Background:
Rawabi Radfan Charity Development Foundation (RRCDF) is an active local civil society organization in Lahj, established in 2017 and licensed to implement humanitarian and development interventions that support the most vulnerable groups and strengthen community resilience. The Foundation has delivered a range of interventions in humanitarian support, food security, education, economic empowerment, youth capacity strengthening, and women’s empowerment, contributing to improved livelihoods and self-reliance for affected communities. It also works to expand partnerships with government entities and local and international organizations and to implement needs-based interventions that enhance the effectiveness of humanitarian response and support sustainable development. The Foundation operates in a challenging context marked by growing economic and humanitarian needs, which requires strong institutional capacity and high-quality programming grounded in humanitarian principles, transparency, and accountability. This position is part of an integrated project that addresses health needs, protection risks, and women’s empowerment priorities through coordinated, safe, and accountable programming.

Scope of Work:

The Health Officer supports the planning, implementation, supervision, and monitoring of health interventions under an integrated project linking health, protection, and women’s empowerment. The role aims to improve access to quality, safe, and accountable health services for vulnerable populations, while ensuring appropriate referrals and coordination with protection and WPE services.

Job Summary:

The Health Officer provides technical and operational oversight to health activities, supported facilities, outreach teams, and health staff. The position requires solid experience in primary health care and/or emergency health programming, good coordination skills, and the ability to maintain service quality, data accuracy, accountability, and compliance with national and humanitarian standards.

Working Relationships:

• Reports to: Health Manager / Project Manager.
• Technical coordination with: Health specialists, MEAL staff, pharmacists/logistics teams, and protection/WPE focal points.
• Supervises: Relevant health staff, incentive workers, outreach volunteers, or facility focal persons as applicable.
• External coordination with: Ministry of Public Health and Population (MoPHP), district health offices, health facilities, referral hospitals, health cluster actors, and community representatives.

Key Responsibilities:

• Prepare, implement, and monitor health activity plans in line with project targets, health protocols, and donor requirements.
• Support delivery of primary health care, outreach, health education, referral services, infection prevention and control (IPC), and other approved health interventions.
• Conduct regular field supervision visits to supported health facilities, outreach points, and mobile teams to monitor quality of services and provide on-the-job mentoring.
• Assess staff capacity needs and facilitate orientation, coaching, and training of health workers on essential service packages, clinical standards, triage, referrals, and reporting tools.
• Coordinate with MoPHP, local authorities, referral facilities, and health cluster partners to align interventions with national and cluster standards.
• Work closely with logistics and pharmacy/supply teams to monitor medical and non-medical supplies, stock levels, consumption trends, and timely replenishment needs.
• Ensure safe handling and disposal of medical waste and adherence to hygiene, sterilization, and environmental health standards.
• Promote protection mainstreaming, confidentiality, informed consent, gender-sensitive service delivery, and disability inclusion within all health activities.
• Facilitate safe and timely referrals between health services and protection/WPE actors for survivors and other at-risk individuals according to approved referral pathways.
• Review field data and compile daily, weekly, and monthly reports, ensuring completeness, accuracy, and timely submission.
• Track project indicators and support data analysis, learning, corrective action, and documentation of good practices and lessons learned.
• Participate in relevant meetings, assessments, campaigns, and coordination platforms as delegated by the supervisor.
• Support emergency preparedness and response activities and perform other duties related to the project as assigned.

Requirements: (Qualifications, Skills, and Abilities)

Educational Qualifications:

• Bachelor’s degree in Medicine, Public Health, Nursing, Pharmacy, Midwifery, or another health-related field.
• Additional training in emergency health, reproductive health, IPC, disease surveillance, or public health programming is an advantage.

Experience:

• Minimum 3 years of relevant professional experience in health programming, preferably in humanitarian, NGO, or public health settings.
• Experience supervising health activities, supporting health facilities or mobile teams, and coordinating with MoPHP and other health actors.
• Experience in integrated programming and working with protection, referral systems, accountability mechanisms, and community-based approaches is an asset.
• Experience in data review, indicator tracking, narrative reporting, and field monitoring is required.

Skills and Abilities:

• Strong command of English and Arabic, both written and spoken.
• Good proficiency in Microsoft Word, Excel, PowerPoint, and Outlook.
• Strong technical understanding of primary health care, service quality assurance, referral systems, and public health standards.
• Excellent organizational, supervision, mentoring, and coordination skills.
• Ability to analyze health data, identify gaps, and recommend practical improvements.
• Ability to work under pressure and travel regularly to field locations.

• مراجعة البيانات الميدانية وتجميع التقارير اليومية والأسبوعية والشهرية، مع ضمان اكتمالها ودقتها وتقديمها في الوقت المناسب.
• تتبع مؤشرات المشروع ودعم تحليل البيانات، والتعلم، والإجراءات التصحيحية، وتوثيق الممارسات الجيدة والدروس المستفادة.
• المشاركة في الاجتماعات والتقييمات والحملات ومنصات التنسيق ذات الصلة وفقاً لتفويض المشرف.
• دعم أنشطة التأهب للطوارئ والاستجابة لها وأداء المهام الأخرى المتعلقة بالمشروع حسب التكليف.

المتطلبات: (المؤهلات والمهارات والقدرات)

المؤهلات التعليمية:

• درجة البكالوريوس في الطب أو الصحة العامة أو التمريض أو الصيدلة أو التوليد أو أي مجال آخر متعلق بالصحة.
• يُعد الحصول على تدريب إضافي في مجال الصحة في حالات الطوارئ، أو الصحة الإنجابية، أو الوقاية من العدوى ومكافحتها، أو مراقبة الأمراض، أو برامج الصحة العامة ميزة إضافية.

الخبرة

• ما لا يقل عن 3 سنوات من الخبرة المهنية ذات الصلة في مجال برامج الصحة، ويفضل أن تكون في المجال الإنساني أو المنظمات غير الحكومية أو الصحة العامة.
• خبرة في الإشراف على الأنشطة الصحية، ودعم المرافق الصحية أو الفرق المتنقلة، والتنسيق مع وزارة الصحة العامة والوقاية من الأمراض والجهات الفاعلة الأخرى في مجال الصحة.
• تعد الخبرة في البرمجة المتكاملة والعمل في مجالات الحماية وأنظمة الإحالة وآليات المساءلة والنهج المجتمعية ميزة إضافية.
