Job Description

The Position:

Gender-based violence (GBV) remains a critical protection concern in Yemen, driven by nine years of conflict and compounded by overlapping emergencies such as violent conflict, economic collapse, climate induced disasters, and disrupted public services. Women and girls are disproportionately affected, comprising 80% of the 4.8 million displaced individuals, with approximately a quarter of displaced households headed by women. According to the 2025 Humanitarian Response Plan, 6.2 million people in Yemen need GBV-related protection and services. The GBV AoR aims to reach 900,000 individuals at risk of GBV through specialized interventions. This includes 742,701 internally displaced persons (IDPs), 88% of whom are women and girls, as well as other vulnerable groups such as individuals with disabilities, the Muhamasheen community, female-headed households, and child survivors of GBV. The GBV AoR is led by UNFPA and Co led by Yemen Women Union at the national level. At the sub-national level, there are 5 hubs (Aden, Sanaa, Saada, IBB and Hodieda) and two sub-hubs (Marib and Mikalla), each with a hub level coordinator. Each hub level GBV AoR has approximately 20 members. The consultant will work closely with GBV AOR coordinator in Aden , expected travel to Lahj, Abyan, Marib and governorates.

Job Purpose:

GBV Safety Audits is a tool to assess GBV risks as well as to identify actions to reduce and mitigate risks and improve the response to survivors of GBV. The GBV Safety Audit provides support to identify those needs in order to obtain greater insights and understand the safety and security risks that groups disproportionately affected by the emergencies without seeking evidence or proof of the occurrence of GBV incidents as it is acknowledged that no incident data to assume GBV is happening in a humanitarian context .Yemen GBV /Women Protection AOR plans to conduct the GBV Safety Audit exercise in various locations in the South area (Aden, Mukalla, Mairb , . The GBV Safety Audit will engage international/local organizations and communities in the exercise aiming at mainstreaming GBV risk reduction and response across sectors. The expertise and contextual knowledge of the GBV Women Protection AOR, and in particular of women-led organizations, is pivotal for the contextualization of the safety audit. Data will be analyzed to present concrete recommendations on GBV risk mitigation relevant to relevant stakeholders. Objectives: The objective of Safety Audit is to collect information that will allow the assessment of risks related to GBV affecting women and girls in South of Yemen . Different locations of South of Yemen will be included in the GBV Safety Audit, in consultation with the GBV Women Protection AOR members, to allow for area-based and contextualized response recommendations and GBV risk reduction guidance for each coordination sector (i.e Health, WASH, CP, etc)

You would be responsible for:

Methodology and Tools: Data collection: The Safety Audit promotes a participatory approach, using a set of tools to facilitate the collection of qualitative data to inform risk mitigation measures. The Safety Audit in Yemen will use Assessment Toolkit developed by IRC including following tools:

 Safety audit: The safety audit team composed of GBV- women protection AOR coordination team in the South and members and, where possible, community members conduct an observatory walk through an area to identify the factors that make people, or a particular group feel safe/unsafe and difficult to access essential services. The safety audit team will identify GBV risk factors while observing the space, the structures, the provision of services, the information available as well as other elements which can contribute to the safety or unsafety of groups. The team can also take photos of the area to reinforce findings. 

Focus Group Discussion (FGD): Focus group discussions are structured conversations with a group of eight to ten girls/women. The FGD tool provides guidance on conducting and facilitating the discussions and the list of questions, including targeted questions. Individual GBV disclosures or information on specific GBV incidents should not be discussed during the Safety Audits.

 Individual interview: Individual Interviews are conducted with persons with a key role in GBV risk reduction and response for girls/women. Key informants may include GBV service providers, community leaders, community volunteers, government entities, security and police forces, etc. The questions are qualitative and seek to discuss risk, referral plan and procedures for survivors who may report their cases, and response needs. Data related to specific incidents should never be requested.

Data Collection Plan Locations will be finalized in consultation with GBV Women Protection AOR members. However, some proposed locations (safe spaces and shelters) where GBV service providers are stationed and easy access can be facilitated. A detailed plan will be developed in addition to the ToR with the dates, participants, and required support from the GBV women Protection AOR members to organize activities especially Focus Group Discussion and Individual Interview in each location. Data collected during the GBV Safety Audit exercise will be validated with the GBV Women Protection AOR members in a separate session. The results and analysis of the GBV Safety Audit will be shared including main findings with trend per location/age/gender/theme, methodology, and GBV risk reduction and response recommendations per sector/type of actor. The GBV Safety Audit will be coordinated through the GBV Women Protection AOR in collaboration with other clusters including the Protection cluster, CP AoR, and the PSEA network where possible. Coordination will also be ensured with local women’s organizations, community-based organizations, and other civil society organizations will also be engaged as necessary.

UNFPA, as a lead of the GBV Sub-cluster, will coordinate the Safety Audit including the data collection, analysis, and logistics including: 

  • Facilitate data collection, identifying participants and organizing with the stakeholders the site visits for the safety walks including logistics. 
  • Develop/update Data Collection Plan for the implementation of the Safety Audit in coordination with the GBV AOR coordination team
  •  Organize a validation workshop with the GBV /Women Protection AOR members. 
  • Produce the Safety Audit report with practical recommendation and coordinate its review by the GBV AOR members, focal points from other sectors, and regional technical support teams where possible.

Monitoring and progress control, including reporting requirements, periodicity format and deadline:

Based on the information collected, the consultant(s) should submit a draft and a final report synthesizing the analysis findings, and recommendations. The report should respond in detail to the key focus areas described above. It should include a set of specific and actionable recommendations formulated for the programme, and identify the necessary actions required to be undertaken, who should undertake those and possible timelines. 

The consultant should submit the following Deliverables:

  •  Work plan including locations and methodology, timeframe and tools 
  • Inception Report with work plan and tools 
  • Draft Safety Audit Report with preliminary findings 
  • Final Report including.

Supervisory arrangements: The consultant will report directly the National GBV - Women Protection coordinator Amira Mohana mohana@unfpa.org

Education, Qualifications and Experience: 

1. Advanced university degree in, gender, women rights, international studies, development or related fields. 

2. Minimum of 5 years working experience in conducting research, reports, facilitation of workshops and other relevant services in the field of GBV or gender.

 Knowledge and Experience: 

1. Understand the Yemen context as well as social norms and gender issues in Yemen 

2. Excellent planning and organizational skills 

3. Excellent ability to meet deadlines
