Job Summary
The Field Project Officer is responsible for supporting the day-to-day field coordination, operational follow-up, and monitoring of project activities across Health, Nutrition, Food Security, and WASH interventions in the assigned areas of Maqbanah District, Taiz Governorate.
The position supports the effective implementation of field activities in line with approved work plans, project requirements, organizational procedures, and applicable sector standards. Key responsibilities include supporting site-level assessments, beneficiary and community mobilization, field arrangements for distributions and service delivery, monitoring implementation progress, maintaining accurate field records, and promptly reporting operational, access, and implementation challenges.
The Field Project Officer will facilitate coordination with local authorities, community representatives, supported facilities, partners, and other relevant stakeholders, while working closely with the respective sector officers and technical specialists. The role provides field-level operational support and monitoring without duplicating sector-specific technical supervision or project management responsibilities.
Key Responsibilities
1. Field Implementation and Operational Follow-up
- Support the implementation of project activities in the field in accordance with approved work plans, schedules, project requirements, and agreed procedures.
- Conduct and support site-level assessments, field visits, and activity preparations as required.
- Facilitate field arrangements for distributions, service delivery, community activities, and other project interventions.
- Support beneficiary verification and community mobilization in coordination with relevant project and sector teams.
- Monitor the progress of activities at field level and report any delays, gaps, access constraints, or operational challenges promptly.
- Follow up on agreed actions with field teams and relevant stakeholders to support timely implementation.
- Coordinate closely with sector officers and technical specialists to ensure that activities are implemented according to applicable technical and sector standards.
- Support the identification of operational needs and communicate them to the Project Manager and relevant technical teams.
- Ensure that field activities are implemented in accordance with organizational policies, project procedures, and relevant donor requirements.
- Provide operational and field-level coordination support without replacing the technical authority of sector officers or specialists.
- Escalate technical, protection, safeguarding, financial, security and programme-quality issues to the appropriate focal point rather than making decisions outside the position’s delegated authority.
- Maintain an action-tracking mechanism for field-level commitments and follow up with responsible teams until closure.
- Coordinate with MEAL to facilitate monitoring visits and ensure timely availability of field documentation and evidence.
- Coordinate with Logistics and Security focal points on field movements, access constraints and operational safety requirements.
2. Coordination and Stakeholder Engagement
- Facilitate communication and coordination between field teams, the Project Manager, sector officers, technical specialists, and other relevant project staff.
- Maintain effective working relationships with local authorities, community representatives, supported facilities, partners, and other stakeholders.
- Support coordination with community leaders and representatives to facilitate access and smooth implementation of project activities.
- Participate in relevant coordination meetings and field-level discussions as assigned.
- Support community participation and mobilization throughout project activities.
- Receive and communicate community concerns, feedback, and operational issues to the appropriate project or technical focal points.
- Support coordination with stakeholders to address field-level implementation and access challenges.
3. Monitoring, Documentation, and Reporting
- Monitor field activities against approved plans, schedules, targets, and agreed procedures.
- Conduct regular field visits to follow up on activity implementation and document progress.
- Collect, verify, and maintain accurate field information and supporting documentation.
- Prepare concise field updates and reports covering completed activities, progress, challenges, and follow-up actions.
- Immediately report significant operational, access, safeguarding, or implementation concerns to the appropriate supervisor.
- Maintain organized records of field visits, distributions, meetings, beneficiary-related activities, and other project interventions.
- Support the collection of information required for project monitoring, reporting, and documentation.
- Document relevant lessons learned and implementation observations for use by the project team.
4. Community Mobilization and Accountability
- Support community mobilization and awareness activities in coordination with relevant sector and project teams.
- Ensure that community members receive appropriate information regarding project activities, eligibility, schedules, and available services.
- Facilitate the communication of community feedback and concerns through established feedback and complaints mechanisms.
- Promote respectful, inclusive, and non-discriminatory engagement with beneficiaries and community members.
- Support the project team in identifying and reporting issues that may affect equitable access to project assistance or services.
5. Logistics and Field Support
- Coordinate with relevant staff to ensure that transportation, materials, equipment, venues, and other field requirements are arranged in a timely manner.
- Support the preparation and logistical arrangements for field activities and distributions.
- Follow up on the availability and appropriate use of project materials and equipment at field level.
- Report operational or logistical gaps that may affect activity implementation.
- Ensure that field activities are conducted in accordance with applicable safety and security procedures.
- Support the team in maintaining proper documentation related to field operations and resources.
6. Coordination with Technical Teams
- Work closely with Health, Nutrition, Food Security, and WASH sector officers and technical specialists during field implementation.
- Facilitate access and operational arrangements required for technical teams to conduct their activities.
- Report field observations and implementation challenges to the relevant technical focal points.
- Follow up on technical teams' field-level action points as requested.
- Avoid duplicating technical supervision, technical decision-making, or specialized professional responsibilities assigned to sector specialists.
Qualifications and Experience
- Bachelor’s degree or diploma in a relevant field such as social sciences, development studies, humanitarian studies, project management, community development, or a related discipline.
- Minimum of 2 years of relevant experience in field-based project implementation, coordination, monitoring, community mobilization, or humanitarian/development programmes.
- Previous experience working in Health, Nutrition, Food Security, WASH, or multi-sector humanitarian interventions is an advantage.
- Experience working with communities, local authorities, supported facilities, partners, or other stakeholders.
- Experience conducting field visits, supporting distributions or service delivery, collecting field information, and preparing activity documentation.
- Ability to work effectively in remote and challenging field environments.
- Good organizational and time-management skills, with the ability to prioritize field tasks and meet deadlines.
- Good communication and interpersonal skills and the ability to work effectively with diverse communities and teams.
- Ability to identify and report operational challenges and follow up on agreed actions.
- Good knowledge of Microsoft Office applications, particularly Word and Excel.
- Arabic is essential. Good working knowledge of English is an advantage but is not a mandatory requirement.
