Purpose of the job
Project Assistant - Food Security and Livelihood Improvement
NMO is currently looking for an enthusiastic and highly experienced Project Assistant to join our team The successful candidate will work under the supervision of the Project Officer and will be responsible for identifying, planning, designing and implementing engineering projects related to community assets In addition, the Assistant Project Officer will work closely with the Project Officer and will be responsible for the rehabilitation of community assets and the implementation of project activities, which may include water treatment facilities, construction and rehabilitation of flood management systems, rainwater harvesting units, canals, gabions, dams, and retention Walls, water distribution networks, and surface and groundwater resources Knowledge and experience in the field of agriculture and irrigation will be considered
As a key interface with external stakeholders, the Project Assistant will report to the Project Officer on relationships with relevant field stakeholders and overall project progress We encourage applicants with a strong background in engineering and project management and a passion for improving community water resources to apply for this exciting opportunity
Tasks and Responsibilities
NMO is looking for a competent and qualified person to fill the position of Project Assistant to carry out the following tasks and responsibilities
- Participate in the development of works tender documents and provide technical assistance to tender committees throughout the process
- Supervising the construction/rehabilitation process, and ensuring it is completed within schedules and in accordance with approved bills of quantities
- Review the overall scope of work, design, work plan and bills of quantities for construction projects
- Design, analyze and manage water resource systems such as water supply, rainwater, wastewater and irrigation systems
- Develop a monitoring plan and conduct regular visits to project sites to ensure smooth implementation
- Ensure contractors' compliance and strict adherence to designs, work plans and safety, health and quality standards at project sites
- Conduct regular coordination meetings with relevant staff on site, monitor engineers and contractors regarding deviations in project progress rate, quality and safety at project sites
- Ensure accurate record keeping, defect identification, and timely reporting
- Prepare and submit technical reports and presentations to the project officer and other stakeholders
- Ensure that variances/slippages are documented in the work plan and reported to the project manager in a timely manner
- Liaising between the project team and contractors regarding quality and timely completion of projects
- Identify risks, challenges and constraints and propose solutions
- Prepare and submit status summary, risk assessment, project progress and performance reports for IP engineers on a weekly and monthly basis to the Project Engineer Officer
- Ensure that water resources systems are designed and installed in accordance with applicable codes, standards and regulations
- Performing any other tasks assigned by the project officer
- Ensure that incoming materials are of high quality and from an acceptable country of origin
- Ensure BNF milestones are met and report to the Project Officer for payment to BNFs
- Develop and implement safety checklists to ensure the safety of BNFs
- Provide technical training to community volunteers, CC members and government employees regarding project interventions
- Prepare procurement plan and purchase orders for all project activities in accordance with the work plan and NMO procedures
- Supervising the performance of the field team and evaluating their performance in implementation
- Ensure regular monitoring by holding periodic meetings, giving the responsible project engineer and the project team precise guidance on expected responsibilities and tasks, and providing their needs to implement activities
- Ensure that project records and documentation (reports, work plans and reports) are prepared, compiled and maintained in accordance with NMO procedures
- Monitor project implementation by monitoring progress by liaising with the Monitoring and Evaluation team and supervising progress
- Involve the monitoring and evaluation team in activity implementation plans
- Ensure project implementation is on time, target and budget using effective monitoring and evaluation systems to reach desired impacts
- Monitor activities, supervise technical design, implementation and evaluate progress
- Ensure awareness of and respect for the NMO Code of Conduct and Personnel Policies
- Demonstrate comprehensive understanding and effective implementation of policies and regulations related to quality, compliance, security, safety, logistics, finance and information technology
- Commitment to providing regular and timely updates on progress and challenges faced Officer officer The project
- Participate in preparing and drafting all types of project reports (quarterly, interim and final)
- Ensure project legal documents are completed, signed and archived (electronic and paper copies)
- Compile, copy and save all project documents
Qualifications, skills
Bachelor in civil engineering, water engineering, water resources management, environmental engineering or other related fields
Expertise
- At least 2 years professional experience in the livelihood assets sector and familiarity with cash-for-work; Experience with NGOs/International NGOs is required
- Strong technical knowledge and understanding of food for assets and livelihood challenges
- Strong knowledge of operational plans, procedures and practical procurement
- Practical and theoretical knowledge of community mobilization and development in conflict-affected areas
- Strong technical knowledge of irrigation systems and practices
Skills and the qualities
- Strong task management skills, including attention to detail to achieve timeliness and quality
- Problem solving and decision-making skills
- High skills in coordination, communication, persuasion and presentation
- Advanced computer skills in MS Office, especially Excel
- Excellent oral and written English skills with the ability to draft and edit project reports
- Strong organizational skills and ability to multi-task
- Understanding gender, protection and human rights
- Honest, hardworking and committed to community development
- Fluent in English and Arabic
