Consultancy for Gender Analysis Assessment in Targeted Areas – Yemen

1. Background

Diakonie Katastrophenhilfe (DKH) is part of the Evangelisches Werk für Diakonie und Entwicklung e.V. (EWDE), one of the biggest welfare institutions in Germany. The organisation supports people affected by natural disasters, war and displacement in 36 countries across the world. This is delivered through a global network of partner organisations. 
DKH provides technical assistance and comprehensive support to all partner organizations, focusing on capacity-building and reinforcing collaborative relationships. DKH has been supporting partner organisations in the delivery of emergency responses and resilience building initiatives in Yemen since June 2019. It currently operates from its office in Aden.

DKH supported programs in Yemen aimed at improving the resilience, livelihoods, and well-being of conflict-affected communities. Understanding the gender dynamics within targeted areas is critical to ensuring that interventions are equitable, inclusive, and responsive to the different needs, priorities, and challenges faced by women, men, girls, and boys.
To strengthen gender mainstreaming across all project components, DKH seeks to hire a qualified consultant to conduct a comprehensive gender analysis in the targeted project areas. This analysis will help identify gender-based barriers, opportunities, roles, and power relations, and will inform program design, implementation, monitoring, and evaluation.

2. Purpose of the Assignment

The main purpose of the consultancy is to carry out a gender analysis to:

  • Understand gender roles, responsibilities, and decision-making power within households and communities.
  • Identify gender-specific needs, vulnerabilities, and capacities in the targeted areas.
  • Analyze how gender norms and relations influence access to resources, services, and participation in decision-making.
  • Provide practical, evidence-based recommendations to strengthen gender mainstreaming in current and future projects.

3. Scope of Work

The consultant will:

1.    Desk Review: Review existing literature, policies, and previous studies relevant to gender in Yemen and in the targeted areas.
2.    Methodology Development: Propose tools and approaches for qualitative and quantitative data collection that are culturally appropriate and conflict-sensitive.
3.    Field Data Collection: Conduct focus group discussions (FGDs), key informant interviews (KIIs), and surveys with different community groups (men, women, youth, people with disabilities, etc.).
4.    Stakeholder Engagement: Consult with local authorities, community leaders, NGOs, and other relevant actors.
5.    Data Analysis: Identify patterns, gaps, and opportunities for gender-responsive programming.
6.    Reporting: Prepare a comprehensive report including:

  • Gender dynamics and relations in the targeted areas.
  • Key gender gaps and barriers.
  • Opportunities to promote gender equality.
  • Recommendations for integrating gender considerations into program design and delivery.

4. Deliverables

The consultant will deliver:

1.    Inception Report (within 5 days of contract signing) – methodology, tools, and work plan.
2.    Draft Gender Analysis Report – preliminary findings for feedback.
3.    Final Gender Analysis Report – with executive summary, detailed analysis, and recommendations.
4.    Presentation of Findings – to DKH.

5. Duration and Location

  • Duration: 15 working days over a period of 3 weeks.
  • Location: Targeted project areas in Yemen (Lahj and Abyan governorates/Tuban and Zinjibar districts). The consultant should consider both rural and urban areas in the targeted governorate and districts.

6. Reporting Line

The consultant will report directly to DKH’s Program Quality and Partnership Manager, with technical oversight from DKH’s Quality team.

7. Qualifications and Experience

  • Advanced degree in Gender Studies, Social Sciences, Development Studies, or related field.
  • Minimum 5 years’ experience conducting gender analyses, preferably in fragile or conflict-affected contexts.
  • Strong understanding of Yemen’s socio-cultural context.
  • Experience with participatory and inclusive research methods.
  • Excellent analytical, writing, and presentation skills in Arabic and English.
  • Familiarity with humanitarian and development programming in Yemen is an asset.

8. Ethical Considerations

The consultant must adhere to DKH Code of Conduct and safeguarding policies, ensuring confidentiality, informed consent, and conflict-sensitive approaches.

10. Evaluation Criteria for Selection

Applications will be evaluated based on the following:
