Action Contre la Faim is an International Humanitarian Organization established in 1979 with the mission to save lives by combating hunger through prevention, detection and treatment of malnutrition, in particular during and after emergency situations caused by conflict and natural disasters. Action Contre la Faim provides coordinated responses in nearly 50 countries including Yemen globally within 7 field of expertise which includes Nutrition and Health, Water, Sanitation and Hygiene, Food Security, Mental Health Care Practices, Gender and Protection, Advocacy, Risk and Disaster Management and Research.
ACF has been operational in Yemen since 2012 and is operational in 4 bases (Aden, Hodeida, Al khokha and Sanaa). The mission implements its activities which are centred on 3 sectors, Nutrition and Health, Water, Sanitation and Hygiene (WASH), Mental Health and Psychosocial Support and Protection (MHPSS-P).

  • Job Title:  Community Mobilizer  
  • Job Location: Al-Khokha
  • Contract duration: till 31 December 2026 with possibility of extension 
  • Basic monthly salary (taxable): 767$ to 958$ based on experience salary calculation (excluding other benefits offered by the organization)
  • Line Manager: Climate Change Program Manager  
  • Technical/Support Manager:  N/A

Position Summary

To facilitate the implementation of the DRR programme in the assigned intervention areas of Aden Base

Tasks and Responsibilities

Objective 1: Introduce the DRR and WASH programmes to the assigned intervention area and develop a comprehensive community profile in line with agreed tools and implementation approach, In coordination with Climate change program manager:

  • Coordinate with relevant stakeholders and collect information for the baseline survey (e.g. Knowledge, Attitudes and Practices) and contribute to data analysis and report writing;
  • Organize introductory community-level activities such as mass meetings, inception workshops, mapping and capacity assessment of community-based organizations and other important stakeholders, and volunteer selection process; and,
  • Organize the participatory Community Risk Assessment process and ensure proper documentation and dissemination of results in coordination and collaboration with local authorities and communities.

Objective 2: community-level DRR and WASH activities:

  • Establish and maintain good coordination and working relationship with local authorities, community members and other relevant stakeholders in the concerned intervention area;
  • Conduct orientation and sensitization workshops, and trainings for community-level structures (e.g. volunteers/fellows, disaster management committees (DMCs), and task forces (TF)) in collaboration with local authorities and technical partners;
  • Identify needs and provide support in a proactive manner for the formation and strengthening of volunteers/fellows, DMCs, and TF;
  • Conduct planning activities for the formulation, sharing, and validation of Risk Reduction Action Plans, and Evacuation and Preparedness Plans based on the results of the Community Risk Assessment;
  • Conduct regular coordination meetings of volunteers/fellows, DMCs, and TF, and ensure adequate representation and participation of women, elderly, children, and persons with disabilities (PWD) in coordination and collaboration with local authorities and communities;
  • Conduct simulation exercises and updating of Risk Reduction Action Plans, and Evacuation and Preparedness Plans based on the results of the activity in coordination and collaboration with DMCs and TF;
  • Coordinate and monitor the participatory identification, planning, implementation and monitoring of small-scale mitigation activities in coordination with local authorities,
  • Coordinate with DMCs and technical partners on the provision of relevant kits/equipment to communities, and establishment of feasible maintenance measures;
  • Implement awareness-raising and information, education, and communication (IEC) activities; and,
  • Provide inputs and contribute to the development and implementation of the sustainability strategy.

Objective 3: Facilitate and Train DRR & Water Management Committees: 

  • Mobilize the target communities to form DRR committees. Including facilitate formation meetings and the selection process of the DRR
  • Train DRR on climate change and technical skills and facilitate community risks plans including selection of options, creating a preparedness plans,
  • Meet regularly to monitor progress, give guidance.

Objective 4: Contribute to project management requirements:

  • Contribute to the development of quarterly and monthly work plans, including activity budget requirements, in line with the overall work plan, budget and defined targets;
  • Participate in capacity-building activities for the DRR team at field and consortium levels, when necessary;
  • Contribute to the implementation of the monitoring and evaluation system;
  • Ensure high quality and timeliness of development and submission of programme internal and external reports and other pertinent documentation;
  • Provide support and inputs to the development of internal and external document requirements when necessary.

Additional Responsibilities

  • This job description is not intended to be all inclusive and the employee will also perform other related tasks as required and responsible for reporting and communication of progress and achievement of the specific assigned task;
  • Conduct all duties in a professional manner in accordance with ACF Safeguarding Policy, Code of Conduct, Internal Rules and Regulations, mandate and charter of principles including promotion of gender equality.
  • The employee is also required to remain alert and responsive to any child and adult safeguarding risks, acquire relevant knowledge and skills to promote strong safeguarding practices, and conduct duties in a manner consistent with the mission Safeguarding Policy.

Required Qualification, Skills and Experience

QUALIFICATIONS

  • Bachelor in any relevant subject with experience working in community based programs
  • Or/ Professional certificate in Community development or other closely related disciplines with minimum 2 year experience in DRR, development or humanitarian projects

SKILLS & EXPERIENCE

ESSENTIAL

  • Good understanding of the local context is necessary
  • Experience in working with communities is a plus
  • Experience in working with community volunteers and training of volunteers is required
  • Good community organizing and training skills
  • Fluent in Arabic and local language of the working area
  • Attention to detail and adherence to systems;

PREFERRED

  • Knowledge of DRR issues and tools, work experience in the intervention area, and communication skills are advantages.
  • Experience in facilitating community group discussions/sensitization session  is preferred
  • Strong motivation to be located in the intervention area and ability to maintain positive attitude on work even under pressure;
  • Keen to learn and work with communities 
  • English  language would be an  asset
