Action Contre la Faim is an international humanitarian organization established in 1979 with the mission of saving lives by combating hunger through the prevention, detection, and treatment of malnutrition, particularly during and after emergency situations caused by conflict and natural disasters.
Action Contre la Faim provides coordinated responses in nearly 50 countries worldwide, including Yemen, across seven areas of expertise: Nutrition and Health, Water, Sanitation and Hygiene (WASH), Food Security and Livelihoods, Mental Health & Psychosocial Support, Advocacy, Climate, and Research.
ACF has been operational in Yemen since 2012 and currently operates in four bases: Aden, Hodeida, Al Khokha, and Sana’a. The country office implements activities centered on fours main sectors: Nutrition and Health, Water, Sanitation and Hygiene (WASH), Mental Health and Psychosocial Support (MHPSS), and Food Security and Livelihoods.

- Job Title: Consortium Programme Quality Manager
- Location: Aden
- Contract duration: until 31st December 2026 with possibility of extension.
- Basic monthly salary (taxable): 2303 $ to 2753 $ based on experience salary calculation (excluding other benefits offered by the organization)

Objective of the Position The Consortium Programme Quality Manager is responsible for leading the design, implementation, and management of a unified Monitoring, Evaluation, Accountability, and Learning and Information Management system for the Consortium. The Consortium Program Quality Manager ensures that the three Consortium partners utilize harmonized methodologies to produce high-quality, evidence-based data for the Health, Nutrition, WASH, and MHPSS sectors, facilitating donor compliance and evidence-based decision-making.
Under the direct supervision of the Consortium Coordinator, Consortium Programme Quality Manager will:
Mission 1: Design and Implementation of the Strategic Consortium PROGRAMME QUALITY/MEAL Framework & Quality Management
- Develop and lead the implementation of the Consortium MEAL system, including the framework for monitoring, evaluation, accountability, and learning.
- Ensure harmonized methodologies and tools are in place across all three partners to ensure quality data management.
- Align consortium MEAL strategies with the ACF PQ HoD’s departmental strategies, policies, and learning agendas.
- Tailor monitoring tools to capture specific outcomes for Health, Nutrition, WASH, and MHPSS activities.
- Regularly assess the performance of the Consortium programme and identify challenges in line with the approved logical framework
Mission 2: Information Management (IM) & Data Systems
- Centralize aggregated data from partners monthly, ensuring rigorous review and validation.
- Integrate validated datasets into the consortium’s DHIS2 dashboard and maintain Power BI or other visualization tools.
- Train field staff and partners on digital data collection tools (e.g., Kobo) in alignment with technical guidance from the PQ HoD.
- Ensure all IM systems comply with data security policies and troubleshoot technical system issues.
Mission 3: Monitoring, Evaluation and Reporting
- Conduct regular analysis of programme data to support the evaluation of results and impact and prepare presentations reflecting the performance of the programme for senior leadership and donors.
- Conduct regular field visits to partner sites to assess programme quality, verify data accuracy, and recommend improvements.
- Address data quality gaps identified during audits or reviews to ensure the consortium remains compliant with donor requirements.
- Work with the Consortium Coordinator and Finance Manager to draft external programme reports.
Mission 4: Programme Development
- Work closely with the Consortium Coordinator and the key MEAL/Programme Quality and technical staff of the Consortium partners to contribute to the preparation and implementation of any programme assessments that can direct programme development and implementation.
- Contribute to the development of programme proposals and/or amendments.
Mission 5: Inter-Partner Coordination & Capacity Building
- Facilitate the monthly Consortium MEAL working group meetings with representatives from all three partners and contribute when needed to the Consortium regular coordination meetings.
- Support the Programme Quality HoD in designing and delivering training programmes to build the technical skills of partner MEAL/IM staff.
- Contribute to the facilitation of programme kick-off, review, and closeout meetings.
- Ensure that feedback received is analyzed, responded to, and used for quality improvement purposes across the consortium.
Mission 6: Learning and Adaptive Management
- Oversee the identification and translation of lessons learned and best practices into actionable practice for all partners
- Lead monthly and quarterly reflection meetings with Programme, MEAL, and Finance teams to study all aspects of the project, including operational, technical, and financial performance.
- Ensure that action points and recommendations emerging from reflection meetings are documented, assigned, and followed up on to ensure accountability.
- Facilitate data-driven discussions to propose necessary programmatic changes or strategy adjustments based on evidence gathered from the field and partner reports.

Required Qualification, Skills and Professional Experience
- Education: Master's degree in information management, Statistics, Social Sciences, or a related field.
- Experience: Minimum 5 years of experience in MEAL/Programme Quality, specifically within a Consortium setting or working on multi-partner projects.
- Sector Knowledge: Proven experience in monitoring Health, Nutrition, WASH, or MHPSS programmes.
Transversal Skills:
- Proficiency in DHIS2, Power BI, and SPSS.
- Expertise in mobile data collection platforms (Kobo, CommCare).
- Soft Skills: Strong analytical and solution-oriented thinking, organisational skills, flexibility, solid interpersonal skills, leadership in working across multi-cultural environments and with diverse teams, and excellent English/Arabic communication skills.
