sub-agreements and internal/external reporting to donors, head office, and relevant government departments.  

Main duties & Responsibilities:

Program design and implementation

  • Participate in needs assessment and support the development of new project proposals and budget 
  • Support the development and reviews of BoQs and designs of WASH activities 
  • Support the bidding process and selection of contractors/service providers, carry out quality control, and regularly monitor the progress of WASH works, including providing onsite technical support to contractors and ensuring compliance with approved designs, specifications, budget, and timeframe. 
  • Provide technical analysis and specific feedback on the project activities and recommendations for program improvement
  • Organize WASH-related training for community health volunteers/health workers in collaboration with Health and Nutrition Staff and health authorities.  
  • Support ongoing capacity building for the community WASH networks/committees in targeted areas. 
  • Support new project design by identifying and documenting needs based on field observations and feedback from beneficiaries, including identifying innovative and durable solutions to address WASH-related needs. 
  • Jointly work with local partners in designing, monitoring and implementing WASH interventions. 

Monitoring, evaluation, and reporting 

  • Work closely with the MEAL staff on project monitoring activities, including needs assessment, PDM and other surveys. 
  • Conduct regular field visits, including monitoring of partners, to ensure quality implementation of WASH activities and that issues are flagged to management as soon as they arise. 
  • Ensure monitoring and verification of the targeting of programme participants, community sensitisation on project scope and entitlements, and community participation in WASH activities. 
  • In collaboration with the MEAL staff, update the activity/indicator tracker regularly and monitor project outputs and activities, including changes at the household and community levels achieved through the project. 
  • Ensure continuous quality activity reporting as per the MEAL plan and documentation of all WASH activities takes place through the collection and submission of monthly project data in line with the internal and government/WASH Cluster reporting requirements
  • Compile case studies and success stories for donor reporting and sharing with the WASH Cluster. 
  • Compile monthly performance reports of WASH activities for internal and donor reporting 

Coordination and representations

  • Represent Concern in external meetings at various coordination forums, including WASH, CCCM and Shelter cluster. 
  • Maintain positive collaborations with the WASH Cluster and the Ministry of Water and Environment at the district and governorate levels to ensure adequate administrative support.  
  • Coordinate with other partners to promote complementarity and ensure no duplication in WASH activities.  

Complaints and Response Mechanisms

  • Actively promote meaningful community participation and ensure consultations with all groups to ensure inclusivity across all project decisions. 
  • Work with relevant colleagues to ensure the feedback complaints and response mechanism (FCRM) is functional and accessible to all across all WASH interventions. 
  • Work with relevant colleagues to ensure that information about FCRM, safeguarding and expected staff behaviour is disseminated among programme participants and communities

Emergency response 

  • Support emergency response regardless of location and contribute to the team's efforts to achieve the organisation's humanitarian objective.

Other:

  • Support cross-sectoral periodic programme reviews to assess programme progress, capture lessons learnt and participate in team work to adapt programme strategies as necessary by Concern’s results-based management principles.  
  • Ensure mainstreaming of cross-cutting issues/approaches throughout the programme cycle, including Conflict Sensitivity, Equality and Protection. 
  • Be aware of, understand and comply with all of Concern’s policies and procedures (code of conduct and its associate policies, finance, logistics, HR, security management etc).
  • Contribute to ongoing security management and planning as necessary.

Person specification:

Essential: 

  • University degree in Water Engineering or Civil Engineering 
  • A minimum of 3 years’ experience in WASH intervention in humanitarian programme settings  
  • Strong communication and interpersonal skills with ability to work as part of a diverse team
  • Strong relationship management skills and ability to work with diverse programme participants and stakeholders
  • Familiarity with the government and cluster reporting systems 
  • Ability to prepare project-related reports/ documents.
  • Problem-solving and decision-making ability. 
  • Analytical and strategic thinking
  • Result-oriented with the ability to work independently and on multiple tasks and meet tight deadlines. 
  • Fluent in Arabic and English language (spoken and written)
  • Good computer skills with MS Office package

Desirable:

  • Previous experience working with UN agencies (WFP, UNICEF, WHO) or international non-governmental organisation
  • Understanding of humanitarian coordination architecture and key humanitarian standards. 
  • Good understanding of the project management cycle
  • Experience of AutoCAD
