Job Title: Finance Officer
Reports to: Country Finance Manager
Direct reports: None
Contacts/Key Relationships:

  • Internal: All staff at Concern Yemen.
  • External: Partner organizations, financial institutions, vendors, consultants, Programme participants, and relevant community representatives.

Job Location:  Aden, Yemen.
Contract Details: Fixed Contract till 31st December 2026, with possibility for extension based on fund availability and performance. 
Grade: GB4

Job Purpose:    

The Finance Officer supports partner financial management by conducting financial assessments, monitoring budgets, reviewing reports and supporting documentation, thereby promoting compliance, accountability, and capacity strengthening. The role also contributes to treasury operations, management accounting, and recharge processes, ensuring accuracy, timeliness, and alignment with organisational policies and donor requirements.

Main duties &  Responsibilities:

Partner Financial Management & Support

  • Assist the supervisor in partner financial assessments and identification of risks and capacity gaps. 
  • Support the implementation of capacity building activities to strengthen partners' financial management and compliance practices according to the capacity building plans, as well as other identified risks.
  • Support review of partner’s financial reports (and supporting documentation) and ensure donor compliance, where applicable, give feedback, and prepare variance analysis.
  • Assist in monitoring partner compliance and follow up on identified issues. 
  • Prepare for the disbursement of funds to partners in accordance with the contractual provisions.
  • Ensure assessments are updated as scheduled, and risks are reflected in support to partners.
  • File all necessary documentation.
  • Maintain good relationships and communication with all partners.

Treasury

  • Assist the Finance support officer when required in ensuring bank accounts are maintained as per standard procedures and coordinate with senior bank officials.
  • Assist the Country Finance Manager in ensuring adequate systems are in place for an accurate forecast of cash requirements. S/he will do a final review of the cash request and will forward the same to the Country Finance Manager and Country Director for approval.

Management Accounts 

  • Review and upload all approved bank books and cashbooks into the accounting system monthly, ensuring all codes are correct, descriptions are appropriate, and exchange rates are correct and in line with Concern procedures.
  • Prepare and upload reviewed and approved journals (including FPL) into the system (GP).
  • Distribute monthly draft management accounts by the 10th of the month for all budget holders.
  • Collect any feedback from budget holders on monthly management accounts and make the necessary adjustments in consultation with the Country Finance Manager.
  • support costs allocations following Concern procedures of obtaining allocation percentages, e.g. time sheets, to produce the final management accounts by the 15th of that month.
  • Produce and distribute the final management accounts after necessary feedback.
  • Undertaking periodical joint review of management accounts with budget holders based on agreed-upon arrangements.
  • Ensure new approved codes are updated and maintained in the system GP.
  • Reconcile balance sheet accounts for review by the Country Finance Manager by the 12th of the following month.

Recharges Management

  • Prepare and distribute monthly recharge schedules to relevant countries by the 10th of the following month, ensuring accuracy of sub-codes, descriptions, and amounts. approval and following up on delayed responses from other countries.
  • Coordinate and monitor recharge processes, including obtaining approvals from receiving countries, acting on incoming recharges, and following up on outstanding or delayed responses.

Perform any other reasonable related tasks and duties as required to support organization's overall operations.

Person specification:

Essential: 

  • Bachelor’s degree in finance, accounting, or a related field.
  • Part professional certification.
  • At least three (3) years’ experience in finance in an international NGO in a similar role.
  • Strong computer skills with good MS Office skills 
  • Experience with different audits.
  • Ability to deliver financial training.
  • Ability to prioritize tasks effectively.
  • Strong day‑to‑day decision‑making.
  • Highly organized and able to meet deadlines.
  • Fluent in written and spoken English and Arabic.
  • Demonstrates leadership qualities.
  • Strong problem‑solving skills.
