Action Contre la Faim is an International Humanitarian Organization established in 1979 with the mission to save lives by combating hunger through prevention, detection and treatment of malnutrition, in particular during and after emergency situations caused by conflict and natural disasters. Action Contre la Faim provides coordinated responses in nearly 50 countries including Yemen globally within 7 field of expertise which includes Nutrition and Health, Water, Sanitation and Hygiene, Food Security, Mental Health Care Practices, Gender and Protection, Advocacy, Risk and Disaster Management and Research.
ACF has been operational in Yemen since 2012 and is operational in 4 bases (Aden, Hodeida, Al khokha and Sanaa). The mission implements its activities which are centred on 3 sectors, Nutrition and Health, Water, Sanitation and Hygiene (WASH), Mental Health and Psychosocial Support and Protection (MHPSS-P).

Job Title: DRR Deputy Program Manager – Nutrition & Health
Job Location: Aden
Contract duration: till 31 December 2026 with possibility of extension
Basic monthly salary (taxable): 1747$ to 2088$ based on experience salary calculation (excluding other benefits offered by the organization)
Line Manager: Nutrition & Heal Program Manager
Technical/Support Manager: N/A
Position Summary
The position holder will support the implementation and oversight of health and nutrition DRR project interventions across Aden and AlHudaydah, ensuring timely response to outbreaks and alignment with national protocols. The role focuses on Strengthening the health system on preparedness and response to emergency (climatic or epidemic) and using eIDEWS. The position will require a strong collaboration with local authorities and partners.. Acting as a key liaison for contingency planning and emergency preparedness, the position also deputizes the Program Manager when required, contributing to strategic planning and operational efficiency.
Tasks and Responsibilities
Objective 1: Diagnosis and analysis of the hazard and disease driven impact on Nutrition and Health at community and health system and the capacity of report EIWS:
- Conduct assessments and in-depth analyses of nutrition and health outbreaks and hazard impacting H&N in collaboration with field teams and local health authorities. The assessments are conduct at community and health system level (produce ToR and assessment)
- Produce a report on output of the assessment on hazard and disease driven impact on H&H
- Monitor early warning indicators (e.g., disease surveillance data, nutrition screening reports, mortality rates) to detect potential outbreaks including data shared by the cluster
- Analyze epidemiological trends and contextual factors (e.g., displacement, food insecurity, WASH conditions) contributing to outbreaks.
- Map and regularly update the landscape of active health and nutrition partners in the intervention areas.
Objective 2: In coordination with MoH, community, ACF wash team and partners, the possible trigger for AA and RR are developed with the activities for response (including a mobile team)
- With MoPHP and partners, develop triggers for health and nutrition
- With MoPHP and partners. Work together to provide inputs of anticipatory action and rapid response
- Support MoH to create a mobile team for rapid response and develop a standard Operating Procedure
- In charge of the procurement of the drugs and material for the Rapid Response (RR)
- Provide technical input into contingency planning and emergency preparedness strategies together with Project manager.
- Work together with ACF’s WASH team to develop strategies and to address recurring outbreaks
Objective 3: Capacity building Nutrition and Health and health workers on surveillance (eIDEWS) case management, and other key health and nutrition topics in coordination with Partner Organization,.
Train health and nutrition staff on the use and interpretation of the electronic Integrated Disease Early Warning System (eIDEWS) including cases management and identification
- Facilitate workshops and hands-on sessions to improve data entry accuracy, timeliness, and completeness in eIDEWS reporting.
- Support integration of eIDEWS into routine health facility operations and mobile outreach activities.
- Monitor surveillance data quality and provide feedback to field teams for continuous improvement.
- Provide on-job monitoring and coaching to health care workers where feasible.
- Strengthen knowledge on health promotion, behavior change communication, and community engagement strategies and RCCE.
Objective 4: Ensure that adequate technical standards of diseases surveillance and management through regular supervision
Technical Oversight of Disease Surveillance
- Conduct routine supervision of health facilities and mobile teams to ensure compliance with national and international surveillance protocols.
- Review and analyse disease surveillance data, including weekly reports, alerts, and case definitions.
- Ensure timely reporting of notifiable diseases through systems like eIDEWS and alignment with Ministry of Health standards.
- Identify gaps in surveillance practices and provide corrective guidance and follow-up support.
- Promote the use of standardized tools and digital platforms for data collection and reporting in coordination with the material donation from partners
Stakeholder Engagement
- Liaise with district and governorate health offices to align supervision efforts with public health priorities.
- Share supervision findings and recommendations with relevant partners.
- Engage and work closely with active Consortium member on health topic to ensure streamlined activities
- Coordinate with ACF wash team on activities, supervision
Supervision Planning and Execution
- Develop and implement a supervision plan covering all supported health and nutrition sites.
- Use structured checklists and supervision tools to assess performance and identify areas for improvement.
- Document findings from supervision visits and ensure timely feedback to field teams and partners.
- Coordinate joint supervision missions with local health authorities and other stakeholders.
Objective 4: Project Management: Work together with Project manager to ensure timely implementation of activities and aligned with project management tools.
- Collaborate closely with the Project Manager to plan, implement, and monitor health and nutrition activities.
- Ensure alignment of field activities with project timelines, budgets, and donor requirements.
- Track progress using project management tools (e.g., work plans, expenses trackers).
- Work together with PM and field coordinator to update BFU and forecast of expenses.
- Contribute to regular internal and external reporting, including situation updates and donor reports.
- Identify implementation challenges and propose timely corrective actions.
- Support coordination with logistics, MEAL, and finance teams to ensure smooth operational delivery.
- Deputize program manager during his/her absence.
Objective 5: Information management, reporting and coordination
- Ensure timely collection, validation, and consolidation of health and nutrition data from field teams.
- Support development of weekly, monthly, and donor-specific reports with accurate analysis and visualizations. This include working with PM to draft the APRs
- Maintain updated databases and dashboards to track program indicators and outbreak trends in coordination with wash team
- Coordinate with MEAL, government, and partner agencies to harmonize data and reporting formats.
Represent the program in coordination meetings and contribute to joint planning and information sharing where requested.

Required Qualification, Skills and Experience
QUALIFICATIONS
- Bachelor in Medicine/Nursing/Public health/Epidemiology or Diploma in Nursing/Nutrition with more than 3 year of experience implementing epidemiology and outbreak response.
SKILLS & EXPERIENCE
- At least 2 years of experience in integrated projects implementation
- Proven experience in the field of Epidemiology, outbreak response and data analysis
- Proven experience in capacity building, training on nutrition & health programs is mandatory
- Strong experience on working and coordination with Ministry of Health and partner is a strong asset
- Ability to plan and organize work Independent with appropriate follow through while paying close attention to detail and can read and abstract information from a variety of formats.
- Ability to observe and to provide feedback on the activities
- Proven ability to coordinate events and with multiple stakeholders
- Ability to understand and to interpret the nature of human behavior
- Ability to work under pressure and react according to evolving context/situation
- Good command in MS office applications (Word, Outlook, Sharepoint, Excel and Power Point) is essential
- Fluent in speaking and writing English
