Assignment Purpose:
The Information and Knowledge Management Consultant will play a pivotal role in strengthening the REAL project's Monitoring, Evaluation, Accountability, and Learning (MEAL) function by establishing robust information and data management systems and facilitating effective knowledge collection and sharing. This role will focus on enhancing the quality, accessibility, and utilization of project data and ensuring that valuable knowledge generated through project activities informs decision-making and contributes to organizational learning. The consultant will work closely with the MEAL Manager and other project staff to optimize data workflows, implement knowledge management strategies, and support the effective use of information for program improvement and reporting.
Requirements Tasks:
Information and Data Management
- Review and refine existing data collection tools, databases, and data management processes to ensure efficiency, accuracy, and alignment with project objectives and donor requirements.
- Develop and implement standardized data entry protocols, quality control measures, and data cleaning procedures to maintain high data integrity.
- Establish and maintain a comprehensive and user-friendly system for the collation, storage, and retrieval of project data, ensuring data security and confidentiality.
- Support the Data Management Officer in managing and maintaining the Response Database, ensuring timely and accurate updates and the secure storage of electronic files.
- Conduct routine Data Quality Assessments to identify data gaps, inconsistencies, and areas for improvement, and support the implementation of corrective actions.
- Collaborate with the SCI Education Technical Team and the WB REAL project MEAL team (UNICEF and WFP) to harmonize data management approaches and ensure interoperability where appropriate.
- Contribute to the development and operationalization of digital data collection tools and platforms -dashboarding – to enhance data quality and efficiency.
- Provide technical support and training to project staff and partners on data management best practices, data entry procedures, and the use of data management systems.
Knowledge Collection
- Support the development and implementation of knowledge management strategies to capture, organize, and disseminate key learnings and best practices from project activities.
- Establish mechanisms and processes for proactively collecting program experiences, lessons learned, and success stories at the field and partner levels.
- Facilitate the documentation of program activities and outcomes through various methods, including case studies, reports, and presentations.
- Support the identification, analysis, and synthesis of internal and external evidence, research findings, and trends relevant to the project's thematic areas.
- Contribute to the development and maintenance of internal platforms and knowledge repositories for sharing program information and learning resources.
- Support the team in the systematic collection, analysis, storage, and utilization of external evidence and research to inform program review and strategic direction.

ASER Data Management
The Information and Knowledge Management Consultant will be specifically responsible and accountable for all aspects of data management, data cleaning, data analysis, data visualization, and tabulation related to the Annual Status of Education Report (ASER) for an additional 1861 schools. This includes:
- Developing and implementing a comprehensive data management plan for the ASER data from the additional schools.
- Designing and overseeing the data collection processes for the ASER assessment in the designated schools, ensuring adherence to standardized protocols and quality standards.
- Implementing rigorous data cleaning procedures to identify and rectify errors, inconsistencies, and missing data in the ASER datasets.
- Conducting thorough data analysis of the ASER data to generate meaningful insights into the status of education in the targeted schools.
- Creating clear, concise, and visually appealing data visualizations (e.g., charts, graphs, dashboards) to communicate key findings from the ASER data to various stakeholders.
- Producing accurate and well-organized data tabulations and reports based on the ASER data, in formats suitable for different audiences.
- Collaborating with the MEAL Manager and other relevant project staff to interpret the ASER findings and integrate them into project monitoring and learning processes.
- Ensuring the secure storage and confidentiality of the ASER data in accordance with relevant policies and ethical guidelines.
- Providing technical guidance and support to field teams involved in the ASER data collection and management processes.
- Contributing to the dissemination of ASER findings through appropriate channels, including reports, presentations, and learning events.
Others

- Contribute to ensuring that programme’s delivery happens in strict adherence to security policy and procedures.
Qualifications:
- Post Graduate degree in Education, Social Sciences, Development studies or a relevant field.
Experience and Skills:
- Thorough knowledge of quantitative & qualitative research methods, MEAL frameworks and plans
- A minimum of five years’ experience in leading MEAL teams, research and assessments in Education
- Capacity to combine field and office work
- Strong data management and analytical skills
- Excellent report writing and communication skills.
- Experience in staff training and capacity building.
- Ability to work in a team and contribute to a positive working environment.
