Society for Humanitarian Solidarity (SHS) is a nonprofit humanitarian NGO based in Yemen. It was founded in 1995. SHS, winner of the Nansen refugee award in 2011, for its dedicated work in providing the assistance to refugees and migrants who arrive in Yemen. SHS is a trusted implementing partner to more than 5 international organizations operating in Yemen. SHS has built a strong career and trust among the local community and the international organizations through its tenure in providing assistance to the IDPS and most vulnerable groups.

GENERAL JOB SUMMARY:

The Protection Officer leads and coordinates protection activities with the objective of providing timely and effective protection to populations of concern, as well as supervising protection interventions within an office and to ensure timely identification, service planning and provision to affected persons, as well as their referral to relevant services. The incumbent must also have the ability to forge strong partnerships with government entities, other UN agencies, and NGOs to facilitate the operation's protection objectives. To achieve this the Protection Officer will need to build and maintain effective relations with communities of concern. 

ESSENTIAL JOB FUNCTIONS: 

1.    Assesses cases and protection risks and draft case plans in coordination with the other service providers in the assigned service unit.
2.    Conducts the first needs assessment interviews with beneficiaries.
3.    Coordinate the implementation and monitoring of project ensuring that identified protection needs, including an Age, Gender and Diversity (AGD) approach, are adequately addressed.
4.    Assist in the coordinated implementation and oversight of Standard Operating Procedures (SOPs) for all protection/solutions activities.
5.    Supervise the Protection Assistant(s) and ensure the quality of the activities.
6.    Support in developing protection monitoring tools and monthly plans, in collaboration with the Project Coordinator.
7.    Carry out service mapping to identify the available services in the community. Build and maintain relationships with relevant governmental and non-governmental service providers to support safe referrals.
8.    Contribute to the quality of community-based approach by effectively identifying and coordinating with community stakeholders, key informants and community members.
9.    Hold regular meetings with community-based groups/networks and assist in the development of ‘community action plans’ to address protection concerns. Build the capacity of local actors and key community members on key topics, such as protection mainstreaming and safe referrals.
10.    Regularly records the data regarding the cases reached within the scope of duties and responsibilities in the data recording system, which is created for reporting on the program.
11.    Contribute to and provide field-related inputs for proposals for funding for new projects.
12.    Regularly informs the project staff regarding changes and regulations within the protection sector.
13.    Carries out all duties under the supervision of the project coordinator, in cooperation with the project coordinator and other professional staff.
14.    Any other duties as may be assigned

SUPERVISORY RESPONSIBILITY: Responsible for building and maintaining good relations with key stakeholders including Local Authorities, Donors, UN/INGOs, and Clusters. In close collaboration with Deputy Head of Programs, responsible for relations with donor focal points.

Employees supervised: Project staff members.

ACCOUNTABILITY: Guided by the SHS Policies, continuously monitor and suggest relevant accountability initiatives in the field as well as strengthen the effort to document the impact of activities in the project area.

REPORTS DIRECTLY TO:  Project Coordinator.

WORKS DIRECTLY WITH: Head of Program, Deputy Head of Program Operation Manager, logistics officer/procurement officer, Admin/HR Manager, Finance Manager/Officer, M&E Manager, and Data & Media Manager, and internal Controller.

KNOWLEDGE AND EXPERIENCE: 

  • -  Minimum 2 years of work experience in a similar or equivalent role in an I/NGO in areas of humanitarian/development sector.
  • - Previous experience in protection monitoring
  • - Comfortable in speaking about sensitive topics and working with people in distress
  • - Excellent writing and reporting skills.
  • - Experience supervising staff is desirable.
  • - Interpersonal Skill: Ability to work with departmental heads & technical manager to ensure smooth work operations, including excellent verbal communication.
  • - Should have adaptability, Self-motivation, and Organizational skills.
  • - Time management Skill: being able to achieve operational objectives within set deadline.
  • - Experience of proposal development for multiple donors and in-depth knowledge of project management and all aspects of project cycle. 
  • - Excellent communication skills, cultural sensitivity, flexibility, ability to improvise, team player.
