Organizational Context
The Yemen Red Crescent Society (YRCS) is a humanitarian organization established by Republican Decree No. (15) of 1970. The northern and southern branches of the YRCS were unified in 1993 into a single national society. It was recognized by the International Committee of the Red Cross (ICRC) in 1982 and joined the International Red Cross and Red Crescent Movement the same year.
YRCS operates across all governorates of Yemen and enjoys unique and widespread community acceptance for delivering humanitarian services to the most vulnerable. Its humanitarian approach aims to build community resilience during and after disasters. With support from international partners and local communities, YRCS has strengthened its core functions and operational capacity to improve efficiency and deliver effective humanitarian and relief operations throughout Yemen.
Role Summary
Shelter Monitor supports implementation, coordination, and quality assurance of shelter and non food item (NFI) interventions in Al Zuhrah district, Al Hodeidah Governorate. The role conducts needs and vulnerability assessments (including child protection and HLP screening), verifies beneficiary selection and material use, leads post distribution monitoring (PDM) and community feedback collection, and provides timely, evidence based information to guide adaptive program management. The Shelter Monitor ensures inclusive participation of women, minority and other vulnerable groups in representation structures, promotes protection sensitive shelter/NFI delivery, and identifies gaps to maintain smooth project operations.
Duties and Responsibilities:
Needs Assessment and Planning Support
- Design and carry out household and community assessments using standardized tools; document damage, displacement status, household composition, vulnerabilities (including children at risk), and HLP indicators.
- Produce area specific needs maps and lists of priority sites; identify service gaps, duplications, and market constraints to inform program planning.
- Support development and revision of shelter and NFI plans, BoQs, DRWs, and distribution schedules; provide technical input to ensure interventions are feasible and context appropriate.
Implementation Oversight and Day to Day Operations
- Monitor day to day shelter and NFI activities on site; supervise contractor and vendor performance, verify work progress against schedules, and ensure adherence to SOPs.
- Check that materials and workmanship meet BoQs/DRWs/specifications; measure and document quantities, take photos where appropriate, and issue corrective actions for non conforming work.
- Confirm receipt, storage, and issuance of NFIs and shelter materials; reconcile physical stock with distribution records and report discrepancies immediately.
Beneficiary Targeting and Protection Sensitive Delivery
- Apply selection criteria to identify vulnerable families eligible for assistance (including child headed households, elderly, persons with disabilities, and minority groups); document rationale and supporting evidence.
- Ensure distributions and site activities minimize protection risks (privacy, safety, GBV exposure); recommend measures such as separate queuing, female staff presence, and safe delivery points.
- Facilitate participation of women, minority and vulnerable groups in community representation structures and beneficiary committees; monitor that representation is meaningful and documented.
Data Collection, Verification and Information Management
- Ensure accurate and timely input of assessment, distribution, and monitoring data into shelter databases and tools; maintain metadata (date, location, enumerator).
- Follow up on lists and information provided by local authorities or partners; conduct spot checks and home visits to validate records and reduce discrepancies.
- Work with MEAL to plan and execute spot checks, data audits, and corrective actions to reduce entry errors and improve dataset reliability.
Post Distribution Monitoring and Delivery Quality Assessment
- In coordination with Shelter Assistant and MEAL, design and implement PDM after distributions: household interviews, FGDs, distribution observations, and market checks.
- Monitor waiting times, beneficiary verification, distribution organization, cash utilization (if applicable), market impacts, and gender dynamics; document findings and recommend operational adjustments.
- Register, categorize, and track complaints and feedback through the CFM; ensure high risk and PSEA cases are escalated immediately and followed up.
Community Liaison and Coordination
- Keep regular contact (physical visits or phone calls) with community focal points, IDP/returnee groups, and host community leaders to collect area specific updates and maintain access.
- Liaise with local authorities, NGOs, and other stakeholders; attend field level meetings and represent shelter/NFI activities; facilitate community information sessions and awareness campaigns.
- Support mobile missions to remote sites, facilitate introductions, and ensure safe and accepted entry for program teams.
Reporting, Learning and Emergency Response
- Provide daily counts of assessments and cases, draft weekly situation updates and PDM summaries, and contribute to monthly technical briefs with evidence and recommendations.
- Capture best practices, implementation challenges, and lessons learned; feed into post distribution reviews and program adjustments.
- Participate in rapid shelter needs assessments during floods or other emergencies, draft flash reports, and support contingency measures and rapid rehabilitation activities.
Compliance and Record Management
- Ensure implementation follows YRCS policies, project SOPs, safeguarding, and data protection guidelines.
- Maintain organized site files, beneficiary records, consent forms, BoQs, and photographic evidence; ensure secure storage and easy retrieval for audits.
Qualifications and Experience:
- Diploma or degree in Civil Engineering, Construction Technology, Architecture, Building Trades, Humanitarian Shelter Management, or related technical/social field.
- Minimum 2 years of practical experience in shelter/NFI programs, construction supervision, or field monitoring; prior humanitarian experience in Yemen or similar contexts preferred.
- Familiarity with shelter technical standards, BoQ/DRW interpretation, NFI kits, and basic structural assessment techniques.
- Demonstrated experience conducting vulnerability assessments, cash eligibility screenings, PDMs, and working with CFMs.
- Practical experience identifying HLP issues and conducting child sensitive assessments; ability to document HLP cases for legal referral.
- Proficiency with mobile data collection platforms (Kobo, Google/MS Forms, ….), and basic Excel for reporting.
- Fluency in Arabic and working knowledge of English; ability to communicate effectively with local communities.
- Willingness to travel frequently within Al Zuhrah district and surrounding areas; ability to work flexible hours during distributions.
- Training in first aid, construction safety, PSEA, safeguarding, and data protection is desirable.

- Honest, reliable, and committed to transparent processes, safeguarding, and YRCS policies.
- Able to work under pressure, adapt to changing field conditions, and maintain composure in emergencies.
- Skilled at facilitating inclusive participation, ensuring minority and vulnerable groups are represented and heard.
