Job Summary:

The Consortium Project Officer Supports the PMU to coordinate a multi‑partner, donor‑funded consortium in Yemen. Manages day‑to‑day coordination, information and document management, partner follow‑up, consolidated reporting inputs (including compilation of partner narrative and financial reports), MEAL and learning support, and operations/logistics arrangements, in line with donor requirements and CARE policies. Also supports budget monitoring and basic variance notes with Finance.

Responsibilities

Coordination & information management 

  • Maintain integrated workplans, calendars, action logs, decision and risk registers.
  • Organize governance/technical meetings; record minutes and track actions to closure.
  • Keep partner contact lists and documentation current; compile briefs for coordination with external stakeholders.

Reporting, financial consolidation & grants administration

  • Consolidate partner narrative and financial inputs into donor/CARE templates; check completeness, arithmetic, coding, and coherence with indicator results.
  • Maintain the reporting calendar and deliverables tracker; follow up on late or incomplete submissions.
  • Support budget monitoring with Finance: update PMU budget sheets (commitments, accruals, POs), prepare simple variance notes, gather partner justifications and supporting docs.
  • Reconcile narrative outputs with financials and procurement/asset records; flag discrepancies and coordinate resolution with partners.
  • Maintain compliance/visibility trackers and orderly filing for audits and verifications. 

MEAL & learning support 

  • Ensure the MEAL plan is developed on time and indicators are clearly understood in line with ECHO definitions and policies, including process indicators.
  • Support indicator tracking and SADD; conduct basic data‑quality checks and follow up on gaps.
  • Compile learning notes, case studies, and after‑action reviews; support safe data management and sharing protocols.
  • Use agreed data collection methods/tools and align with ECHO methodology when requested; monitor the work-plan and escalate delays to CARE Yemen management and CARE DL

Operations & training support

  • Coordinate logistics for trainings, workshops, and procurements; maintain simple asset/inventory trackers.
  • Track safeguarding/PSEAH briefings and incident documentation as assigned.

Job Requirements

  • Bachelor’s in Development/Humanitarian Studies, Public Health, Social Sciences, or related; or equivalent combination of education and work experience.
  • Post‑graduate certificate/diploma; PMD Pro or equivalent is desired
  • 3–5+ years in program coordination, grants/reporting, or MEAL within INGOs/UN; experience supporting consortiums.
  • Familiarity with ECHO reporting/compliance; strong writing, organization, and follow‑through; proficiency in Excel and document management.
  • Understanding of DRR/anticipatory action and public‑health emergency basics; safeguarding and AAP.
  • Excellent English and Arabic
  • Experience in Yemen or similar contexts; IM or data visualization basics (Power BI/Excel dashboards).
  • Familiarity with the eSF platform is an advantage
  • Comply with all relevant CARE policies and procedures with respect to child protection, workplace environment, employee code of conduct and all other related subjects.
