HR OFFICER – Sana’a

Contextualisation

Handicap International/ Humanity & Inclusion/ Independent and impartial international Humanitarian aid organisation working in situations of poverty and exclusion, conflict and disaster. The organisation works alongside people with disabilities and vulnerable populations, taking action and bearing witness in order to respond to their essential needs, improve their living conditions and promote respect for their dignity and fundamental rights.
HI Yemen has been intervening in Yemen on and off for the last 12 years, with its actions initially focused on development issues, notably through the support to the development of physical and functional rehabilitation services for people with disabilities as well as through the capacity-building of the national networks of Yemen Disabled People’s Organisations (DPOs). 

Since 2015, HI interventions have been adapted to the current context of conflict in Yemen. With the support of different donors, HI has been supporting hospitals and physical and functional rehabilitation centre in Yemen, 
In parallel, HI implements inclusive humanitarian action, by increasingly piloting inclusive interventions and promoting disability inclusive coordination and programming through the coordination system and the inclusion task force, and technical support and capacity development to UN agencies, NGO’s and increasingly networks and focal points of persons with disabilities and awareness raising activity with communities.

Under the line management of the Country HR Manager and based at Sana’a, the HR Officer will support in the implementation of all HR activities in his/her geographical perimeter.

Missions / Responsabilities

Mission 1: Implements the recruitment process for national positions in his/her geographical area; supports the manager at every stage.

  • Assists managers on how to apply the recruitment and mobility processes and ensures the process' quality and compliance with HI policies, particularly in emergencies
  • Is responsible for the HR part of the recruitment process in compliance with HI’s policies
  • With his/her HR manager, establishes the salary level of the candidate for the job in compliance with the current pay policy and communicates an employment offer to the candidate.
  • Establishes and coordinates a local pool of candidates and profiles, and updates it regularly, with particular regard to rare profiles, as well as a local “emergency HR” pool.
  • Helps to identify training needs, and to draft and monitor the training plan.

Mission 2: Supports the quality of administrative management for HI staff in his/her area

  • Rolls out personnel administration policies, processes and tools in his/her geographical area. 
  • Organizes staff briefing on administrative aspects and local conditions of employment
  • Responsible for HR related payments like daily worker payment, Medical and Life Insurance premium amortization through preparing and monitoring monthly tracker. 
  • Manage absence events of national staff through digitalized platform (HIPEOPLE) and produce report from the system.
  • Develops and monitors employment contracts for national staff; 
  • Affiliates national staff in its zone to insurance: health insurance (social security and complementary) and professional liability insurance for health professionals. 
  • Ensures the creation, updating, follow-up and archiving of the personnel administrative files by ensuring that personnel files are archived in compliance with HI’s rules.
  • Prepares if needed the documents requested during internal or external audits and support HR manager during audit
  • Implements procedures to ensure document compliance for potential audits.

Mission 3: is responsible for or helps with, payroll management  

  • Is responsible for implementing the payroll process within his/her scope of responsibility in compliance with HI’s legal and social obligations, rules and policies
  • With delegated authority from his/her HR (line) manager, represents HI with local administrative authorities (employment inspectorate, etc.).

Mission 4: Operational implementation of HR 

  • Disseminates or sets up internal communication supports for the national staff on the fields related to the HR management;
  • Accompanies the implementation of the stages of the HI HR cycle: Planning, recruitment, integration, objectives setting and assessments, development of competences, mobility and exit management and etc. 
  • Supports the organization of training/workshops in its area. 
  • Participates in the identification of training needs, the development and monitoring of the training plan in his/her area.

Mission 5: Emergency Preparedness and Response: 

  • Provide appropriate support to emergency response in her area
  • Participates in the analysis of the capacities of its zone and its teams to respond to emergencies. 
  • Contributes to the identification of preparedness measures and their implementation. 
  • During an emergency response, mobilizes and adapts its service and its processes

  Required for the position

  • Qualification: Bachelor Degree in Business Administration/Human Resources/Management
  • Experience: Minimum 4 years in the humanitarian field with at least 2 years experience as HR Officer in INGO or UN and remaining experiences form other organizations setting .
  • Ability to work under pressure with a high level of personal organization and flexibility
  • High level of autonomy
  • Time management and ability to meet concurrent deadlines
  • Strong command of Microsoft Office Package
  • Good communication 
  • Commitment to humanitarian principles and to HI’s mandate 
  • Strong interpersonal and intercultural skills
  • Proactive, hardworking and discreet

Job Conditions

  • The salary will be defined according to HI’s existing salary scale
  • Based in Sana’a with frequent field visits.
  • 30 days leave/year + benefits (transport allowance, health insurance, life insurance)
  • The working hours are the following: 8:00 to 16:30 (with 30 minutes lunch break) 5 days per week.
  • Note that working time can go up to 48 hours per week (according to the Yemen labor law) if it is required by the volume of activities and by the line manager.
