Job Title: Finance Manager
Position Type: Full- Time (National)
Travel Required: Yes, local and international travel when necessary.
Locations: Yemen Aden with in-country travel to the field.
Reports to: Country Director

Action For Humanity International is a non-government organization dedicated to providing humanitarian aid, advocating for social justice, and promoting sustainable development in Yemen and other areas in need across the globe. Since our inception, we have been addressing some of the most urgent humanitarian crises, while endeavoring to find long-term solutions that enhance the welfare of the communities we serve.

Position Summary:

Under the direct supervision of the Country Director, the Finance Manager is responsible for the overall financial
management of the organization. This includes developing and implementing financial policies and procedures, managing the organization's finances. The Finance Manager must be a highly organized and detail-oriented individual with a strong understanding of financial management and accounting principles. They must also be able to work independently and as part of a team and have excellent communication and interpersonal skills.
This position demands a dynamic individual with a demonstrated ability to achieve results and lead team in a demanding and fast paced environment. A total of 5+ years of progressively responsible experience for an NGO or division of a large corporation is required to assume the role.

Duties and Responsibilities:    

1.    Financial Policies, Controls, and Compliance

  • Develop, review, and implement strong financial policies, procedures, and internal control systems in line with legal requirements, donor regulations, and organizational standards.
  • Ensure full compliance with applicable laws, organizational policies, donor financial guidelines, and audit requirements.
  • Monitor financial risks and support the implementation of corrective actions where needed.
  • Ensure that all financial transactions are properly authorized, documented, recorded, and filed.

2.    Financial Management and Oversight

  • Manage the organization’s financial operations, including budgeting, forecasting, cash flow management, financial planning, and expenditure monitoring.
  • Provide leadership and technical support to finance staff at the country office and field level.
  • Oversee accurate and timely recording of financial transactions and ensure proper documentation of all expenses.
  • Prepare monthly management accounts for individual grants and the overall country program.
  • Ensure proper cost allocation across grants, projects, and departments in line with donor and organizational requirements.

3.    Budgeting and Forecasting

  • Lead the preparation of quarterly, bi-annual, annual, and project-specific budgets in coordination with the Country Director, Heads of Departments, and program teams.
  • Support program teams in developing realistic grant budgets and financial forecasts.
  • Monitor budget utilization and provide regular analysis on spending trends, variances, and financial risks.
  • Advise management on budget adjustments, cost efficiency, and financial sustainability.

4.    Financial Reporting

  • Prepare accurate, timely, and comprehensive financial reports for management, donors, auditors, and other relevant stakeholders.
  • Present financial information clearly, highlighting key trends, risks, gaps, and recommendations for decision-making.
  • Support the Country Director with financial analysis, budget updates, and strategic financial advice.
  • Ensure that donor financial reports are prepared and submitted in line with agreed deadlines and reporting requirements.

5.    Compliance and Operational Oversight

  • Provide financial and compliance oversight across all departments to ensure activities are implemented within approved budgets and policies.
  • Work closely with department heads to improve resource allocation, cost effectiveness, and financial planning.
  • Support audits, financial reviews, compliance checks, and donor verification processes.
  • Ensure that corrective actions from audits and reviews are followed up and implemented.

6.    Procurement, Payroll, and Payments

  • Support procurement processes to ensure transparency, value for money, proper documentation, and compliance with procurement policies.
  • Review financial aspects of procurement documents, contracts, payment requests, and supporting documentation.
  • Oversee payroll and benefits processing to ensure timely, accurate, and compliant payments to staff.
  • Ensure proper management of bank reconciliations, cash flow, advances, clearances, and supplier payments.

7.    Field Operations and Capacity Building

  • Strengthen the financial capacity of country office and field staff through coaching, mentoring, regular guidance, and practical training.
  • Hold regular coordination meetings with field finance and operations staff to support planning, compliance, and information sharing.
  • Work with Field Office Coordinators to harmonize financial systems, tools, and procedures across field locations.
  • Build strong analytical capacity within the finance team to interpret financial data and provide practical recommendations.

8.    Information Management and Accountability

  • Collect, verify, and analyze financial information required for reports, management decisions, communication products, and operational planning.
  • Promote accountability, transparency, and accuracy in financial management and reporting.
  • Ensure that financial records, supporting documents, and audit files are complete, organized, and readily available.

9.    Representation and Coordination

  • Represent the organization in relevant financial, donor, partner, and coordination meetings when required.
  • Clearly communicate the organization’s financial position, compliance standards, and strategic financial priorities.
  • Maintain professional relationships with donors, auditors, banks, government authorities, partners, and other stakeholders.

Job requirements:    

Minimum Education

  • Bachelor’s degree in Finance, Accounting, Business Administration, Commerce, or a related field.
  • Professional certification such as ACCA, CPA, CMA, or equivalent is highly desirable.
  • Master’s degree in Finance, Accounting, Business Administration, or a related field is an advantage.

Minimum Experience

  • Minimum of 5–7 years of progressive experience in finance, accounting, budgeting, and financial management.
  • At least 2–3 years in a senior finance or management role, preferably with an INGO, donor-funded project, or humanitarian/development organization.
  • Strong experience in managing donor budgets, financial reporting, audits, compliance, and internal controls.
  • Experience working with institutional donors, UN agencies, or international donors is highly preferred.

Key Skills and Competencies

  • Strong knowledge of accounting principles, financial controls, budgeting, forecasting, and financial reporting.
  • Excellent understanding of donor compliance, grant management, procurement rules, and audit requirements.
  • Ability to prepare, review, and monitor organizational and project budgets.
  • Strong analytical skills with attention to detail and accuracy.
  • Excellent leadership and team management skills.
  • Ability to work under pressure, meet deadlines, and manage multiple priorities.
  • Strong communication and coordination skills with senior management, program teams, donors, auditors, and partners.
  • High level of integrity, confidentiality, and professional ethics.
  • Proficiency in accounting software and Microsoft Office, especially Excel.
  • Fluency in English and Arabic, both written and spoken, is preferred.
