POSITION DESCRIPTION: Deputy Project Manager
KEY RESPONSIBILITIES:
- Lead the overall management of the project cycle, including planning, execution, monitoring, and closure, in alignment with the approved proposal, donor agreements, and NMO’s operational standards.
- Lead the design and implementation of protection interventions tailored specifically to IDPs, Refugees and Asylum Seekers, ensuring alignment with international protection standards and advocacy for their rights and inclusion.
- Oversee project budget management, ensuring spending is within approved limits and aligned with NMO’s financial policies and donor guidelines.
- Represent NMO in relevant external coordination platforms, including sector clusters and working groups related to protection and assistance.
- Foster and maintain effective working relationships with all project stakeholders including IPNA, Local authorities, and refugee community leaders.
- Supervise project staff and community committees in accordance with NMO’s HR policies, including performance evaluations and professional development.
- Ensure full compliance with internal policies and donor regulations, maintaining organized and audit-ready records for all project justifications.
- Oversee field-level project activities in targeted locations including Aden & Mukalla registration centres, ensuring compliance with technical standards and humanitarian principles.
- Ensure project implementation is aligned with donor requests, reporting timelines, and compliance requirements.
- Coordinate closely with internal departments (HR, Finance, Procurement, Admin, and Communication) to ensure cross-functional support and smooth project delivery.
- Ensure submitting high-quality narrative reports (weekly, monthly, quarterly, and final) with support of reporting officer and contribute to financial reporting.
- Monitor project expenditures and variances, flagging anomalies or risks to finance and program leadership for corrective action.
- Participate in the development of financial forecasts, budget revisions, and procurement plans for technical equipment and supplies.
- Review and approve financial requests and transactions within delegated authority, ensuring appropriate supporting documentation.
- Coordinate with logistics and procurement teams to ensure timely acquisition of goods, such as IT equipment for ID card issuance.
- Facilitate project start-up, mid-term reviews, and closure processes, ensuring thorough documentation and stakeholder engagement.
- Ensure updating weekly and monthly updates files of NMO’s Project Management Tools to ensure timely delivery of activities against set targets.
- Ensure accurate collection and validation of data on project indicators, promoting accountability through community feedback mechanisms.
- Address and close audit findings related to project implementation in a timely and accountable manner.
- Ensure clear task delegation and adherence to NMO’s code of conduct, safeguarding standards, and disciplinary procedures.
- Maintain updated documentation of project files, proposals, and modifications through the NMO archiving platform.
- Deliver any task requested by line manager.
POSITION REQUIREMENTS:
- Bachelor’s degree in a relevant field (social sciences, development studies, or management) with strong project management and leadership skills.
- Minimum of 2-3 years of experience in designing and managing Protection projects.
- Experience in Refugees and Asylum Seekers context will be an added value.
- Sound experience in budget management and financial oversight.
- Excellent communication skills in native Arabic and professional written/spoken English.
- Strong influencing skills and experience in advocacy for refugee rights.
- Flexible and able to work under pressure in challenging field environments.
- Demonstrable experience in Monitoring and Evaluation (MEAL) and beneficiary accountability.
- Analytical skills and experience in developing project proposals across different sectors.
- Experience in supervising field staff, providing capacity-building training, and maintaining a supportive working style.
- Proficiency in computer skills and smart data collection tools (e.g., Kobo), with a commitment to data confidentiality.
