- Position Title: CCCM Officer
- Duty Station: Al Hudaydah Governorate – Al Khukhah District (IRG areas) – Field-based
- Reports To: CCCM Program Manager (Taiz/Aden)
- Supervises: Community Engagement & AAP/CFM Assistant; Reporting Assistant (as assigned)
- Contract Type: Fixed-term, 9 months (renewable based on performance & funding)
- Travel Requirement: 90% field travel across 27 IDP sites; occasional travel to Taiz/Aden for coordination/training
Position Purpose
To provide technical support for the implementation of CCCM core functions across 27 targeted IDP sites in Al Khukhah District. The CCCM Officer ensures high-quality site assessments, community engagement, service mapping, referral coordination, and compliance with CCCM Cluster standards, YHF requirements, and DEEM SOPs. This role directly contributes to strengthening site management, accountability, and protection mainstreaming for approximately 47,198 displaced individuals.
Key Responsibilities & Duties
- Conduct routine site and household-level assessments using CCCM Cluster tools (Site Management Tool, Gap Matrix, Incident Reporting Form) to identify infrastructure gaps, protection risks, WASH/health/service gaps, and priority needs.
- Validate targeting criteria and beneficiary lists with site committees and local authorities to ensure inclusive, needs-based assistance.
- Document and escalate critical protection risks (GBV, child protection, PSEA concerns) through established referral pathways while maintaining strict confidentiality.
- Support establishment and functionality of site committees across 27 sites, ensuring inclusive representation of women, youth, persons with disabilities, and marginalized groups.
- Facilitate monthly site-level coordination sessions to validate priorities, agree on actions, document follow-up plans, and feed community-identified gaps into CCCM coordination mechanisms.
- Promote two-way communication: disseminate early warning alerts (floods, epidemics, protection risks) and collect community feedback via CFM channels.
- Conduct stakeholder mapping to identify service providers (Protection, WASH, Health, Shelter) per site and maintain an updated "who-does-what-where" service directory.
- Support validation of service mapping through district-level FGDs with authorities, partners, and community representatives.
- Facilitate referral follow-up and "closing the loop" verification for cases identified through monitoring or CFM channels, using standardized non-sensitive tracking tools.
- Collect quantitative/qualitative data using digital tools (Kobo Collect, ODK) and paper-based forms, ensuring accuracy, completeness, and timeliness.
- Submit weekly site monitoring reports, gap trackers, and activity updates to Program Manager and IM Assistant.
- Ensure all data collection respects confidentiality, informed consent, data protection protocols, and "do no harm" principles.
- Represent DEEM in district-level CCCM/Protection coordination meetings, sharing updates on site conditions, gaps, and referrals.
- Maintain constructive relationships with local authorities, community leaders, and partner organizations to strengthen service delivery and access.
- Contribute to adaptive management reviews by providing field-based evidence on program performance and emerging needs.
Qualifications & Experience Requirements
- Bachelor's degree in Social Sciences, Community Development, Humanitarian Studies, or related field (proven field experience may be considered in lieu).
- Minimum 3 years of progressive experience in CCCM, Protection, or humanitarian field coordination, with demonstrated experience in site management or community engagement.
- Strong knowledge of CCCM Cluster standards, Core Humanitarian Standards, PSEA, and data protection protocols.
- Experience with digital data collection tools (Kobo Collect, ODK) and basic Excel reporting.
- Fluency in Arabic (native); working proficiency in English (written reports, cluster coordination).
Desirable
- Experience working with YHF, International, or other UN/donor-funded humanitarian programs in Yemen.
- Familiarity with Activity Info, DHIS, or SharePoint for humanitarian reporting.
- Training in Psychological First Aid (PFA), GBV risk mitigation, or conflict-sensitive programming.
- Experience working in IRG-controlled areas of Al Hudaydah or West Coast Yemen.
