1.    Consultancy Description:  

1.1    About Project:

The project to enhance access to justice for women, supported by the Korea International Cooperation Agency (KOICA) and supported by the United Nations Development Program (UNDP) and in partnership with the Afaq Shababia Foundation, aims to enhance gender-inclusive early recovery by empowering women justice workers. The project works to achieve two outcomes to enhance the resilience of institutions and communities and enhance social cooperation among them through the following:

  • Output 1: Gender-inclusive early recovery of rule of law institutions by empowering women justice workers.
  • Output 2: Gender-responsive protection and justice services through the participation of women in displaced and host communities.

1.2    Background to the activity “Gender Analysis of Rule of Law Policy Frameworks":

The core of the project strategy for sustainable women’s empowerment is to focus on creating an enabling environment through legal and policy reforms within the rule of law sector in Yemen. While the current conflict situation and the suspension of the national parliament impose constraints on full legislative changes at the national level, the project will strategically leverage alternative pathways to advance gender equality. During this activity, the first key step will be to conduct a comprehensive gender analysis of the current Yemeni legal and regulatory framework. The project team and a specialized advisory service provider will work to carry out this task, drawing on international best practices such as the Geneva Centre for the Democratic Control of Police, Armed Forces, and Justice Sector Gender Self-Assessment Tool:

This analysis will include a review of the Republic of Yemen Law No. (1) on the Judiciary (1991) and Law No. (15) on the Police Authority (2000), in addition to any regulations and subsidiary laws relevant to the use of the DCAF Gender Self-Assessment Tool, which requires the evaluation of laws through the following axes:
1. Performance effectiveness.
2. Laws, policies and planning.
3. Relationship within the community.
4. Accountability and oversight.
5. Staff.
6. Institutional culture.

Through the implementation of the following stages (designing the evaluation process - collecting information - analyzing the results preparing the final report). To ensure that the analysis is based on the facts and priorities of Yemeni women professionals in the field of rule of law, the project will organize three series of targeted workshops as follows:

1. A workshop on the participatory design of the gender analysis process in the justice sector in Aden Governorate.
2. A consultative workshop on the progress of the evaluation process and enhancing the inputs for gender analysis.
3. Workshop to present recommendations and review and approve the initial draft of the gender analysis report in the justice sector in Aden Governorate.

Each workshop will take place over one day in Aden. These workshops will bring together 30 individuals in each workshop from female police, judges, community representatives, and representatives of the National Women’s Committee to collectively review the findings and provide critical feedback on practical implications and recommendations, with each step to be approved by the joint project committee.

Based on the methodology used in the field of gender analysis in Aden Governorate for the justice sector (in-depth interviews – focus groups – questionnaires – direct observation…etc.) and stakeholder consultations, the consultancy will deliver a consolidated final report for the gender analysis in the justice sector in Aden Governorate that identifies feasible policy reform proposals. Given the current political constraints, the focus will be on identifying opportunities to introduce gender-responsive standard operating procedures (SOPs) as a conflict-sensitive alternative to reforms

2.    Objective

Providing consulting services according to the tasks and responsibilities stated in this announcement for gender analysis of the justice sector in Aden Governorate.

3.    Responsibilities and tasks

1.    Providing the necessary consultations to the work team to implement the activity and achieve the necessary outputs.
2.    Attending the necessary periodic meetings with the work team to discuss the implementation of the activity.
3.    Planning, preparing, and developing the content and agenda for the three consultative workshops.
4.    Managing and facilitating the three consultative workshops in line with the objectives of the workshops.
5.    Preparing a detailed report for each of the consultative workshops in Arabic and English.
6.    Develop a methodology for analyzing gender issues for the justice sector in Aden Governorate, which may include a description of the sample, work tools, questionnaires, etc. according to the gender self-assessment tool of the Geneva Centre for the Democratic Control of Police, Armed Forces and Justice Sector: https://www.dcaf.ch/sites/default/files/publications/documents/GSA_Final_AR.pdf
in partnership with stakeholders.
7.    . Implementing field activities to collect information, which may include the use of (in-depth interviews - focus groups - questionnaires - direct observation...etc.) by directing and leading a local team to facilitate the process of access and implementation of the self-assessment of gender issues in the justice sector in Aden Governorate.
8.    Developing the initial draft of the gender analysis report in the justice sector in Aden Governorate, benefiting from the analysis of data collected from the field, secondary sources, and inputs from the consultative workshops, and presenting it to stakeholders and the work team in the third consultative workshop.
9.    In a professional manner and in accordance with the norms in preparing evaluation reports and according to the observations of the work team at the Youth Horizons Foundation, the consulting service provider will work to develop the final draft of the gender analysis report in the justice sector in Aden Governorate, benefiting from the comments of the work team at the Afaq  Shababia Foundation and the recommendations of stakeholders in the third workshop, and submitting it in Arabic and English in open formats PDF- Word - Excel with all attachments related to the work (work methodology - evaluation tools - analysis processes and results.....etc.).
10.    Preparing a final report on the advisory mission that includes details of the activity, its objectives and results, implementation steps, the most important recommendations, and challenges. 
11.    Afaq Shababia Foundation will provide logistical support for holding the three advisory workshops, including halls, stationery, coffee breaks, and transportation allowance for participants.

12.    Deliverables:

1.     A detailed report for the three consultative workshops in Arabic and English.
2.    A comprehensive professional report analyzing gender issues in the justice sector in Aden Governorate according to the specifications set out in this announcement.
3.     A final report on the consultative mission that includes details of the activity, its objectives and results, implementation steps, the most important recommendations, and challenges.

13.    Consultant Requirements: 

Applicants must demonstrate:

1.    Extensive experience in Gender Analysis.
2.    In-depth knowledge of Gender analysis and research methodologies.
3.    Proven track record in developing Reports in both languages Arabic with English and field research in Gender analysis especially related to laws.
4.    Strong communication skills to engage with diverse audiences.
5.    Ability to work independently and collaboratively.

14.    Time frame

The activity will be implemented during the period (February 2025 – April 2025).

6.2-The financial offer includes:

16.    Criteria for selecting the Service Provider

The service provider will be evaluated according to the following criteria:
1.     Previous qualifications and experience. (20%)
2.    Work methodology and initial concept quality. (30%)
3.    Work Plan. (10%)
4.     Financial offer. (40%)

17.    Payment method

1.    Payment will be made via a bank cheque/bank transfer from one of the certified by ASF in one payment 100% after the completion of Service and preparing the required reports within the final approval by Afaq Shababia Foundation and after obtaining a financial claim and completing all procedures.


18.    Special conditions:

1.    The offer prices must be in USD.
2.    Prices must be valid for 90 days from the date of submitting the quotation.
3.    Afaq Shababia Foundation is not obligated to choose the lowest price offer.
4.    Afaq Shababia Foundation has the right not to proceed with this announcement's requirements if the results do not meet all the foundation requirements.
