Duration of Assignment: The employment contract is for one year, renewable based satisfactory performance evaluation.
Who are we?
BCFHD is a non-profit, non-governmental humanitarian and development organization that was established in 1996 aiming at achieving Sustainable Development Goals and Humanitarian Response through implementing various programs and projects that provide humanitarian and development services to the community. BCFHD works in all governorates of the Republic of Yemen in humanitarian and development fields in several key sectors including Food Security & livelihoods, Education, Protection, WASH, and Shelter.
Key Responsibilities
The Logistics Officer will:
- Plan, coordinate, and oversee all procurement and logistics activities supporting BCFHD's project implementation.
- Lead procurement processes, including procurement planning, tendering, supplier selection, contract management, purchase order follow-up, and delivery verification.
- Manage warehouse operations, inventory control, stock movements, and distribution of project supplies, agricultural inputs, equipment, and materials.
- Oversee project asset management, including registration, tracking, maintenance, inventory verification, and disposal in accordance with organizational procedures.
- Coordinate transportation and logistics arrangements for project materials, staff travel, trainings, workshops, and field activities.
- Ensure accurate documentation, filing, and record management for all logistics and procurement transactions to maintain audit readiness.
- Ensure compliance with BCFHD policies, consortium agreements, donor procurement regulations (including EU requirements where applicable), and national legislation.
- Develop procurement and logistics plans and monitor implementation against approved project timelines and budgets.
- Build and maintain effective relationships with suppliers, contractors, service providers, consortium partners, and relevant stakeholders.
- Supervise and provide technical guidance to logistics support staff assigned to the project.
- Prepare periodic logistics and procurement reports and provide timely information to project management and finance teams.
- Identify operational risks and recommend measures to improve the efficiency, effectiveness, and compliance of logistics operations.
- Perform any other duties assigned by the Project Manager or senior management.
Qualifications
- Bachelor's degree in Logistics, Supply Chain Management, Business Administration, Procurement, Commerce, or another relevant field.
- Professional certification in Procurement, Supply Chain Management, or Logistics (e.g., CIPS or equivalent) is an advantage.
Experience
- Minimum 5 years of progressively responsible experience in logistics, procurement, supply chain management, or operations management.
- At least 3 years of experience with an international NGO, UN agency, or international donor-funded project is strongly preferred.
- Demonstrated experience managing procurement, warehousing, transportation, asset management, and supplier relationships.
- Experience implementing donor procurement procedures, particularly for EU, SDC, UN, USAID, or similar donor-funded projects, is an asset.
- Experience supervising logistics staff is desirable.
Required Competencies
- Strong knowledge of procurement, logistics, warehouse, inventory, and asset management systems.
- Good understanding of donor procurement regulations and compliance requirements.
- Excellent planning, organizational, and problem-solving skills.
- Strong negotiation and supplier management skills.
- Proficiency in Microsoft Office applications, particularly Excel and Word.
- Excellent communication, coordination, and teamwork skills.
- High level of integrity, accountability, and attention to detail.
- Fluency in Arabic (written and spoken); good working knowledge of English is required.
