CARE International in Yemen
CARE International is currently seeking a Humanitarian Access and liaison Assistant. She\he will provide expertise, knowledge and specialist support where his tasks are to support Hub project / program and minimize risks to personnel, assets and program resources, while fostering best practices in respect to safety and security. The Humanitarian Access and Liaison Assistant will also support the Hub Manager in maintaining and developing CARE's relations with governorate level authorities of the Government of Yemen. He/She will liaise with relevant officials to ensure timely and effective approval of CARE’s programs/ projects in the target governorates. He/She is responsible to keep healthy relationships with the local authorities of the target governorates and, generally, with CARE’s stakeholders, including humanitarian agencies, civil society organizations and relevant official bodies/offices. He/She plays a key role in successful conduct of the CARE’s mission in those governorates and reports directly to Hub Manager (operationally) & to the Director of Supply, Chain. Liaison and IT regarding government liaison (functionally) and to Humanitarian Access Coordinator regarding access and security (functionally).

Location: Taiz Hub Office.
The Position summary:
- An effective Safety & Security system and coordination.
- High level of Safety and Security preparedness and enhancement related issues for CARE Field office and permits.
- Effective Risk Management.
- CARE good relationship with Yemen Government and local partners are maintained.
- Project sub agreements with local authorities and Local Partners are signed.
- CARE staff and senior management are aware of government laws and regulations.
- Strong country network of contacts with LNGOs, INGOs, UNDSS, Police, Military, and other country security agencies relevant to all CARE operations
Main Responsibilities:
Security Management and Planning:
- Supervises guards in the Field Office/Guest Houses.
- Reports to the Humanitarian Access Coordinator.
- Keep close monitoring of the situation and all incidents in operations areas.
- Communicates to the Hub Manager the need to update the Hub Office Security Plans whenever changes in the situation or circumstances occur. In consultation and support with the Humanitarian Access Coordinator.
- Collects relevant information to support the teams in the field and advise them on change of routes to avert being targeted.
- Participates in networking with other INGO security focal points or security officers.
- Prepare all incident reports in coordination with Humanitarian Access Coordinator at the field level.
- Ensure that all CARE Safety & Security policies are implemented and report any violation to Field Coordinator and the Humanitarian Access Coordinator.
- Drafts, edits and distributes routine security updates.
- Prepares stirpes a short weekly and monthly update/report on Safety and security situation for the Humanitarian Access Coordinator and Hub Office.
- Promotes the completion of CARE Academy Safety and Security Modules by all CARE Area staff.
- Continuously update HOT spot areas in areas of operations supported by SS team across the country.
- Update & review the Field Office contingency plans and Safety and Security documents on an annual basis and when requested by Humanitarian Access Coordinator.
- Provides updated staff contact list and other external contacts to enable operations functions.
- lead and coordinate the effort for all area security risk assessment review.
Safety and Security Monitoring and Policy Implementation:
- Continually monitor and assess the context and situation to determine the extent of risk and vulnerability of CARE Hub office personnel and resources in all area operations, advising the Hub Manager & Program staff.
- Maintain a daily tracking register of staff movement for both departure and return in the area of CARE activities and programming areas.
- Follow up on staff movement plans, incidents updates and tracking on the areas of activities /operation.
- Managing all communication means this includes updating the lists, carrying out regular tests and be in charge of the handover/takeover process.
- Provide daily security advice and support to field staff to ensure safe passage in the field by monitoring and gathering information daily.
- Regularly monitor the implementation of all safety and security policies, planning and procedures, ensuring they are well understood and fully adopted by all staff in Care offices and all project bases.
- Promotes the development of a security culture.
- Maintains the Area risk register.
- Maintain Communication Trees. Ensure that all trees are up to date in coordination with the Humanitarian Access Coordinator.
- Supervises the procurement of equipment related to safety & security upgrades and training.
- Oversees the implementation of all Standard Operating Procedures.
All Safety and Security Procedures are in Place and Functioning:
- Prepare and arrange individual security briefings for all visitors and new staff.
- Communicate with Yemeni local authorities to coordinate the movement of CARE staff at checkpoints, reducing related risks and delays.
- Ensure all hibernation kits lists are updated in coordination with Humanitarian Access Coordinator.
- Perform regular checks to ensure that all safety and security items are functioning, and the first aid kits and fire extinguishers are located appropriately in all CARE Filed offices and vehicles and meet standards, replenishing and calling extinguisher specialists as needed.
Overall coordination in representing CARE with the Government entities and other key stakeholders in the targeted areas including reinforcement healthy and effective relationship with them:
- Support senior staff for meetings with government entities whenever demanded, including interpretation/translation process.
- Regularly meet local authorities’ focal points, to support effective inter-organizational communications.
- By close coordination with Humanitarian Access Coordinator, to ensure the process of International Staff Travel Authorization to the field visits are prepared and managed in a speedy and accurate manner at district and governorate level.
- Manage timely and accurate response to government orders, information, documents, and letters related to CARE’s program.
- Participate with Hub Humanitarian Access and Liaison Officer and Hub Manager in the preparation of agreements, Sub-Agreements and MoUs, coordination and liaison section/s in particular.
- Facilitate obtaining team’s movements and permits for program operation and activities implementation in the targeted areas with the relevant stakeholders and government authorities.
- Attend coordination meetings on behalf of the Director of Supply Chain, Liaison and IT. In case of absence of leave the Hub, Humanitarian Access and Liaison Officer does a full handover meeting with the Director of Supply Chain, Liaison and IT as well as the Hub Manager.
- Participate in meetings regarding the development of the government liaison strategy and provide input on needs and gaps.
Develop and maintain awareness of relevant governmental laws, policies and procedures that has significant impact on CARE’s operation in the targeted areas:
- Updating of contact list for the key stakeholders.
- Keep abreast and monitor of policies and procedure developments in relevant government bodies and regularly and internally share summaries with the Hub Humanitarian Access and Liaison Officer on changes impacts on CARE and its program and to support CARE compliance with domestic legislation and guidance.
- Capture and share lessons learned for ensuring adequate collaboration with different levels of local authorities and their official bodies in the target areas.
- Ensure proper archiving and filing of all incoming and outgoing documents related to assignment.
- Coordinate with other INGOs to analyze and document best practices for engaging with the local authorities and obtaining programs/projects approvals.
- Regularly (or on an ad hoc basis) internally discuss bureaucratic impediments suffered by CARE’s field offices in the target areas and follow up issues with respective bodies.
Building the capacity of the relevant government entities in order to overcome challenges and obstacles and to facilitate delivering programs/projects outputs to the beneficiaries timely and in a proper manner:
- Through regular feedback from relevant government entities to identify key areas for development and specific capacity building needs of their staff and offices and to be shared with Hub Humanitarian Access and Liaison Officer and Hub Manager to be included in developed proposals.
- Discuss with Hub Humanitarian Access and Liaison Officer and Hub Manager and other program staff the development of the involvement of technical governmental offices in the program cycle (i.e. implementation) whenever possible.
- By close coordination with Hub Humanitarian Access and Liaison Officer and Hub Manager to invite relevant governmental sides to trainings, workshops, assessments, and other events.
- Coordinate the monitoring and evaluation processes of CARE projects/Programs and joint visits with authorities at district and governorate level.
- Perform other duties as assigned.
Position Requirements:
- Bachelor’s degree in business administration or related field.
- Specialized training in safety and security.
- 2-3 years of experience working in security and government relations with INGOs, UN or similar organizations.
- Strong background and related professional experience in safety, security and emergency preparedness, logistics and planning with an INGO or similar organization.
- High level of interpersonal skills and patience.
- Experience of liaison and representation with senior level authorities in the target governorates
- Good knowledge of governance and administrative structures within Yemen.
- Knowledge of Yemen legislation and policies related to INGO work in the country.
- Knowledge of humanitarian coordination mechanisms, international NGO, and UN mandates
- Demonstrated diplomatic communication skills with ability to build a strong network with a variety of stakeholders.
- Ability to absorb complex written and verbal information and communicate effectively.
- Works effectively in partnership and gains confidence of stakeholders and colleagues.
- Demonstrated ability to make strong judgements independently.
- Excellent networking skills
- Ability to plan, develop and deliver outreach talks, workshops, and coordination meetings to relevant stakeholders.

- Able to do the required regular travel within a designated Local Authority area and may also require travel outside the area, thus flexibility is required to meet this need as it appears.
