PU-AMI: Mission, Reach, and Operations

Première Urgence - Aide Médicale Internationale (PU-AMI) is an international, non-profit, non-political, and non-religious humanitarian organization which aims to provide a rapid global response to the basic needs of populations affected by humanitarian crises to help them regain independence and dignity. PU-AMI provides assistance to more than 6 million people throughout 24 countries, with more than 2,500 staff worldwide. PU-AMI adopts an integrated approach to identify and understand the full array of the needs of the people affected by crises. This innovative approach is at the core of every PU-AMI-supported project to better target and prioritize actions, stabilize and improve the situation of the most vulnerable groups. It allows the teams to take all aspects of a problem into account, to come up with an efficient combination of solutions, which will have a powerful and long-lasting impact on the affected populations. In this respect, the organization runs worldwide around 190 projects a year, most of which are focused on Health, Nutrition, Food Security, Water, Sanitation and Hygiene, Psychosocial Support, Education and Protection activities. PU-AMI is participating actively in clusters and sub-clusters (health; nutrition; food security and livelihoods; WaSH) and works closely with relevant government departments.

Scope of Work and Core Responsibilities

Introduction

Within the Health Facility (HF), the Psychosocial Support (PSS) Corner is a key component of PU-AMI’s integrated health approach, providing psychosocial and emotional support to beneficiaries accessing health services.
The PSS Corner creates a safe and welcoming space where beneficiaries can rest, engage in psychosocial activities, and strengthen positive coping mechanisms. Activities include individual consultations, awareness-raising, psychoeducation sessions, and stress management interventions aimed at promoting overall psychosocial well-being.
Under the guidance of the Senior PSS Officer at the base level, the Psychosocial Consultant will plan, facilitate, and implement psychosocial support activities, ensuring quality, confidentiality, and culturally sensitive care for all beneficiaries.

Overall Objective

Under the technical supervision of the Senior PSS Officer and the direct management of the Health/Nutrition Project Manager, the field psychologist consultant supports the delivery of quality MHPSS services across Hays, Mawza and Mokha districts by providing technical support to MOH PSS Nurses, ensuring the proper use of MHPSS tools and the quality of collected data. The role includes conducting individual psychological assessments and counselling sessions for patients with severe mental health conditions, ensuring appropriate follow-up and referral to specialized care when needed. The Psychologist monitors service quality, provides technical guidance to PSS nurses, collaborates with health/nutrition staff in order to integrate PSS activities within the HF, and ensures continuity of MHPSS activities by covering service gaps during the absence of PSS Nurses in supported health facilities. The psychologist reports on activities on a regular basis to the Senior PSS Officer.

Tasks and Responsibilities

1.    Provide targeted/focused psychological consultations to more severe case : Conduct psychological assessments, individual MHPSS sessions, and follow-up consultations for patients presenting with severe psychological distress or mental health disorders.Develop individualized care plans and ensure timely referral of patients requiring specialized mental health services, while monitoring adherence to treatment and follow-up.
2.    Provide regular technical support, coaching, and on-the-job mentoring to MOH PSS Nurses to strengthen the quality of psychosocial support services delivered in supported health facilities.
3.    Train and provide technical support to community workers and health staff on basic psychosocial support and the delivery of integrated, psychologically sensitive care.
4.    Monitor the proper implementation and use of MHPSS tools, guidelines, and protocols, ensuring compliance with program standards and best practices.
5.    Review and verify MHPSS data collection tools and records to ensure the accuracy, completeness, confidentiality, and quality of data reported.
6.    Collaborate closely with health, nutrition, and community teams to promote the integration of MHPSS services within health and nutrition programs and ensure a holistic approach to patient care.
7.    Identify and discuss complex cases with the Senior PSS Officer , providing recommendations for case management and contributing to multidisciplinary case discussions when required.
8.    Ensure continuity of MHPSS service delivery by temporarily covering the responsibilities of MOH PSS Nurses during periods of absence, including direct service provision and patient follow-up.
9.    Prepare and submit regular activity reports, case summaries, and technical updates to the Senior PSS Officer , highlighting achievements, challenges, service gaps, and recommendations for improvement.
10.    Provide input to the Senior PSS Officer on regular basis.

Specific Goals and Related Activities

1.    Provision of psychosocial support within the PSS Corner 

  • Systematically offer individual consultation with new beneficiaries - and with the beneficiary’s consent, in order to make an initial contact and identify the main demands and needs
  • When relevant, conduct psychosocial assessments to beneficiaries in need of more focused psychological attention, focusing on patient’s history, psychosocial difficulties and social environment
  • Provide one to one psychological sessions upon request and for most urgent/complex/acute cases, with a focus on depression, Posttraumatic stress, and anxiety-related disorders; 
  • Develop an individual counseling  plan based on the psychosocial evaluation and with the active participation and engagement of the beneficiary. Make needed adjustments according to the impact and feedback of the beneficiary
  • Provide individual follow-up sessions using low-intensity and brief interventions, according to the treatment plan and strictly following PUI and international recommendations, guidelines and PUI SOPs
  • Provide support to the MOH PSS nurse when conducting psychoeducation and awareness raising sessions according to the needs and to the field visit plan
  • Assess the impact of the PSS interventions on the beneficiaries on regular basis (using WHO5 Questionnaire )
  • Record the relevant information to patient the file and ensure data protection and confidentiality at all times
  • Support the monitoring of data collection and patient information to patient file and database   
  • Help and facilitate the identification of moderate to severe cases to be referred for targeted and specialized mental health services;  
  • Refer beneficiaries displaying severe symptoms of mental disorder to specialized  services with the validation of Senior PSS Officer  and with the consent of the beneficiary and head of household;
  • Follow-up on the referred cases and liaise with places of referrals;
  • Work in coordination with other organization providing MHPSS services ; 
  • Cover the gap when PSS MOH nurse are absent if requested by the Senior PSS Officer . 

2.    Staff capacity strengthening – with the technical support of the Senior PSS Officer 

  • Actively participate in the training needs assessments designed by the Senior PSS Officer ;  
  • At field level, in coordination with the Senior PSS Officer and according to the training need assessment plan, provide technical guidance to the MOH PSS nurses on the provision of psychosocial support, including group counseling, awareness-raising, individual session. 
  • Train the community workers and relevant health staff (nurses, doctors) in basic psychosocial topics and provide them with support in offering an oriented and sensitive response to the patient's psychological well-being in the frame of the health services (integrated PSS approach)
  • Ensure that PUI relevant MHPSS guidelines, as well as cluster and national guidelines are known and implemented by moh  PSS nurses. When appropriate, participate to trainings/workshops that are provided by other organizations or other Première Urgence Internationale’s projects about MHPSS

3.    Participate in data collection and reporting

  • Monitor accurate record of the beneficiary and activity data using PUI standard tools and according to PUI guidelines; 
  • Participate in project assessments (implementation, data-collection and reporting). 
  • Ensure the quality of MHPSS field database and submit quality monthly reports to the Senior PSS Officer 
  • Contribute to the MHPSS reports and reports to the donors;

Participate in collecting patient data and liaise with Senior PSS Officer for the accurate recording of the activities and according to the internal guidelines

  • Ensure that MBC and PSS Corner services comply with humanitarian standards, IASC recommendations for MHPSS interventions, and respect PU-AMI’s MHPSS Intervention Framework.
  • Promote an environment where beneficiaries feel safe, respected, and supported, and ensure that all staff are aware of and implement protection and ethical standards in their work.
