“MEAL Advisor – Sana’a”
For our program in Yemen, we are looking for a MEAL Advisor, the position will be based in Sana’a with field visits.
Médecins du Monde (MdM) is an international humanitarian organization whose mission is to provide medical care for the most vulnerable populations, the world over, including France. Job Purpose
Under the supervision of the Deputy General Coordinator, in coordination with technical coordinators, field Coordinators and relevant HQ desks and implementing partners’ staff and field teams, the MEAL Coordinator/Advisor is responsible of the development of MEAL framework and implementation of MEAL strategies, tools and standards needed to advance MdM actions’ effectiveness, quality and accountability.
Main activities
Support the Design and Implementation of Country MEAL Framework Systems & advance MEAL capacities:
- Implement, manage and guarantee the technical means to overlook the quality of the implemented activities, to monitor the achievement of the pre-set goals, and, if applicable, to suggest adjustments or development to ensure its relevance.
- Works in close collaboration with program teams at coordination and base level to ensure the success of those goals, by overseeing data collection, progress tracking against activities, analysis (both qualitative and quantitative) and reporting on performance indicators.
- Influences the adoption by the team of a learning and evidence-based approach to enhance the quality of the activities that MdM carries out while contributing towards the development of the MEAL Framework for Palestine mission.
- Provides training mandates, leading/organising learning workshops and develops capacity building plans for MdM staff and partner teams in data collection, analysis, FCRM and accountability.
- Leading the MEAL program evaluation plan including mid-term, real time and final evaluation for all MdM projects in Palestine mission.
- Lead the set-up of SMART indicators at project conception stage and develop the right M&E system to follow each indicator to meet results, while conducting regular data quality assessment in line with MdM donor and cluster requirements.
- Lead and coordinate the design, implementation and data analysis of needs’ assessments and research, and to the drafting of assessments and donor reports.
RESPONSIBILITIES:
Quality Internal and External Reporting:
- Support Desk Officers/PM in drafting evidence-based project proposals and leading SMART indicator design.
- Supports the technical and managerial teams in the submission of monthly reports to clusters, consortiums, HQ, and interim/final reports to the donor – ensuring indicator data is prepared and disaggregation as needed, and/or changes in the operating environment are presented to revise activities/indicators as necessary.
- Develop content and process for lessons learnt and project reviews incorporating Core Humanitarian Standards.
- In charge of performance reports required by local authorities, and quality of pre implementation data, analysis and reports.
- Ensures that the communication and visibility activities are compliant with donor rules
Safeguarding:
- Develop and oversee Accountability to Affected Population (AAP) activities, including FCRM in coordination with field teams and consortium counterparts, for community consultation at different times of the project life-cycle.
- Ensure adequate mechanisms (SoP’s) are in place to ensure safeguarding of beneficiaries and MdM/local partner programme staff in line with the context.
- Support in investigations regarding breaches of policy if directed by Deputy general Coordinator or considered relevant.
- In charge of the consolidation of the FCRM monthly reports, develop analysis and produce recommendations in cooperation with program managers and technical coordinators.
Departmental development and Management:
- Manage, coach and lead the MEAL team ensuring close coordination with implementing partner’s/chapters.
- Ensure the department strategy has sufficient departmental development envisaged with human resources to operate efficiently whilst advocating sound opportunities for growth in collaboration with SMT.
- Foster strong collaborative working relationships internally and externally with partner organisations, clusters, consortiums, MdM Network and desk officers.
MdM monitoring tool Monitool:
- Ensures that the Monitool is active, compiled and modified upon needs, and that the allocated roles and responsibilities are pre-defined are respected.
- Follows the advancement of the different indicators in the Monitool and coordinates with project managers and technical coordinators to ensure the analysis of the data
PROFILE REQUIRED
- At least 4 years of experience in designing, managing and implementing results-based M&E activities for NGOs.
- Bachelor’s degree in social sciences, economics, international development, evaluation research, statistics, or a related field.
- At least 3 years of experience analyzing quantitative and qualitative data.
- Experience in working with an international humanitarian organization and knowledge of reporting procedures, best practices, guidelines and tools for monitoring and evaluation, including impact evaluation.
- Minimum of three years of overseas field-based experience; Middle East experience is an advantage.
- Experience working in an M&E role on humanitarian emergency programs; Health programming is an advantage.
- Excellent written, verbal and oral English communication skills.
- Relevant computer software skills with proficiency in Excel, KoBo and other data management systems.
- Experience working in insecure environments.
- Ability and willingness to travel in the Middle East, work in complex humanitarian context.
- Proven ability in working with autonomy and independence.
Desirable requirements:
- Knowledge of donors’ monitoring standards (ECHO, AFD, CDC, BMZ, UN etc.).
- Experience in MEAL for health and MHPSS/or protection mainstreaming.
- Knowledge of the Middle East context and relevant local actors.
- Knowledge of Arabic, and/or French.

- Functional link: The MEAL Advisor is a member of the Yemen Coordination Team with, Deputy/General Coordinator, Aden Field Coordinator, Marib Field Coordinator, Medical Coordinator, MHPSS Coordinator, Finance Coordinator, Logistic Coordinator, and Grants Officer
- Technical Line Manages: Deputy General Coordinator with regular support from MEAL referent at HQ
