Action Contre la Faim is an International Humanitarian Organization established in 1979 with the mission to save lives by combating hunger through prevention, detection and treatment of malnutrition, in particular during and after emergency situations caused by conflict and natural disasters. Action Contre la Faim provides coordinated responses in nearly 50 countries including Yemen globally within 7 field of expertise which includes Nutrition and Health, Water, Sanitation and Hygiene, Food Security, Mental Health Care Practices, Gender and Protection, Advocacy, Risk and Disaster Management and Research.
ACF has been operational in Yemen since 2012 and is operational in 4 bases (Aden, Hodeida, Al khokha and Sanaa). The mission implements its activities which are centred on 3 sectors, Nutrition and Health, Water, Sanitation and Hygiene (WASH), Mental Health and Psychosocial Support and Protection (MHPSS-P).

- Job Title: Supply Chain Officer – Hodeidah
- Location: Hodeidah
- Contract duration: until 30th June 2026 with possibility of extension.
- Basic monthly salary (taxable): 1041 $ to 1243 $ based on experience salary calculation (excluding other benefits offered by the organization)
- Line manager: Field Coordinator
Objective of the position : To manage, execute, and supervise the full procurement process for supplies, works, and services for the Hodeidah Base, ensuring timely purchases, strict compliance with ACF procedures and donor regulations, accurate documentation, and effective management of supplier information and procurement records. .
Mission 1: Ensure the smooth running of the purchases (order, purchase and deliveries);
The Supply chain Officer is responsible for:
- Organize the purchases and ensure that the internal procedures of the Kit log are respected.
- Keep the different departments informed of the treatment given to their orders at base level;
- Adapt the priorities with programs according to the needs on the field
- Liaise with the Supply Chain Manager to be able to anticipate the coming purchases
- Follow up with Coordination for the upper base purchases
- Supervise the purchases and perform regular price checking
- Organize the purchase planning/priorities of the purchasers
- Supervise the purchases and perform regular price checking (good quality/price ratio)
- Receiving and approving the Procurement Requests and updating the Procurement Follow-Up
- Putting in place and arranging for purchases in a timely manner and in accordance with the ACF procedures applying to each purchase (goods, works/services, premises)
- Negotiation and selection of suppliers
- Controlling deliveries to programs
- Collecting data on the market and local suppliers to constantly improve the market knowledge
- Provide advice to the purchaser prioritizing the purchases according to the needs and deadlines
Mission 2: Produce the adequate documentation;
The Supply chain Officer is responsible for:
- Ensure that all documents regarding the supply chain are filed according to Kit Log procedures
- Ensure that all information are correctly filled and treated according to ACF Kit Log standards
- Receiving Procurement Requests, sort them out and group them by sources of supply.
- Keep the PFU up to date with all relevant and accurate information
- Ensure that the base catalogues is up to date
- Share the price list of the different Framework Agreement with the requesters
- Share the PFU on weekly basis with all the managers Create Purchase Dossier with sequential numbers to ensure a good follow up in the archiving system
Mission 3: Ensure compliance to the contract by ACF and Contractor:
The supply chain officer is responsible for:
- Ensure that all documentation required as per contract is provided by both parties;
- Collect and review all delivery documentation;
- Prepare payment transaction with all supporting documents after delivery;
- Ensure that payment is done according to contract terms.
Mission 4: Manage supplier file and data base
The supply chain officer is responsible for:
- Carry out market and supplier survey and checking in the base;
- Update suppliers' list and master file for Hodadiah Office;
- Prepare supplier evaluation document for SCM approval for pre-qualification
Mission 5: Ensure regular and proper filing of Purchase Dossier and Payments
The supply chain officer is responsible for:
- Keep record of physical file for all Requests, Contracts/SPOs processed in Sana’a;
- Carry out the progress and temporary filing of ongoing purchase;
- Carry out the final and permanent filing of the complete and closed procurement file;
- Provide purchase dossier for any audit purpose
- Ensure Payments are submitted in timely manner to Finance
- Follow-up with Finance for payment release and communicate with suppliers for payments.
Mission 6: Archiving/Reporting
The supply chain Officer is responsible for:
- Implement a proper archiving in the on regular basis as per Kit Log
- Make sure all the Procurement stock documentation ( PR , SPO , Invoice , DN , RN , Purchase dossier ) is archived in hard copy
- Compile the Monthly PFU , CFU at the end of each month for the monthly log report
Additional Responsibilities
- This job description is not intended to be all inclusive and the employee will also perform other related tasks as required and responsible for reporting and communication of progress and achievement of the specific assigned task.

- Conduct all duties in a professional manner in accordance with the mission Safeguarding Policy, Code of Conduct, Internal Rules and Regulations, mandate and charter of principles including promotion of gender equality.
- The employee is also required to remain alert and responsive to any child and adult safeguarding risks, acquire relevant knowledge and skills to promote strong safeguarding practices, and conduct duties in a manner consistent with the mission Safeguarding Policy.
Required Qualification, Skills and Professional Experience
- University/college Bachelor’s degree in Supply Chain, Business Administration, Public Administration, Finance, Commerce, Economics, Engineering (Mechanical, Civil, Electronics)
- Minimum 02 years of work experience in logistics, preferably in Procurement / supply chain.
- Fluent Arabic and English.
- Capacity to anticipate and plan activities.
- Advanced level of IT Skills (MS Office)
- Knowledge in Supply Chain Management
