TECHNICAL ASSISTANT FACILITY FOR YEMEN
TERMS OF REFERENCE
Technical Assistant Facility for Yemen (TAFFY) is recruiting a Digital Content and Social Media Expert to support implementation of the Government of Yemen Communications Strategy under the TAFFY Programme. Working with the Project Management Team and the Ministry of Information (MOI), the Expert will develop and manage written digital content for the Ministry’s website, approved social media channels, and communications campaigns, while mentoring MOI staff in editorial planning, writing, review, publishing, and content management.
The role complements the wider expert team by translating approved strategies, audience insights, key messages, and multimedia assets into accurate, engaging, and platform-appropriate content. Strategic direction and team coordination will remain with the Digital Communications Expert & Team Coordinator; audience research and analytics with the Audience Research & Data Analytics Expert; and visual and audiovisual production with the Multimedia Production Expert.
The website component is limited to editorial content development, organisation, quality assurance, content migration, and CMS publishing support. It does not include website design, software development, hosting, cybersecurity, or technical maintenance.
Principal Duties and Responsibilities (Essential Functions)
A. Social Media and Campaign Content

Translate approved campaign objectives, audience insights, narratives, and key messages into platform-specific content for Facebook, X, YouTube, and other approved channels.

Draft and edit Arabic posts, captions, headlines, calls to action, short scripts, and content series; support English-language adaptation where required.

Develop editorial calendars, content schedules, and publishing packages for the project’s approved campaigns and related strategic communications activities.

Adapt content to each platform and audience while maintaining consistent, accurate, and approved government messaging.

Coordinate with the Multimedia Production Expert so that copy, scripts, captions, subtitles, and calls to action align with visual and audiovisual assets.

Support fact-checking, proofreading, approvals, scheduling, publication, and updating through agreed MOI and project workflows.

Apply accessibility, gender equality and social inclusion, conflict sensitivity, safeguarding, and “Do No Harm” principles to all content.

Use audience insights and performance findings provided by the Audience Research & Data Analytics Expert to refine content and publishing approaches.
B. Website Content

Draft, edit, structure, and quality-assure audience-centred content for the bilingual MOI website using approved information and authorised sources.

Develop and organise copy for agreed sections, including the Ministry profile, leadership, strategic priorities, policies, media centre, news, publications, campaigns, and contact pages.

Review existing material for clarity, consistency, accuracy, and online readability; identify content gaps and coordinate collection of missing information.

Prepare CMS-ready page titles, summaries, headings, metadata, keywords, links, calls to action, image descriptions, and alternative text in line with basic SEO and accessibility good practice.

Support Arabic–English content alignment, translation coordination, version control, content migration, CMS formatting, and editorial checks before launch.

Liaise with the website supplier and relevant experts on page requirements and publishing workflows, without assuming responsibility for technical website development or maintenance.

Establish practical routines for website updates, archiving, periodic content review, brokenlink checks, and correction or retirement of outdated material.
C. Capacity Strengthening and Coordination

Mentor designated MOI staff through collaborative planning, drafting, editing, publishing, and review, progressively transferring responsibility to the Ministry.

Develop practical tone-of-voice and editorial guidance, templates, checklists, content trackers, approval workflows, and standard operating procedures.

Facilitate regular content review sessions to agree priorities, address content gaps, maintain message consistency, and apply lessons learned.

Maintain an organised content repository and tracker recording source, owner, language, approval status, publication date, and update requirements.

Coordinate closely with the Project Management Team, project experts, the website supplier, and MOI counterparts, and contribute to relevant workplans and progress updates.
Required Skills and Qualifications
To perform this job successfully, an individual must be able to perform each essential duty and responsibility satisfactorily. The qualifications listed below are representative of the required knowledge, skills, and/or abilities needed to perform the principal duties.
University degree in communications, journalism, digital media, marketing, public relations, languages, or a related field; substantial relevant experience may be accepted in lieu of a degree.

At least 5 years of relevant experience in social media content, web content, digital communications, online journalism, or editorial production.

Demonstrated experience developing social media content, editorial calendars, and website content for public institutions, media organisations, civil society organisations, development programmes, or comparable entities.

Excellent Arabic writing, editing, proofreading, and storytelling skills, with strong English proficiency for coordination and bilingual content review.

Ability to turn complex information into concise, accessible, accurate, and engaging digital content while preserving factual and institutional integrity.

Working knowledge of CMS publishing, platform-specific content, editorial workflows, basic SEO, accessibility, metadata, and content governance.

Understanding of the Yemeni media, political, cultural, and linguistic context; experience working in or on Yemen is strongly preferred.

Experience applying conflict-sensitive, inclusive, and “Do No Harm” communications principles and providing practical mentoring is highly desirable.

Strong organisational and collaborative skills and a portfolio of relevant social media, website, editorial, or campaign content.
Deliverables, Knowledge Transfer and Ownership
The Consultant shall produce all content and supporting materials collaboratively with MOI and provide them in complete, organised, editable, and usable formats. Key outputs will include:

Approved social media content packages, editorial calendars, publishing schedules, and campaign copy.

Approved bilingual website content prepared for migration or publication, including page copy, metadata, links, alternative text, and related CMS-ready materials.

Editorial guidance, tone-of-voice guidance, templates, checklists, workflows, content trackers, and standard operating procedures.

An organised archive of draft, reviewed, approved, published, updated, and retired content, including source references and version history where appropriate.

Practical mentoring and a final handover session enabling designated MOI staff to independently plan, develop, review, publish, update, and archive digital content.
Ownership
All social media copy, website content, editorial calendars, scripts, captions, metadata, content inventories, templates, trackers, guidance materials, source files, and other deliverables developed or co-developed under this consultancy shall become the property of the Ministry of Information through the project. The Consultant shall not reproduce, publish, distribute, or use these materials outside this consultancy without the prior written approval of Chemonics UK and the Ministry of Information.
