BACKGROUND
The Yemen Country Office is supporting the rehabilitation and sustainable operation of the Aden Fishery Harbour (AFH)—a strategic national facility and key infrastructure for Yemen’s fisheries sector. Located in Aden, AFH serves as a critical hub for artisanal fishing communities, playing a major role in improving local livelihoods, enabling market access, and contributing to national food security.
To ensure that this rehabilitation effort adheres to international and national standards, particular attention is being placed on environmental and social safeguard compliance, including Occupational Health and Safety (OHS). This is essential given the harbour’s complex operational environment and the wide range of stakeholders engaged in its use and redevelopment.
As part of this effort, site-specific Environmental and Social Management Plans (ESMPs) will be finalized in phases for the Dockyard, Fiberglass Factory and Workshop, Quay Wall and Site Works, and Cold Store, aligned with the harbour’s rehabilitation timeline.
OBJECTIVE OF THE ASSIGNMENT
The current phase of the project focuses on restoring the harbour’s operational functionality, upgrading infrastructure, and establishing effective management systems to ensure long-term sustainability and improved service delivery.
Given the nature of the construction works, operational enhancements, and the involvement of multiple stakeholder groups, the consistent application of environmental and social safeguards—particularly Occupational Health and Safety (OHS) standards—is critical. To ensure compliance and minimize potential risks, a dedicated Environmental, Occupational Health and Safety (OHS) Safeguard Consultant is being recruited.
The consultant will be responsible for ensuring that all project activities at Aden Fishery Harbour (AFH) are implemented in full accordance with Social and Environmental Standards (SES). This includes facilitating inclusive stakeholder engagement, supporting the development and implementation of safeguard instruments such as Environmental and Social Management Plans (ESMPs) and Stakeholder Engagement Plans (SEPs), and ensuring that environmental and social risks are systematically identified, mitigated, and monitored throughout the project lifecycle.
FUNCTIONS / KEY RESULTS EXPECTED
Ensure Safeguard Compliance
Oversee the implementation of Social and Environmental Standards (SES) across all project activities, including port rehabilitation, construction, and operations.
Prepare and Monitor ESMPs
Finalize Environmental and Social Management Plans (ESMPs) for key harbour components according to the agreed timeline: Dockyard (Month 1), Fiberglass Factory and Workshop (Month 2), Quay Wall and Site Works (Month 3), and Cold Store (Month 5). All ESMPs must be informed by field assessments, stakeholder inputs, and aligned with SES safeguard requirements. Each ESMP will be developed in close consultation with key stakeholders, validated through field assessments, and aligned with national regulations and SES. These deliverables will be linked to the consultant’s monthly outputs and payment schedule.
Conduct Risk Assessments
Carry out SES risk assessments and enforce preventive and corrective actions for high-risk activities.
Safe Removal of Asbestos and Ammonia
In coordination with the EPA, develop and oversee a plan for the safe identification, removal, and disposal of asbestos-containing materials and ammonia systems at AFH. This includes risk assessment, engagement of certified removal contractors, and strict adherence to occupational health and environmental standards. All activities must be monitored, documented, and reported to ensure full compliance and safe closure.
Field Monitoring and Reporting
Conduct regular field visits to monitor safeguard compliance, identify non-conformities, and report findings to the Project Coordinator.
Stakeholder Engagement
Lead inclusive consultations, update the Stakeholder Engagement Plan (SEP), and ensure grievance redress mechanisms (GRM) are accessible and functioning effectively.
Policy and Framework Support
Review and contribute to the improvement of safeguard policies, tools, and frameworks in line with international best practices.
Environmental Protection Oversight
Monitor marine environmental impacts, propose waste management solutions, and alert relevant authorities on unsafe or non-compliant practices.
Capacity Building
Support SES training activities for port authorities and promote a safety-first culture within project teams and contractors.
3. CONTRACT DURATION AND DUTY STATION
The consultancy will be carried out over a period of 6 months. The consultant is expected to be based full-time at Aden Fishery Harbour (AFH). Specific tasks and timelines will be aligned with the completion of defined deliverables. Occasional travel to adjacent project sites or organizational offices may be required, subject to prior agreement.
REPORTING
The consultant will report directly to the Fishery Harbour Rehabilitation and Value Chain Development Project Coordinator, in cooperation with the Safeguard Focal Point for technical oversight. Monthly progress reports will include the submission of finalized ESMPs as per the agreed timeline, along with related safeguard monitoring updates.
4. QUALIFICATIONS & EXPERIENCE
Education:
- Master’s degree or equivalent in environmental management, engineering, social sciences, or any other related fields.
- Or a Bachelor’s degree in a relevant field with 2 years of qualifying experience will be given due consideration in lieu of a Master’s degree.
- Advanced qualifications or professional training in safeguards, EIA, OHS, or stakeholder engagement is preferred.
Experience:
- Minimum 2 years experience (with bachelor's degree) working in environmental management, engineering, and social sciences, or any other relevant programmes/projects in the field of development, crisis prevention and recovery, and/or humanitarian settings.
Skills:
- Field experience in the field of environmental and social safeguard planning and implementation for community-based initiatives and projects.
- Experience in climate adaptation, integrated water resource management, and natural resources management.
- Excellent knowledge of safeguard legislation and procedures.
- Excellent knowledge of potentially hazardous materials or practices.
- Experience with writing policies and procedures for safeguards and risk management.
- Familiarity with conducting data analysis and reporting statistics.
- Working knowledge of safeguard management information systems.
- Completion of relevant trainings or certifications.
- Relevant experience working with a UN agency or other humanitarian agency is desirable.
- Experience in the area of emergency preparedness, crisis/emergency relief management, humanitarian/development environment, early recovery field coordination is an asset.
5. COMPETENCIES

- Demonstrates comprehensive understanding and knowledge of current guidelines and project management tools and utilizes these regularly in work assignments.
- Knowledge of system programming is desirable.
- Excellent knowledge of safeguard legislation and procedures.
- Knowledge of programme management procedures and policies, including experience with Atlas (Resource Management System) is an asset.
- Excellent interpersonal skills and ability to establish and maintain effective partnerships in a multi-cultural, multi-ethnic environment and respect diversity.
- Works collaboratively with colleagues and shares knowledge to achieve organizational objectives.
Required language(s) (at working level): Fluency in English and Arabic, both written and oral.
