Working Days and Hours

The service provider is expected to work six (5) days per week, in line with the organizations’ standard working hours, and to be available for urgent outbreak-related duties outside normal hours if required.

PU-AMI’s Context & strategy:

Première Urgence - Aide Médicale Internationale (PU-AMI) is an international, non-profit, non-political, and non-religious humanitarian organization which aims to provide rapid global response to the basic needs of populations affected by humanitarian crises to help them regain independence and dignity. PU-AMI provides assistance to more than 6 million people throughout 24 countries, with more than 2,500 staff worldwide.
PU-AMI adopts an integrated approach, to identify and understand the full array of the needs of the people affected by crises. This innovative approach is at the core of every PU-AMI-supported project, to better target and prioritize actions, stabilize and improve the situation of the most vulnerable groups. It allows the teams to take all aspects of a problem into account, to come up with an efficient combination of solutions, which will have a powerful and long-lasting impact on the affected populations. In this respect, the organization runs around 190 projects a year worldwide, most of which are focused on Health, Nutrition, Food Security, Water, Sanitation and Hygiene, Psychosocial Support, Education and Protection activities. 
In Yemen, PU-AMI is supporting 18 health facilities (Health Centers, Health Units and Therapeutic Feeding Centers) in four Districts in Hodeidah (Al Mighlaf, As Sukhnah, Al Mansuriyah and Al Qanawis), three Districts in Raymah (Bilad At Ta’am, Al Jabin and Mazhar) and two Districts in Taizz (Al Mokha and Mawza). PU-AMI’s operations are managed by two field offices in Hodeidah and Mokha cities, both supported by the Sana’a coordination office. PU-AMI recently established a second coordination office in Aden. 
PU-AMI is participating actively in clusters and sub-clusters (health; nutrition; food security and livelihoods; WaSH) and works closely with relevant government departments.

Scope of Work and Core Responsibilities

Overall Objective

To lead the medical implementation of the organization’s emergency cholera response in Al Wazeya’a by ensuring the provision of timely and high-quality care at oral rehydration therapy centres (ORTCs) and oral rehydration points (ORPs), supporting the functioning of referral systems, supervising assigned medical teams, and coordinating activities with local authorities and partner organizations.
This service contract is issued for a fixed duration of two (2) months and is non-renewable. The engagement is strictly linked to the organization’s emergency cholera response activities in Al Wazeya’a. All tasks and responsibilities outlined in this ToR are to be carried out exclusively within the scope of this cholera response intervention.

Reporting Line

The service provider will report directly to the Health Program Manager and maintain close coordination with the Logistics, Pharmacy, and Monitoring and Evaluation teams, as well as relevant field staff.

Detailed Tasks / Main Activities

A. Clinical Oversight and Quality Assurance

  • Supervise the case management of suspected and confirmed acute watery diarrhoea and cholera cases in all ORTCs and ORPs.
  • Ensure compliance with national and World Health Organization (WHO) treatment guidelines.
  • Monitor infection prevention and control (IPC) measures and patient flow in the supported facilities.

B. Technical Support and Capacity Building

  • Provide technical guidance to government health office assigned staff, including medical assistants, nurses, and pharmacists.
  • Deliver on-the-job training and mentoring on cholera case management, triage, IPC, and referral procedures.

C. Referral Management

  • Ensure the timely and clinically appropriate referral of severe cases to the diarrhea treatment center in Mokha.
  • Coordinate with the Médecins Sans Frontières (MSF) focal point for the referral of cases from ORTCs to the diarrhea treatment center.
  • Maintain an updated referral register and analyze referral trends for quality improvement.

D. Coordination and Representation

  • Liaise with the district health office, government health office in Taiz, and MSF to ensure alignment on case definitions, treatment protocols, and referral pathways.
  • Represent the organization in coordination meetings on outbreak response as requested.

E. Monitoring and Reporting

  • Supervise the collection, consolidation, and analysis of daily data from ORTCs and ORPs.
  • Follow up daily on the operational requirements of the supported health facilities, including water supply, minor maintenance, and cleaning materials.
  • Supervise community awareness activities carried out by community health volunteers, provide technical input, and review related reports.
  • Prepare weekly technical reports covering patient outcomes, staffing, and supply requirements.
  • Prepare payment documentation for health workers and community health volunteers.
  • Immediately report any medical alerts or concerning trends to the Health Program Manager.

F. Logistics and Supply Chain Support

  • Work closely with logistics and pharmacy teams to monitor stock levels and submit timely requests for required supplies.
  • Prevent medication shortages by conducting accurate forecasting and timely reporting.

6. Key Deliverables

  • Weekly technical reports on case management, staffing, and supply needs.
  • Monthly summary of referral data and analysis of trends.
  • Documentation of training and mentoring sessions conducted.
  • Verified payment documentation for health workers and community health volunteers.

7. Modification of the ToR

This ToR may be subject to revision. Any revisions will be defined and agreed upon between the service provider and the organisation.

  • Post graduate qualification in medicine, pediatric or public health.

  • Minimum 2-year experience in inpatient management.
  • 1 years’ experience in an INGO in similar position for choler response.

  • Fluency in both Arabic and English
