Job Title: GFA Project Manager 
Duty Station: Aden, Yemen (with frequent travel to governorates) 
Duration: 3 months ( Trial Period)

Organizational Background

Society for Humanitarian Solidarity (SHS) is a nonprofit humanitarian NGO based in Yemen. It was founded in 1995. SHS, winner of the Nansen refugee award in 2011, for its dedicated work in providing the assistance to refugees and migrants who arrive in Yemen. SHS is a trusted implementing partner to more than 5 international organizations operating in Yemen.
 SHS has built a strong career and trust among the local community and the international organizations through its tenure in providing assistance to the IDPS and most   vulnerable   groups.

Project Manager – General Food Assistance (GFA)

  • Duty Station: Aden, Yemen (with frequent travel to governorates)
  • Department: Food Security & Livelihoods (FSL)
  • Reports to: Deputy Head/Head of Programmes
  • Direct Reports: GFA Officers, Distribution Supervisors, Field Monitors, MEAL Officer/Assistant, Data/Registration Assistants, and support staff
  • Languages: Arabic & English (professional proficiency)

Job Purpose

The Project Manager is part of the SHS Programme Team, reports to the Head of Programme at SHS, a Lead end‑to‑end delivery of General Food Assistance (in‑kind and/or cash/voucher), ensuring principled, safe, accountable, and efficient assistance that meets cluster and donor standards. The PM oversees programme design, implementation, team leadership, coordination, compliance, safeguarding, and MEAL for all assigned locations. He/she may be assigned tasks related to SHS and the Programme Department.

Key Responsibilities

A. Programme Design & Planning

  • - Lead project kick‑off, clarify roles, SOPs, and internal communication lines.
  • - Develop the detailed micro‑plan (targets, timeline, resource plan), risk matrix, access strategy, security plan, and modality selection (in‑kind vs cash/voucher) informed by market analysis and feasibility.
  • - Integrate protection mainstreaming, Accountability to Affected People (AAP), PSEA, inclusion (AGD), and Do‑No‑Harm across the project cycle.
  • - Ensure adherence to SHS, donor, cluster, Sphere and relevant SOPs.

B. Targeting, Registration & Data Protection

  • - Coordinate transparent community engagement for vulnerability‑based targeting in line with cluster guidance; prevent duplication by coordinating at sub‑national hub level.
  • - Oversee registration/verification, including identity checks, household size verification, and special needs accommodation (PwD, elderly, women‑headed HHs, etc.).
  • - Ensure compliant data handling: informed consent, data minimization, secure storage, and partner data‑sharing protocols.

C. Delivery of Assistance

- In‑kind GFA:

  • - Plan distribution cycles, FDP/site selection and layout, crowd management, safety/access control, and gender‑sensitive queuing.
  • - Oversee last‑mile delivery, commodity accounting (receipts, waybills, stack cards, CRIs), distribution reconciliations, and loss/damage reporting.

- Cash/Voucher GFA (CBT) (where feasible):

  • - Support FSP onboarding and KYC readiness; approve distribution lists, transfer values and schedules; ensure liquidity planning and reconciliation with FSP reports.
  • - Manage helpdesks and resolution of failed transactions or card issues.
  • - Ensure accessibility measures (shade, WASH points, seating), referral pathways for protection/GBV, and safe distributions for staff and beneficiaries.

D. Coordination & Representation

  • - Represent SHS in FSAC (national/sub‑national), Cash & Markets Working Group, and relevant inter‑cluster forums.
  • - Coordinate closely with local authorities and community committees to agree targeting, site selection, and schedules; de‑conflict with other actors.
  • - Maintain strong liaison with donors, UN agencies, and peer NGOs.

E. MEAL, Learning & Reporting

  • - Implement process monitoring at distributions (DM), post‑distribution monitoring (PDM), on‑site verifications, price and market checks (for CBT), and output/outcome indicator tracking.
  • - Manage CFM (hotline, helpdesk, suggestion boxes, focal points), ensure timely feedback/complaint resolution and analysis feeding into programme adaptation.
  • - Produce accurate and timely internal/donor reports, 5Ws, incident reports, and lessons‑learned notes; ensure proper archiving.

F. Finance, Supply Chain & Compliance

  • - Own the project budget and liquidity plans; review and approve expenditures within delegation; ensure donor compliance (procurement, documentation, asset and inventory control).
  • - Coordinate with Logistics on pipeline, warehousing, transport, distributions, and with Finance on CBT reconciliations and audit readiness.
  • - Enforce SHS and donor SOPs; prepare for spot checks and audits.

G. Safeguarding, Protection & PSEA

  • - Enforce SHS Code of Conduct and zero‑tolerance on SEA; ensure staff and volunteers sign codes and receive regular briefings.
  • - Operationalize safe, survivor‑centred referral pathways (GBV/CP), ensure confidential incident reporting, and train staff/volunteers on PSEA and protection mainstreaming.

H. Team Leadership & Capacity Building

  • - Lead and mentor the GFA team; set objectives, conduct performance reviews, and implement a targeted capacity‑building plan (GFA/CBT operations, AAP/PSEA, MEAL, data protection, safety).
  • - Foster a collaborative, learning culture that prioritizes accountability and continuous improvement.

Administrative & Managerial Duties

  • - Approve work plans, PRs/POs within delegation, travel plans, and distribution schedules.
  • - Ensure frequent cash/commodity reconciliations, variance analysis, and corrective actions.
  • - Any other duties consistent with the role.

Required Qualifications & Experience

  • - Bachelor’s degree in social sciences, Business/Public Administration, Logistics, Development, or related field; Master’s preferred.
  • - 5–7 years progressively responsible experience in GFA/FSL within Yemen or similar contexts, including in‑kind and cash/voucher modalities.
  • - Demonstrated experience with targeting/registration, distribution operations, commodity or cash reconciliation, and MEAL (DM/PDM).
  • - Strong grasp of cluster standards, Sphere, AAP/PSEA, data protection, and humanitarian principles; experience engaging local authorities and clusters.
  • - Tools: Excel (advanced), KOBO/ODK, data dashboards; familiarity with beneficiary and transfer platforms (e.g., SCOPE/RedRose or equivalent) is an asset.
  • - Excellent Arabic and English (written/spoken); strong report writing and representation skills.
