About the Project
The project aims to provide integrated humanitarian assistance including Multi-Purpose Cash Assistance (MPCA), Emergency Shelter support, and selected WASH interventions to vulnerable internally displaced persons (IDPs) in Mawza District, Taiz Governorate.
The intervention focuses on protection-sensitive targeting, community engagement, and evidence-based implementation aligned with cluster standards and donor requirements.
Role Purpose
The MEAL and Data Management Assistant is responsible for supporting all monitoring, evaluation, accountability, and learning activities across the project. The role ensures systematic data collection, management, and analysis to track project progress, measure outcomes, and inform adaptive management.
The MEAL Assistant will manage the project's data systems (KoBo Toolbox), support baseline and endline studies, conduct post-distribution monitoring (PDM), and maintain the Feedback and Complaints Mechanism (FCM) database. The role ensures that sex-, age-, and disability-disaggregated data (SADDD) is collected and used for reporting and decision-making.
Key Responsibilities
MEAL Planning & Tool Development

Support the development and refinement of MEAL tools (surveys, checklists, FGD guides, KII questionnaires) in line with cluster standards and donor requirements.

Contribute to the development of detailed MEAL plans, including sampling methodologies and data collection schedules.

Ensure all tools are programmed into KoBo Toolbox or similar mobile data collection platforms and tested before field deployment.

Support the MEAL team in designing baseline, endline, and post-distribution monitoring frameworks.
Data Collection & Field Monitoring

Conduct regular field visits to monitor project activities across all sectors (MPCA, Shelter, WASH), ensuring adherence to quality standards and implementation plans.

Lead or support quantitative and qualitative data collection, including household surveys, focus group discussions, key informant interviews, and direct observations.

Support the implementation of baseline and endline studies by coordinating data collection teams and ensuring timely and accurate field data collection.

Conduct post-distribution monitoring (PDM) for MPCA and Shelter distributions using CMWG-endorsed tools.

Support the Field Monitor in daily monitoring activities and spot checks.
Data Management & Quality Assurance
-
Manage the project's data using KoBo Toolbox and other databases, ensuring data is cleaned, stored securely, and backed up regularly.

Perform regular data quality checks to ensure completeness, accuracy, and consistency of all collected data.

Maintain the beneficiary database and ensure it is updated with verified information from registration and verification exercises.

Ensure proper coding, archiving, and confidentiality of all MEAL data (both soft and hard copies).

Support the tracking of project indicators against targets and alert the Project Manager to any significant deviations.
Accountability & Feedback Mechanisms

Manage the Feedback and Complaints Mechanism (FCM) database, ensuring all feedback and complaints are logged, categorized, and tracked.

Ensure that all complaints and feedback are acknowledged within 48 hours and resolved in a timely manner, with confidentiality maintained.

Prepare regular FCM reports (weekly/monthly) highlighting trends, concerns, and recommendations for the Project Manager.

Support community awareness sessions on the FCM and PSEA, ensuring that beneficiaries understand how to use feedback channels.

Liaise with the Protection Cluster and GBV Sub-Cluster for safe referral of sensitive cases (with survivor consent).
Analysis, Reporting & Learning

Assist in analyzing MEAL data and preparing clear, evidence-based reports (monthly, quarterly, final) with disaggregated data and actionable recommendations.

Document lessons learned, success stories, and best practices from the field.

Support quarterly learning workshops and ensure that findings from monitoring and FCM inform adaptive management.
Protection & Safeguarding
-
Ensure that all MEAL activities are conducted ethically, with respect for confidentiality, informed consent, and Do No Harm principles.

Ensure compliance with data protection principles and confidentiality of beneficiary information.

Identify and report any protection concerns, safeguarding issues, or SEA incidents immediately through established reporting channels.
-
Adhere to MAAKUM's Code of Conduct and PSEA policies at all times.
Capacity Building & Support
-
Provide training and on-site support to enumerators, daily workers, and community volunteers on data collection tools and ethical protocols.

Support the Project Assistant and Field Monitor in using mobile data collection tools effectively.
Compliance, Reporting & Documentation
-
Ensure full compliance with donor MEAL requirements and MAAKUM policies.

Maintain comprehensive and organized MEAL documentation including raw/cleaned datasets, PDM reports, FCM logs, and monitoring visit reports.

Ensure proper archiving of all MEAL documents for audit and donor readiness.
The duties and responsibilities outlined above are not exhaustive. The MEAL & Data Assistant may be required to undertake additional tasks as reasonably assigned to support the successful implementation of the project.

Required Qualifications & Experience
Education
Bachelor's degree in Statistics, Social Sciences, Development Studies, Information Management, or a related field. A diploma with extensive relevant experience may be considered.
Experience
-
Minimum 3 years of experience in MEAL, data management, or monitoring roles in humanitarian projects.

Proven experience in mobile data collection (KoBo Toolbox, ODK, or similar).

Experience in data cleaning, analysis, and visualization (Excel; familiarity with SPSS or Power BI is an advantage).

Experience conducting surveys, FGDs, KIIs, PDM, and managing FCM systems.
-
Experience in Taiz Governorate, particularly Mawza District, is highly desirable.

The security context may be volatile; the role requires flexibility and adherence to security protocols.

Regular field presence is expected during assessments, PDM rounds, and monitoring visits.
