OBJECTIVES OF THE PROGRAMME
To provide leadership to the humanitarian health response in order to prevent and reduce emergency and protracted crisis-related morbidity and mortality; ensure gaps are filled through effective coordination; support efficient mobilization of resources; and facilitate emergency/resilience programmes, in harmony with the United Nations country teams
DESCRIPTION OF DUTIES
1. Undertake close follow up with the Ministry of Health and other partners on the proper and timely implementation of the program activities.
2. Maintain regular contact with all stakeholders in the health cluster and existing coordination mechanisms, including governmental agencies, NGOs, Community-based Organization (CBOs) and international agencies.
3. Maintain records of requests, correspondences, and activities taking place in the targeted areas and submit regular reports. Conduct situational analysis and make recommendations on actions to be taken.
4. Support in collecting information from all partners to develop a regularly updated 4W (Who/Where/What/When) to ensure appropriate response monitoring. Share relevant information with stakeholders as appropriate.
5. Work with Information Management Officers to prepare various maps, tools, and dashboards – often with short turnaround time – to visualize and analyze cluster response, health needs, and gaps.
6. Support the disease surveillance team in outbreak investigation and response activities in the designated area.
7. Compile national and sub-national level preparedness needs as well as facilitate distribution of supplies from WHO and partners in response to specific scenarios.
8. Undertake basic health needs assessments and support HeRAMS assessment to identify gaps and needs in target areas.
9. Provide technical input in the development of situation reports (sit-reps), humanitarian response plan, FLASH Appeals, CERF, HF or similar proposals.
10. Support in promoting adherence to quality standards and best practices by all health cluster partners taking into account the need for local adaptation.
11. The incumbent will perform other duties as assigned by the supervisors.
REQUIRED QUALIFICATIONS
Education
- Essential: A university degree in medicine or public health.
- Desirable: A study in health system would be an asset or an advanced degree in public health.
Experience
- Essential: At least 1 year of experience at the national level in health systems coordination.
- Desirable: Experience working in the UN system.
Skills
1. Good knowledge of health cluster, health system and policy process.
2. Knowledge of WHO mandate and goals and procedures and policies.
3. Ability to summarize and prepare clear and precise papers and documents.
4. Ability to work independently and under pressure.
5. Excellent ability to work and deliver quality results in pressing and conflicting priorities.

REMUNERATION
Remuneration comprises an annual base salary starting at USD 33,000 (subject to mandatory deductions for pension contributions and health insurance, as applicable) and 30 days of annual leave.
