What we do

The International Committee of the Red Cross (ICRC) works worldwide to provide protection and humanitarian assistance to people affected by conflict and armed violence. We take action in response to emergencies and, at the same time, promote respect for international humanitarian law. We are an independent and neutral organization, and our mandate stems essentially from the Geneva Conventions of 1949. We work closely with National Red Cross and Red Crescent Societies and with their International Federation in order to ensure a concerted, rational and rapid humanitarian response to the needs of the victims of armed conflict or any other situation of internal violence. We direct and coordinate the international activities conducted in these situations.

Purpose

Manages medium sized projects of various specialities and ensures their successful delivery within the constraints of scope, quality, time and budget. Prepares, designs, procures, implements and commissions identified projects. Manages relationships with the various stakeholders involved. Manages project resources and ensures project reporting.

Accountabilities & Functional responsibilities

  • Is responsible for:
  • Initiates a constructive dialogue and establishes a relationship of trust with the concerned partner(s) (public services, "client" department).
  • Studies the project brief or "vision" document and understands the needs and challenges. Identifies and collaborates with all stakeholders who may have an influence on the success of the projects.
  • Collects all the information and data necessary to prepare the projects. In case of need, carries out additional studies internally or externally (consultancy) if required. Assists programmes managers in identifying and analyzing needs through assessments and survey.
  • Reviews and prepares feasibility studies or project proposals including all information needed to clearly define the works or activities to be carried out, the expected output, the necessary resources, the cost and the duration of the project, possibly including different options.
  • Establishes implementation methodologies that align with project management policies and guidelines, prepares technical designs, reviews consultant work plans and deliverables for validation, facilitates the signing of memoranda of understanding, oversees procurement and contract management, supervises project implementation, motivates team members to align their contributions with project objectives, and maintains an overview of project progress and benefits while ensuring effective communication of any changes in scope, timeline, or budget to program managers and stakeholders.
  • On a systematic and regular manner, anticipates, identifies and escalates problems that may affect all or part of the project, and proposes/implements corrective actions.
  • Ensures the necessary communication and training to the "client" for the proper use of the facilities, equipment and services.
  • Ensures the commissioning and handover of infrastructure and equipment to the relevant parties
  • Ensures proper and timely reporting using the appropriate tools (PAM, etc.).
  • Acts as a Subject Matter Expert Contributor, in close collaboration with the Subject Matter Expert, ensuring the upload from relevant resources from her/his practice in the platforms.

Scope & Impact

  • Manages medium sized multi-disciplinary projects (1 ICRC client Department involved and project cost is not for multi-year nor considerable).
  • Manages project teams, consultants and contractors.

Relationships

Internally:

  • Interacts with WatHab Project Management Cell, Wathab Operations Managers, Technical Experts, Planners.
  • Delegation Management, Support departments.

Externally:

  • Represents the ICRC and negotiates with institutions/stakeholders/communities in relation with the projects.
  • Interacts with international and/or national contractors, suppliers and consultants.

Certifications / Education required

  • University degree (or equivalent) and qualifying experience in architecture, civil engineering, environmental engineering or related fields.
  • Excellent command of English & Arabic
  • People management and project management trainings an asset.
  • Computer and drawing software proficiency.

Professional Experience required

  • 6 to 9 years of professional experience in project management in a thematic related to WatHab expertise.
  • Confirmed experience in managing consultants, contractors, and administering contracts.
  • Management and team leadership experience an asset.
  • One year or more of overseas experience is an asset (a minimum of 3 months is required for resident staff applying for mobile positions).
