Identification

• Supervises (Function): Al Jomhouri Hospital Laboratory Staff; Medical team members responsible for performing RDTs/Point of Care Laboratory tests

Main purpose

Planning, organizing and carrying out laboratory activities and supervising the laboratory staff according to MSF protocols, security measures and hygiene standards, in order to support the MSF medical team in the diagnosis of patients’ diseases.

Accountabilities

• Participating in the project planning and follow-up and reviewing the laboratory budget when necessary in order to support MSF’s medical activities
• Ensuring the compliance of MSF hygiene and safety protocols, both individually and collectively as well as informing staff of existing biological risks
• Performing laboratory tests and carrying out sample collection (serology, hematology, biochemistry, bacteriology, parasitology ...) in accordance with prescriptions as well as ensuring that quality control tests are carried out regularly. Informing the doctor of the results of the tests and keeping a record of the analysis with data from patients
• Ensuring proper management (cleaning, maintenance, arranging) of all laboratory equipment and the adequate supply of needed equipment and material in order to prevent stock-outs. This includes being responsible for all required automatic instrument calibration, ensuring that no material is taken out of laboratories without prior authorization and carrying out a proper storage system and conditions, inventory, etc.  In cooperation with logistics department, ensuring that cold chain is properly maintained in Laboratory areas for both, samples and reagents
• In the absence of a Laboratory Manager, ensuring proper registration and needs of all lab related activities and implementing a correct use of the associated management tool (EpyTryp. Etc.) in order to have a proper recording of laboratory activities. Preparing and sending slides/samples for external quality control 
• Supervising, in close coordination with the HR department, the associated processes (recruitment, training/induction, coaching, evaluation, potential detection, development and communication) of the staff under his/her responsibility in order to ensure both the sizing and the amount of knowledge required
• Ensuring that all staff using medical devices are qualified and trained. 
• Ensuring cleaning and minor maintenance tasks are performed according to the protocols.
• Reporting any malfunction to the project biomedical service
• Producing regular reports on the testing and on any issues / problems related to laboratory personnel and / or the material used

MSF Section/Context Specific Accountabilities

Introduction

MSF – Holland in Yemen’s Taiz City project works in Al Jamhori Hospital co-managing with the Ministry of Public Health and Population (MOPHP) the Sexual and Reproductive Health services or Mother and Child Health. The project  also has a Community Health Programme and is soon opening at the end of 2021 a Primary Health Care Centre (PHCC) in Sala district Taiz city 
The responsibilities of this position will be in the co-managed Al Jamhori Hospital focusing on the laboratory services with particular attention to lab services for the mother and child health care patients in the department that MSF is supporting. The laboratory supervisor will support the medical team in the MSF PHCC on the use of Rapid Diagnostic Tests (RDTs)/Point of Care laboratory tests. 

Context Specific Responsibilities

In addition to the Accountabilities above the following apply:    

• In collaboration with the labortaory Manager of Aljjamhori lab Train, guide and support on thethe performance of the laboratory staff at Aljamhori hospital (AJH)
• Train and support staff at the MSF PHCC at Sala distric on the correct and right use of rapid tests and point of care equipment
• Ensure quality control and maintenace of point of care equipment at both PHCC and Aljamhouri hospital under MSF onwership
• Supports the Aljamhouri blood bank for rational blood products requests, implementation and maintenance of the universal standards and precautions in blood bank laboratory system and, to provide enough blood on required time to the needy patients as per the MSF/universal standards 
• Together with the MSF Laboratory Manager, Al Johmouri Hospital Lab Manager and Supervisors ensure that laboratory QC standards are maintained at all times and.
• Perform periodic required calibration of laboratory equipment including Point of Care equipment
• Support the Laboratory Manager in giving an induction to the Al Johmouri Hospital Laboratory Team to familiarise with the universal quality laboratory systems
• Together with the Laboratory Manager create and implement laboratory SOPs that will guide in the required fields of work
• To ensure excellent collaboration and cooperation between the laboratory staff and the clinical staff through:
  • Work hand in hand with the medical doctors through the activity managers for a rational prescription for laboratory tests
  • Work with the prescribing medical team promoting the use of point of care or rapid diagnostic tests and only the tests that cannot be peroformed with RDTs to be send to the laboratory
  • Train and coach the clinical staff on use of RDTs and point of care equipment .
• Ensure  rational use of  laboratory  resources given by MSF by all laboratory staff
• Identify gaps in quality of laboratory service and provide or recommend to the line manager needed action
• Supports the laboratory staff to adhere to universal precautions.
• Promote the maintainencae of  proper  laboratory registers/documentaion for ease in data collection nad interpretaion .
• Write regular laboratory activities reports according to the standard frequency of the project and mission
• In collaboration with MedCo, maintain contact with the relevant laboratory institutes at local, regional and central levels in order to get updates on current technical developments
• Maintain  communication with the lab advisor to get updates on developments in MSF-OCA laboratories. To give constant and prompt feedback to the lab advisor on all QC related issues, including bench marking reports
• Support the project in external laboratory assessment for consideration of use where appropriate
• To promote the collaboration and cooperation between the laboratory staff from MSF and Al Jomhouri HospitalParticipate in stock management /TSR analysis and meetings a per required in the project.
• This tasks are not exhaustive ,employee  may be asked to do extra dueis as circumestances required .

Requirements

Education    

Bachelors degree in laboratory science 

Experience    

• Essential 2 years experience in a laboratory, preferably as a Lab supervisor 
• Essential   experience in MSF or another NGO, desirable in a clinical laboratory.

Languages    English language skills is essential

المهام الرئيسية  
التنفيذ والترتيب والتخطيط لكافة انشطة المختبر والاشراف على طاقم عمل المختبر طبقا لبروتوكولات منظمة " اطباء بلا حدود" والمقاييس الامنية ومعايير التعقيم من اجل دعم الفريق الطبي لمنظمة "اطباء بلا حدود" في تشخيص الحالات المرضية.

المسؤوليات :

•    المشاركة في مخططات المشروع والمتابعة بالتعاون مع قائد الفريق الطبي لمراجعة ميزانية المختبر عند الضرورة من اجل دعم انشطة فريق منظمة اطباء بلا حدود الطبي.
•    ضمان امتثال منظمة أطباء بلا حدود لبروتوكولات النظافة والسلامة، سواء بشكل فردي أو جماعي، فضلا عن إعلام الموظفين بالمخاطر البيولوجية القائمة.
•    إجراء الفحوص المخبرية وتنفيذ جمع العينات (الأمصال، أمراض الدم، الكيمياء الحيوية، علم الجراثيم، الطفيليات....) وفقا للوصفات الطبية فضلا عن ضمان إجراء اختبارات مراقبة الجودة بانتظام. إبلاغ الطبيب بنتائج الاختبارات والاحتفاظ بسجل للتحليل مع بيانات من المرضى.
•    ضمان الإدارة السليمة (التنظيف ، الصيانة ، الترتيب) لجميع معدات المختبرات والتزويد الكافي بالمعدات والمواد اللازمة لمنع نفاد المخزون. وهذا يشمل أن تكون مسؤولاً عن جميع معايرة الأدوات التلقائية المطلوبة ، والتأكد من عدم إخراج أي مواد من المختبرات دون إذن مسبق وتنفيذ نظام وظروف تخزين مناسبة ، والمخزون ، وما إلى ذلك. بالتعاون مع قسم اللوجستيات ، ضمان صيانة سلسلة التبريد بشكل صحيح في مجالات المختبر لكل من العينات والكواشف.

•    التأكد من أن جميع الموظفين الذين يستخدمون الأجهزة الطبية مؤهلون ومدربون
•    التأكد من تنفيذ مهام التنظيف والصيانة البسيطة وفقًا للبروتوكولات
•    الإبلاغ عن أي عطل في الخدمة الطبية الحيوية للمشروع

مقدمة
يعمل مشروع أطباء بلا حدود - هولندا في مدينة تعز اليمنية في مستشفى الجمهوري بالاشتراك مع وزارة الصحة العامة والسكان في إدارة خدمات الصحة الجنسية والإنجابية أو صحة الأم والطفل. يحتوي المشروع أيضًا على برنامج صحة المجتمع وسيفتتح قريبًا في نهاية عام 2021 مركزًا للرعاية الصحية الأولية في مديرية صالة مدينة تعز
ستكون مسؤوليات هذا المنصب في مستشفى الجمهوري الذي تتم إدارته بشكل مشترك مع التركيز على الخدمات المخبرية مع إيلاء اهتمام خاص للخدمات المختبرية لمرضى الرعاية الصحية للأم والطفل في القسم الذي تدعمه منظمة أطباء بلا حدود. سيدعم مشرف المختبر الفريق الطبي في مركز الرعاية الصحية الأولية التابع لمنظمة أطباء بلا حدود بشأن استخدام الفحوصات التشخيصية السريعة / الفحوصات المعملية في نقطة الرعاية.

بالإضافة إلى المسؤوليات أعلاه ، ينطبق ما يلي:
•    بالتعاون مع مدير مختبر الجمهوري لتدريب وتوجيه ودعم أداء طاقم المختبر في مستشفى الجمهوري
•    تدريب ودعم الموظفين في مركز الرعاية الصحية الأولية التابع لمنظمة أطباء بلا حدود في منطقة سالا على الاستخدام الصحيح والصحيح للاختبارات السريعة ومعدات نقاط الرعاية
•    ضمان مراقبة الجودة وصيانة معدات نقاط الرعاية في كل من مؤسسة الرعاية الصحية الأولية ومستشفى الجمهوري تحت إشراف منظمة أطباء بلا حدود 
•    دعم بنك الدم لترشيد لطلبات منتجات الدم، وتنفيذ وصيانة المعايير والاحتياطات العالمية في نظام مختبرات بنك الدم، وتوفير الدم الكافي في الوقت المطلوب للمرضى المحتاجين وفقًا لمعايير منظمة أطباء بلا حدود / العالمية
•    بالتعاون مع مدير مختبر منظمة أطباء بلا حدود، يضمن مدير مختبر مستشفى الجمهوري والمشرفون الحفاظ على معايير مراقبة الجودة في المختبر في جميع الأوقات. 
•    . إجراء المعايرة الدورية المطلوبة لمعدات المختبرات بما في ذلك معدات نقطة الرعاية.
•    دعم مدير المختبر في تقديم تعريف لفريق مختبر مستشفى الجهوري للتعرف على أنظمة المختبرات العالمية عالية الجودة
•    بالاشتراك مع مدير المختبر، قم بإنشاء وتنفيذ إجراءات التشغيل الموحدة للمختبرات التي ستوجه في مجالات العمل المطلوبة
•    لضمان اشتراك وتعاون ممتازين بين طاقم المختبر والطاقم السريري من خلال:
o     العمل جنبًا إلى جنب مع الأطباء من خلال مديري النشاط للحصول على وصفة عقلانية للفحوصات المخبرية
o     العمل مع الفريق الطبي الذي يصف الوصفات الطبية للترويج لاستخدام نقطة الرعاية أو الفحوصات التشخيصية السريعة وفقط الفحوصات التي لا يمكن ادائها باستخدام فحوصات التشخيص السريع لإرسالها إلى المختبر
o    تدريب والتدريب العملي للطاقم السريري على استخدام الفحوصات المختبرية السريعة ومعدات نقاط الرعاية.
•    ضمان الاستخدام الرشيد للموارد المختبرية التي قدمتها منظمة أطباء بلا حدود من قبل جميع موظفي المختبر
•    تحديد الثغرات في جودة الخدمة المخبرية وتقديم أو التوصية بالإجراء المطلوب للمدير المباشر 
•    دعم العاملين في المختبر بالالتزام بالاحتياطات العامة
•    تعزيز الاحتفاظ بالسجلات المختبرية المناسبة / التوثيق لتسهيل جمع البيانات وتفسيرها 
•    كتابة تقارير الأنشطة المعملية الدورية وفقًا للتردد القياسي للمشروع والمهمة
•    بالتعاون مع المنسق الطبي، حافظ على الاتصال بمعاهد المختبرات ذات الصلة على المستويات المحلية والإقليمية والمركزية من أجل الحصول على تحديثات بشأن التطورات التقنية الحالية
•    الحفاظ على التواصل مع مستشار المختبر للحصول على تحديثات حول التطورات في مختبرات أطباء بلا حدود الهولندية لتقديم ملاحظات مستمرة وسريعة لمستشار المختبر حول جميع القضايا المتعلقة بمراقبة الجودة ، بما في ذلك تقارير قياس الأداء.
