General information on the mission

PU-AMI’s Context & strategy:

Première Urgence - Aide Médicale Internationale (PU-AMI) is an international, non-profit, non-political, and non-religious humanitarian organization which aims to provide rapid global response to the basic needs of populations affected by humanitarian crises to help them regain independence and dignity. PU-AMI provides assistance to more than 6 million people throughout 24 countries, with more than 2,500 staff worldwide.

PU-AMI adopts an integrated approach, to identify and understand the full array of the needs of the people affected by crises. This innovative approach is at the core of every PU-AMI-supported project, to better target and prioritize actions, stabilize and improve the situation of the most vulnerable groups. It allows the teams to take all aspects of a problem into account, to come up with an efficient combination of solutions, which will have a powerful and long-lasting impact on the affected populations. In this respect, the organization runs around 190 projects a year worldwide, most of which are focused on Health, Nutrition, Food Security, Water, Sanitation and Hygiene, Psychosocial Support, Education and Protection activities. 

In Yemen, PU-AMI is supporting 18 health facilities (Health Centers, Health Units and Therapeutic Feeding Centers) in four Districts in Hodeidah (Al Mighlaf, As Sukhnah, Al Mansuriyah and Al Qanawis), three Districts in Raymah (Bilad At Ta’am, Al Jabin and Mazhar) and two Districts in Taizz (Al Mokha and Mawza). PU-AMI’s operations are managed by two field offices in Hodeidah and Mokha cities, both supported by the Sana’a coordination office. PU-AMI recently established a second coordination office in Aden. 

PU-AMI is participating actively in clusters and sub-clusters (health; nutrition; food security and livelihoods; WaSH) and works closely with relevant government departments.

Overall objective

The MEAL Assistant mission supports the MEAL Manager to ensure that the MEAL strategy of the mission is implemented by the mission’s staff in all bases.

Following PUI’s MEAL Framework, he/she will contribute to the harmonization of MEAL tools and processes on the mission and will oversee the quality and relevance of internal MEAL activities.

Tasks and Responsibilities

1.    To support the MEAL team at bases level in developing Monitoring and Evaluation activities, with a focus on surveys implementation and the analysis and report as per donors’, clusters’, internal PU-AMI’s requirements, translation of ducuments, and ensure that reports are writen in a profisional English.
2.    To manage the Accountability activities of the mission and support the bases in the setting-up of the Feedback & Response Mechanism. 
3.    To support the MEAL manager and the MEAL team in developing the learning activities on the mission
4.    Assist the MEAL manager and MEAL team in conducting training and technical support on MEAL related issues

Specific Goals and Related Activities

1. To support the MEAL team at bases level in developing Monitoring and Evaluation activities

  • Technical Support to the base in conducting assessments, baseline, end-line, KAP, PDM and other needed surveys
  • Support the bases, on the analysis and report writing of collected data for activities such as PDM, KAP, Baseline, End Line, etc.
  • Assist in the preparation of evaluation reports for all projects, as required
  • Translate collected data and forms, and ensure that all documents are written in good language 
  • Ensure that the data collected and used tools are suitable for donor requirements (follow up of contractual indicators, method of calculation and collection, disaggregation as per donor requirements, identify strengths and weaknesses in existing data collection).
  • Conduct an initial review of the monthly reports provided by bases and ensure that all these reports are aligned with the PMT (Project Monitoring Tool).
  • Prepare the PMT files and the folders of field reports monthly to be shared with the bases. 
  • Manage the database of findings from MEAL monitoring field visits and ensure its readiness for sharing on a quarterly basis.
  • Follow up with the base MEAL teams on the collection and entering of checklists related to the findings from MEAL monitoring field visits into the database.

2. To manage the accountability activities

  • Handle complaints received through the free toll number, SMS, WhatsApp, and complaint boxes installed in Health Facilities (HFs). Register all complaints on a daily basis.
  • Refer complaints based on Standard Operating Procedures (SOPs) and share feedback with beneficiaries.
  • Ensure complaints are addressed, feedback is provided, and complaints are closed.
  • Share the FCRM dashboard for complaints on a monthly basis with the all the bases and coordination team. 
  • Give technical support to the bases in implementing accountability activities
  • identify actions to improve participation and information of stakeholders
  • Work in collaboration with the program teams on the design and improvement of accountability mechanisms
  • identify relevant entry points for the FRM and ensure that accountability database is updated and maintained in a secure manner
  • Create and ensure that accountability and learning databases are updated, written in a good English and maintained and generate various statistical reports shared with the coordination

3.To support the MEAL manager and the MEAL team in developing the learning activities

  • Assist the MEAL manager on building institutional knowledge on MEAL activities (drafting of MEAL SoP, dissemination, etc.)
  • Support other departments in conducting learning exercise
  • Contribute to the preparation of kick-off, kick-out and learning meetings per project and ensure capitalization of its content. 
  • Update the learning database of the mission and assist the MEAL manager in disseminating lessons learned.

4. Assist the MEAL manager and MEAL team in conducting training and technical support on MEAL related issues

  • Ensure that new staff members are briefed on MEAL roles and responsibilities, providing them with a comprehensive understanding of MEAL processes and objectives. 
  • Support the MEAL manager in the deployment of the MEAL framework and guides across the mission, ensuring that all team members are familiar with and adhere to SOPs.
  • Assist in organizing and conducting training sessions for MEAL team members and other relevant staff to enhance their skills in monitoring, evaluation, accountability, and learning.
  • Provide ongoing technical support to the MEAL team and other departments, addressing any issues related to data collection, analysis, reporting, and the use of MEAL tools and methodologies.
  • Help develop training materials, manuals, and guides that can be used for staff training and reference, ensuring that all materials are up-to-date and aligned with best practices.
  • Carry out other tasks as required by MEAL manager.

REQUIRED FOR THE POSITION

DESIRABLE

 

Education Degree (Diplomas and/or certificates)

At least Bachelor’s degree in Engineering, IT, Statistics, social sciences, or another relevant field.

 

 

Professional Experience

Professional experience of 3 years minimum, among which 1 year in monitoring and evaluation

  • Good report writing skills in English.
  • Data collection and management

 

LANGUAGES    

  • Fluent knowledge of local language
  • Fluent knowledge of written and oral in English

    
COMPUTER:  Strong computer skills (MS Word, Excel, Power point)
