NPA’s international work covers three core areas: Mine Action and Disarmament, Democratization and Just distribution of power and resources, and Humanitarian Action and crisis response.

NPA is seeking a Security and Safety Officer for its program in Yemen.

Job purpose.

The Security and Safety Officer (SSO) plays a vital role in NPA Yemen's Safety & Security Management and stakeholder coordination efforts. Based in Aden, the SSO actively engages with various coordination bodies in Yemen. NPA is seeking an individual who has a comprehensive understanding of the geopolitical landscape in Yemen, is familiar with the government structure, and can effectively cooperate with national and international personnel. Proficiency in written and spoken English and Arabic for official communications, and the ability to mediate and negotiate between parties, including interpretation, is essential. Familiarity with commonly used computer software such as Outlook, Word, and Excel are expected. The desired candidate for this role must have a structured approach towards multitasking in a dynamic role, possess excellent communication and coordination skills, can resolve conflicts, and demonstrates knowledge of information management. Strong interpersonal and written communication skills, effective leadership qualities, and a proactive and responsible work approach are highly valued attributes. The candidate should also embody NPA's core values, exhibit communication maturity, responsibility, problem-solving orientation, and discipline.

Responsibilities:

  • Report to and perform tasks as requested by the Country Senior Management Team (SMT).
  • Monitor media, NGO/INSO security forums, and resources dedicated to security matters, and review daily news updates focused on significant humanitarian and security changes.
  • Monitor Country staff movements.
  • Monitor and manage all security guard services in NPA premises and field offices in Yemen.
  • Support the CD and SMT in responding to security-related threats and emergencies affecting the Yemen Program.
  • Engage with local stakeholders, such as government officials, INGOs, UN, partners, and communities.
  • Establish a coordinated security threat and risk assessment mechanism for all field operations and staff on the ground.
  • Establish and maintain process mapping for security procedures and stakeholder mapping for political, security, and tribal purposes where applicable.
  • Ensure readiness and proper equipment for security plans, such as relocation, hibernation, and evacuation.
  • Ensure compliance with NPA standard operating procedures for safety and security procedures. 
  • Review and update security assessments for NPA offices and operations in coordination with the SMT.
  • Undertake regular and ad hoc safety assessments for existing and potential areas of intervention.
  • Obtain all licenses and permissions required for NPA Yemen's activities, including vehicle movement permissions and manage the renewal process for all NPA Yemen staff.
  • Identify safety learning and development needs of staff and deliver training if needed.
  • Assist and support NPA expatriates even after working hours.
  • Update and maintain a welcome pack containing relevant safety/health information. Provide appropriate briefing to staff and visitors.
  • Travel as required outside of the work base office.
  • Conduct interpretation and translation duties for international staff when required.

Required

Must have:

  • Minimum of 2 over years' relevant experience as a liaison or similar duties in Yemen 
  • Practical experience of security field assessment, planning and implementation of procedures in the context of UN or NGO humanitarian operations, 
  • Proven influencing and negotiating skills with internal and external audiences including stressful circumstances. 
  • Ability to advise and support field staff in a consultative manner.
  • Excellent communication and interpersonal skills, together with the capacity to remain calm under pressure and not lose sight of strategic priorities. 
  • Sensitivity to cultural differences and the ability to work in a wide variety of cultural contexts.
  • Willingness to travel at short notice and often in difficult circumstances.

Desirable:

  • Experience in the mine action sector.

Education

  • Diploma or degree in a related field.
  • Excellent Arabic and English language skills, both written and verbal
  • Good understanding of ICT systems and experience with MS Office applications, including Excel.
  • Yemen Driving Licence and ability to drive a manual geared vehicle.
