Job Description

CARE International in Yemen

CARE International is currently seeking a Health Officer. He/she collaborates closely with other technical advisors and all other departments to
carry out tasks and will engage with internal and external technical working groups with the aim of
improving quality of Health programming; Support continuous quality improvement of integrated and
stand-alone Health programs including service delivery in clinical and community-based settings.
Contribute to CARE International revised Health strategy.

Position: Health Officer
Location: Taiz Hub Office

Main Responsibilities:

Program Development: 

  • To prepare and implement plan for health activities, with the mentorship of the health Team Leader, ensure that plans are up to date, understood by staff and monitored daily.
  • Assist with developing guidance to ensure the MISP and appropriate Reproductive Health components are integrated into emergency response proposals
  • Contribute to large proposal bids with Health component through literature reviews, development of technical approach, and working with country focal points
  • Contribute to assessment reviews and recommendations
  • Contribute to development of guidelines and protocols for Health interventions, including roll-out at field level in order to achieve the highest program quality.

Capacity Building and Mentorship: 

  • In collaboration with the knowledge management officer, establish and maintain regular communication with SRH focal points throughout the organization through mechanisms such as newsletters, go-to meetings, etc.….
  • Review and disseminate key best practice guidelines documents and provide individual support to country staff for implementation
  • Using guidelines on ‘we learn” and with support from focal points for knowledge management and learning, organize training materials, conduct capacity building of team members during field visits, remote support and through distance learning modalities
  • Using consultative process identify and prioritize technical guidance needs for SRH programming (i.e. MISP guidance for typical CARE emergency programming contexts, postnatal care, newborn care, etc.…)

Representation and Reporting:

  • Participate in internal and external technical meetings/working groups in order to contribute to global learning on RH, share CARE’s successes and challenges in RH programming, and to learn about promising and best practices for CARE’s learning
  • Participate in networking on technical issues with other health NGOs with a view to identifying and facilitating partnership opportunities with guidance from country team, regional desk, or PH Advisor
  • Develop monthly work plan and discuss with supervisor and other technical advisors as needed
  • Perform other duties as assigned. The duties and responsibilities listed above are representative of the nature and level of work assigned and are not necessarily all inclusive.

Required

  • Bachelor’s degree in medicine, Public Health or related field
  • At least 3 years working experience in a developing country and prior experience in humanitarian response
  • At least 2 years of technical experience in international guidelines for health and RH in both emergencies and Development
  • Demonstrated creativity, ability to apply innovative thinking and problem-solving skills
  • A good command of spoken and written English
  • Demonstrate ability in supervision.
  • Ability to maintain effective working relationships with all levels of staff and relevant stakeholders.
  • Strong computer skills including Word, Excel, PowerPoint and Outlook
  • Comply with all relevant CARE policies and procedures with respect to child protection, workplace environment, employee code of conduct and all other related subjects.
