  • Position Title: Field HR and Admin Assistant G1
  • Duty Station: Taiz, Yemen
  • Project Coverage: Partnership Sector-funded projects, with primary focus on livelihoods and economic recovery projects in Taiz and other locations as assigned.
  • Contract Type: Fixed-Term (Full-Time)
  • Contract Duration: One year, with the possibility of extension for up to four years based on performance, project need, and funding availability
  • Reporting to: Technical Manager – Field Implementation Lead, with technical guidance from HR/Admin
  • Working Relationships: Works closely with the Technical Manager, project teams, MEAL, Finance, Logistics and Procurement, HR/Admin, field teams, community mobilizers, Enterprise Development Assistant, service providers, trainers, consultants, local authorities, training institutions, private sector actors, communities, and relevant internal departments.

Project Background and Job Purpose

The Field HR and Admin Assistant G1 will support the day-to-day human resources and administrative functions of projects funded and managed under Altwasul’s Partnership and International Cooperation Sector.
The role is responsible for supporting attendance tracking, leave records, timesheets, personnel files, recruitment logistics, onboarding arrangements, office administration, meeting support, travel coordination, field mission documentation, administrative filing, internal communication, and support to field activity administration.
The position will provide cross-cutting HR and administrative support to ensure that field activities are implemented smoothly, properly documented, and aligned with Altwasul’s internal procedures, donor requirements, and field operational needs.
The Field HR and Admin Assistant G1 will support field activities administratively, including trainings, workshops, TVET sessions, trade fairs, B2B events, VSLA sessions, community meetings, monitoring visits, field missions, and coordination meetings.
However, the Field HR and Admin Assistant G1 is not responsible for technical implementation, beneficiary selection, procurement decisions, financial processing, MEAL verification, community mobilization, or formal donor communication, which remain shared with the Technical Manager, technical officers, MEAL/reporting, Finance, Logistics and Procurement, Partnership Sector leadership, and relevant support teams.

Key Responsibilities

1. Field HR Support
1.    Support day-to-day HR administration for project staff working under the Partnership Sector portfolio in Taiz.
2.    Maintain updated attendance records, leave records, timesheets, staff contact lists, and related HR tracking documents.
3.    Follow up with staff and line managers to ensure timesheets, attendance sheets, and leave forms are submitted on time and properly approved.
4.    Support the preparation, updating, and filing of personnel files in line with Altwasul’s HR procedures.
5.    Assist with recruitment logistics, including arranging interviews, contacting shortlisted candidates, preparing interview files, supporting documentation, and coordinating interview schedules.
6.    Support onboarding arrangements for new staff, consultants, trainers, and temporary workers, including document collection, induction schedules, and administrative forms.
7.    Support follow-up on staff contract documentation, emergency contact information, staff information updates, and HR-related administrative records.
8.    Maintain confidentiality of staff records, recruitment documents, personnel files, timesheets, leave records, and other sensitive HR information.

2. Office Administration and Daily Operational Support
1.    Provide day-to-day administrative support to the Taiz field team to ensure smooth office and field operations.
2.    Maintain organized hard copy and electronic filing systems for HR, administration, correspondence, meeting records, and field activity support documents.
3.    Prepare and update administrative trackers, staff movement plans, contact lists, meeting schedules, correspondence logs, and office records as requested.
4.    Support preparation of official letters, internal memos, administrative forms, meeting invitations, and routine office communication.
5.    Support the organization of staff meetings, coordination meetings, planning sessions, and internal briefings.
6.    Prepare attendance sheets, meeting materials, minutes, action-point trackers, and follow-up lists when required.
7.    Coordinate requests for stationery, administrative supplies, forms, and office materials with Logistics and Procurement without leading procurement processes.
8.    Support visitor reception, appointment coordination, and field office administrative arrangements in a professional and organized manner.

3. Administrative Support to Field Activities
1.    Provide administrative support for trainings, workshops, TVET sessions, trade fairs, B2B events, VSLA sessions, community meetings, monitoring visits, field missions, and other approved project activities.
2.    Prepare administrative documents for activities, including attendance templates, invitation lists, participant sign-in sheets, agenda formats, venue checklists, field mission forms, and supporting documentation folders.
3.    Coordinate with technical officers to confirm activity schedules, participant lists, trainer or consultant attendance, required forms, and administrative arrangements.
4.    Coordinate with Logistics and Procurement on venues, materials, transportation, refreshments, and other logistics requirements without directly leading procurement, supplier selection, or contracting.
5.    Coordinate with MEAL staff to ensure attendance sheets, participant forms, and activity records are completed and handed over for data entry, verification, and reporting purposes.
6.    Support filing of activity documentation, including attendance sheets, meeting minutes, field visit records, approved photos where permitted, distribution records where applicable, and other supporting documents.
7.    Assist in preparing field mission schedules, travel requests, staff movement forms, and related administrative documentation.
8.    Support communication with staff, trainers, consultants, participants, and visitors on administrative arrangements, timing, venue information, and required documents.

4. Travel, Movement, and Field Mission Coordination
1.    Support travel and movement arrangements for staff, consultants, trainers, visitors, and field teams in coordination with the Technical Manager and Logistics and Procurement.
2.    Prepare and follow up on travel request forms, movement plans, accommodation requests, field mission schedules, and administrative approvals.
3.    Maintain updated records of field missions, travel documentation, movement approvals, and related administrative files.
4.    Support administrative arrangements for field visits, monitoring missions, donor visits, partner visits, internal supervision visits, and coordination meetings.
5.    Follow up with field staff to ensure mission-related documentation is completed and submitted after activities or visits.
6.    Report any movement-related administrative gaps, missing approvals, documentation delays, or coordination issues to the line manager.

5. Filing, Documentation, and Compliance Support
1.    Maintain clear and complete administrative files for field activities, meetings, workshops, trainings, staff records, and office administration.
2.    Ensure administrative documents are dated, signed, approved, complete, and filed according to Altwasul’s procedures and donor documentation requirements.
3.    Support internal audits, donor verification visits, compliance reviews, and management checks by retrieving and organizing relevant HR and administrative documents.
4.    Identify missing documents, incomplete forms, filing gaps, unsigned records, or documentation inconsistencies and report them to the line manager for corrective action.
5.    Ensure administrative documents are scanned, labeled, archived, and stored in a way that allows easy retrieval.
6.    Ensure that filing and documentation practices respect confidentiality, data protection, safeguarding, and internal control requirements.

6. Communication and Team Support
1.    Support timely communication between field team members, support departments, consultants, trainers, service providers, and relevant stakeholders.
2.    Assist in preparing administrative updates, meeting summaries, follow-up lists, and action-point trackers.
3.    Support translation, formatting, printing, scanning, and circulation of administrative documents when required and within capacity.
4.    Promote a respectful, professional, and service-oriented working environment within the field office.
5.    Support teamwork, timely communication, clear role division, and smooth coordination between project and support teams.
6.    Escalate administrative delays, staff documentation gaps, field coordination challenges, or confidentiality concerns to the line manager.
7.    Follow Altwasul’s code of conduct, safeguarding standards, confidentiality requirements, and administrative procedures at all times.
8.    Perform other relevant HR and administrative duties assigned by the line manager, provided they remain within the scope of the position.

Technical/Operational Validation and Quality Checks

1.    The Field HR and Admin Assistant G1 supports HR and administrative processes but does not lead technical implementation, approve activity plans, select beneficiaries, or make final project decisions.
2.    Training content, business coaching content, TVET plans, employment linkage approaches, B2B activities, VSLA/e-VSLA guidance, and market linkage decisions must be validated by the relevant technical officer or Technical Manager.
3.    Participant data, attendance verification, beneficiary records, and means of verification must be coordinated with the MEAL team. The Field HR and Admin Assistant G1 supports document collection and filing but does not lead MEAL verification or indicator reporting.
4.    Payments, advances, settlements, stipends, reimbursements, payroll processing, and financial approvals remain the responsibility of Finance. The Field HR and Admin Assistant G1 may support document collection but does not process or approve payments.
5.    Procurement, supplier selection, venue contracting, transport arrangements, asset management, and delivery tracking remain the responsibility of Logistics and Procurement. The Field HR and Admin Assistant G1 may support administrative coordination and documentation only.
6.    Community outreach, participant mobilization, beneficiary communication, and field-level community follow-up remain the responsibility of Community Mobilizers and technical staff. The Field HR and Admin Assistant G1 does not lead mobilization or selection processes.
7.    Personnel files, recruitment records, attendance, leave forms, timesheets, and staff-related information must be handled confidentially and shared only with authorized staff.
8.    Before filing or submission, administrative documents should be checked for completeness, signatures, dates, locations, activity titles, and required approvals.
9.    Any missing documents, incomplete forms, confidentiality concern, safeguarding concern, staff-related issue, or administrative risk must be reported immediately to the line manager or relevant responsible staff.

Shared Accountability

The Field HR and Admin Assistant G1 contributes to project implementation, field coordination, staff support, activity delivery, compliance processes, documentation, audit readiness, and internal communication by providing HR and administrative support, organized filing, activity documentation, travel coordination, meeting support, and timely follow-up.
Formal accountability for technical design, beneficiary selection, financial approval, procurement processes, MEAL reporting, donor communication, contractual compliance, HR decisions, and organizational representation remains with the relevant departments and senior management.

Required Qualifications and Skills

1.    Diploma or university degree in business administration, human resources, public administration, management, social sciences, or a related field.
2.    Minimum 2 years of relevant experience in HR support, administration, office management, field operations, or project administrative support.
3.    Previous experience with NGOs, donor-funded projects, field-based activities, or development programming is preferred.
4.    Good understanding of attendance tracking, leave records, timesheets, personnel files, recruitment logistics, onboarding arrangements, and administrative filing.
5.    Experience supporting trainings, workshops, field visits, meetings, travel arrangements, office administration, and activity documentation.
6.    Ability to prepare and maintain attendance sheets, meeting records, staff trackers, administrative files, contact lists, movement forms, and follow-up trackers.
7.    Good coordination experience with field teams, support departments, consultants, trainers, service providers, and participants.
8.    Strong organizational, communication, documentation, and problem-solving skills.
9.    Good computer skills, especially Microsoft Word, Excel, email, scanning, printing, and basic filing systems.
10.    Excellent Arabic communication skills.
11.    Basic English is an advantage.
12.    Experience with EU, SDC, UN, INGO, or consortium-funded projects is an asset.
