About the Project

The project aims to provide integrated humanitarian assistance including Multi-Purpose Cash Assistance (MPCA), Emergency Shelter support, and selected WASH interventions to vulnerable internally displaced persons (IDPs) in Mawza District, Taiz Governorate.

The intervention focuses on protection-sensitive targeting, community engagement, and evidence-based implementation aligned with cluster standards and donor requirements.


Role Purpose

The Field Monitor supports the implementation of monitoring, evaluation, accountability, and learning (MEAL) activities at the field level by conducting monitoring visits, verification exercises, and data collection activities across MPCA, Shelter, and WASH components.

Working under the technical supervision of the MEAL Assistant, the Field Monitor ensures accurate and timely field data collection, supports accountability mechanisms, and contributes to quality assurance of project implementation in line with humanitarian principles and donor requirements.


Key Responsibilities

1. Monitoring & Data Collection

  • Conduct regular field monitoring visits to project sites to assess implementation progress across all sectors.

  • Support data collection activities including surveys, household visits, focus group discussions, and observations.

  • Assist in Post-Distribution Monitoring (PDM) and beneficiary verification exercises.

  • Ensure accurate and timely data collection using approved tools and methodologies.

2. Verification & Field Checks

  • Conduct spot checks and verification visits to confirm beneficiary eligibility and assistance delivery.

  • Support validation of beneficiary lists in coordination with the MEAL Assistant.

  • Identify and report discrepancies or irregularities in implementation or targeting.

3. Data Management & Quality Assurance

  • Manage the project's data using KoBo Toolbox and other databases, ensuring data is cleaned, stored securely, and backed up regularly.

  • Perform regular data quality checks to ensure completeness, accuracy, and consistency of all collected data.

  • Maintain the beneficiary database and ensure it is updated with verified information from registration and verification exercises.

  • Ensure proper coding, archiving, and confidentiality of all MEAL data (both soft and hard copies).

  • Support the tracking of project indicators against targets and alert the Project Manager to any significant deviations.

4. Accountability & Community Feedback

  • Collect feedback and complaints from beneficiaries using approved tools and channels.

  • Support awareness of Feedback and Complaints Mechanism (FCM) at the community level.

  • Ensure feedback is documented and shared with the MEAL Assistant in a timely manner.

  • Promote accountability to affected populations (AAP) and respectful engagement with communities.

5. Quality Assurance Support

  • Observe field activities and report on compliance with project standards and humanitarian principles.

  • Support identification of implementation gaps, risks, or protection concerns.

  • Provide field-level observations and recommendations to improve project quality.

6. Reporting & Documentation

  • Submit regular monitoring reports including findings, observations, and recommendations.

  • Maintain accurate records of data collection, monitoring visits, and verification activities.

  • Support proper documentation and archiving of MEAL-related data.

The duties and responsibilities outlined above are not exhaustive. The Field Monitor may be required to undertake additional tasks as reasonably assigned to support the successful implementation of the project.


Safeguarding and Code of Conduct

  • MAAKUM has zero tolerance for sexual exploitation and abuse. All staff are required to adhere to the organization’s Code of Conduct and safeguarding policies, including Protection from Sexual Exploitation and Abuse (PSEA).

  • Employment is subject to satisfactory references and background checks.


Required Qualifications & Experience

Education

Bachelor's degree in Statistics, Social Sciences, Development Studies, Information Management, or a related field. A diploma with extensive relevant experience may be considered.

Experience

  • Minimum 2 years of experience in monitoring, data collection, or field-based roles in humanitarian or development projects.

  • Experience in data collection, surveys, or beneficiary verification.

  • Experience working with IDP or vulnerable communities is an advantage.

  • Familiarity with Mawza District is highly desirable.

  • Basic understanding of AAP, protection, and PSEA principles.


Required Skills & Competencies

Technical Skills

  • Familiarity with mobile data collection tools (KoBo Toolbox or similar).

  • Basic skills in data collection and documentation.

  • Ability to follow structured data collection methodologies.

  • Basic proficiency in MS Office (Word, Excel).

  • Arabic: Fluent (required)

Working Environment & Travel

  • The position is based in Mawza District with extensive travel to targeted communities and IDP sites.

  • The role requires regular field presence for monitoring visits, PDM, and data collection activities.

  • Ability to work in remote and challenging environments is required.
