ABOUT FMF:
The Field Medical Foundation (FMF) has been operating in Yemen for since 2012 during even the most dangerous peak of the conflict in the region. Our staff of dedicated professionals and passionate volunteers are the helping hand that delivers aid from local and/or international partners to those who require it the most, in a country that was already suffering before the war. Today we have helped humanitarian aid reach the hands of more than 9 million vulnerable people in Yemen to help them not only to survive but also to rebuild their lives. We aim to provide a comprehensive approach to providing aid through interventions, which is why we work in almost all sectors of international emergency relief.

BACKGROUND:
Yemen faces a complex humanitarian crisis, with ongoing conflict, food insecurity, water & sanitation challenges, protection concerns, and gender inequality disproportionately impacting vulnerable populations. Existing coordination and collaboration among local partners, while present, lack unified standard operating procedures (SOPs) and a central platform for information sharing and resource mobilization, leading to inefficiencies and hindering program effectiveness. This project aims to address these gaps and empower Oxfam's eight local partners led by FMF organization to deliver impactful humanitarian assistance.
OBJECTIVE
The primary objective of this consultancy is to develop comprehensive and practical Standard Operating Procedures (SOPs) for each of the identified sectors (food security, livelihoods, water, protection, and gender) In humanitarian and development interventions context for eight local NGOs. The SOPs should enhance the efficiency, effectiveness, and accountability of the NGOs’ program operations while ensuring adherence to best practices and donor requirements.
SCOPE OF WORK
Consultant to Develop the Standard Operating Procedures (SOPs) for Local NGOs.
The consultant will be responsible for the following:
Needs Assessment:
- Conduct a thorough assessment of the current operational procedures and challenges faced by the eight local NGOs in the identified sectors.
- Identify gaps and areas for improvement in the existing procedures.
- Develop a comprehensive understanding of the NGOs’ operational context, including their target beneficiaries, geographical areas, and organizational structures.
- Analyze the best practices and standards in the humanitarian and development sectors.
- Provide a detailed needs assessment report to be shared with the donor.
SOP Development:
- Develop clear, concise, and practical SOPs for each of the five identified sectors (food security, livelihoods, water, protection, and gender) for eight NGOs that address key areas such as:
- Project management
- Monitoring, evaluation, and learning
- Accountability and reporting
- Cross-cutting issues
- Ensure that the SOPs align with international best practices, donor – cluster guidelines, and local context.
- Include relevant checklists, forms, and templates as necessary.
- Ensure the SOPs are user-friendly and easily understandable by NGO staff at all levels.
Capacity Building:
- Conduct training workshops for NGO staff on the developed SOPs.
- Provide technical assistance and support during the implementation phase.
- Facilitate knowledge transfer and build the capacity of NGO staff to implement and maintain the SOPs.
Deliverables
The consultant is expected to deliver the following:
- An inception report outlining the methodology, work plan, and timeline.
- Detailed assessment report on the current operational procedures and challenges of the eight NGOs.
- Draft SOPs for review and feedback.
- Finalized SOPs for all five sectors for eight NGOs.
- Training materials and presentations.
- Regular progress and a final report summarizing the consultancy process, findings, and recommendations for the continuous improvement and adaptation of the SOPs.
- Deliver the SOPs in two editions (Arabic and English)
QUALIFICATIONS AND EXPERIENCE
The consultant should possess the following qualifications:
- A bachelor's degree in a relevant field (e.g., development studies and project management).
- Minimum of 4 years of experience in consultancy service preferable to be in developing and implementing SOPs for NGOs in the humanitarian/development sector.
- Proven expertise in the identified sectors (food security, livelihoods, water, protection, and gender).
- Strong understanding of the local context and challenges faced by NGOs in the area.
- Excellent communication and interpersonal skills.
- Ability to work independently and as part of a team.
