About MOZN:
Mozn Charitable Developmental and Social Foundation is a non-profit organization established in the year 2015 under the Yemeni Institutions and Associations Law, affiliated with the Ministry of Social affairs and Labor. It operates under permit number (63/691) within the Republic of Yemen. Since its inception, the foundation has been working to assist and develop the Yemeni society by actively contributing to the provision of essential services and humanitarian and developmental assistance through the implementation of projects and activities aimed at meeting the needs of affected communities and enhancing the diverse capacities of individuals of all genders.
Job Objective:
"The purpose of the MEAL Officer job is to ensure sound following up and correction for the implementation of the project's activities compared to the agreed work plan and quality. The MEAL Officer will also be responsible for managing and applying the complaint mechanism during the project period as well as participating in the beneficiaries verification and registration activities. The MEAL Officer will report directly to the MEAL Manager
Duties and Responsibilities:
- Manage and develop the monitoring and evaluation plan for the project and design appropriate data collection tools in collaboration with the project team.
- Monitor and assess the quality of services provided in the project, raise reports, identify obstacles and issues, and propose measures to avoid and resolve them.
- Conduct field visits and meet with staff and beneficiaries to ensure the services provided and measure satisfaction.
- Develop and design information management systems resulting from monitoring, evaluation, accountability, and learning activities, such as interim reports, databases, complaint mechanisms, and establish a method for accurate data collection and analysis, and prepare related reports.
- Ensure the quality of data collection from the field and review data to identify incomplete or inconsistent information, directly supervise data collectors, and maintain the database while keeping regular backups to measure progress and achievements according to monitoring and evaluation plans.
- Assist in verifying beneficiary lists, conducting Post-Distribution Monitoring (PDM), and other field verification activities.
- Prepare and process project progress and delay indicators on a monthly basis and work on appropriate solutions in collaboration with technical teams in the project.
- Verify the validity of storage locations and the condition of stored materials continuously, and monitor and verify during the handling and distribution of essential goods provided to beneficiaries.
- Conduct evaluations after distribution activities and inform the direct supervisor of the results two weeks after the activities are implemented.
- Prepare and submit monitoring reports (monthly, interim, and final) and share them with the project manager.
- Evaluate capacity-building training activities and prepare training evaluation reports.
- Participate in providing fieldwork requirements for the technical review and evaluation requested from the third-party evaluator responsible for the project upon request.
- Lead the review of accountability mechanisms at the field level, such as complaint and suggestion response mechanisms—evaluation, design, implementation, and review.
- Ensure there is an accurate and clear system for archiving all project documents.
- Be fully responsible for making an acceptable professional effort to supervise the administrative and technical aspects and evaluate all project activities according to accepted standards, rules, and ethical conduct.
- Work closely with field staff and ensure the timely development of internal and external reports and relevant outputs; verify the accuracy, timeliness, and relevance of the information.
- Attend all training activities, workshops, and meetings related to monitoring and evaluation for the donor or any partner agency in coordination with the direct supervisor.
- Identify gaps (if any) and provide recommendations to improve the project implementation process.
- Perform any tasks assigned within the scope of work that are not mentioned in this description.
Qualifications and Experience
- Bachelor’s degree in Information Technology, Economics, or Statistics.
- Experience in research/evaluation methods and data analysis.
- Experience working in monitoring and evaluation of projects funded by international organizations for no less than three years.
Skills and Abilities
- Ability and willingness to be highly flexible and adapt to challenging and sometimes unsafe working conditions and withstand work pressure.
- Capability to conduct field visits to various project sites.
- Strong computer skills including proficiency in MS Project and SPSS, with experience in data management, survey design, and data analysis.
- Proficiency in written and spoken English.
- Excellent report writing skills.
- Ability to use Kobo Toolbox.
- Good communication skills with the ability to compile monthly reports.
Languages:
- Excellent written and oral communication skills in both English and Arabic
