Diversity Organization is a non-governmental and non-profit organization, licensed under number 24 in 2013 by the Ministry of Social Affairs and Labor. It operates in various humanitarian sectors with the aim of responding to the humanitarian crisis and contributing to the achievement of sustainable development goals in Yemen.
Job Summary:
The MEAL Officer is responsible for planning, monitoring, documentation, learning, and research activities—both quantitative and qualitative. Reporting to the MEAL Manager, he/she follows up on daily project implementation, conducts monitoring visits with the Project Manager, and promptly reports progress and field challenges. The MEAL Officer supports program design by developing MEAL frameworks and plans, tracking indicators, and generating evidence to improve program quality. He/she ensures compliance with organizational, donor, and community standards and regularly meets beneficiaries to gather feedback.
Key Responsibilities
MEAL System Development & Planning:
- Develop and update MEAL plans, including tools, frameworks, and indicator tracking systems (ATT & IPTT), ensuring alignment with project objectives.
- Design data collection methodologies and tools and ensure proper integration of MEAL activities into project work plans and budgets.
- Coordinate with the MEAL Assistant to establish both quantitative and qualitative data collection and reporting mechanisms.
Monitoring & Field Data Collection
- Conduct regular field visits to monitor activity implementation, verify progress, and assess the quality of trainings, distributions, and demonstrations.
- Ensure timely and accurate collection of data at output, outcome, and process levels.
- Track project deliverables in coordination with the Project Manager and program teams.
Assessments, Surveys & Learning
- Lead baseline, endline, market, and labor market assessments, ensuring high‑quality data analysis and reporting.
- Compile and analyze post-distribution and post-harvest monitoring data to identify challenges and lessons learned.
- Facilitate learning through reflection meetings, sharing findings, and integrating recommendations into future planning.
- Prepare analytical reports summarizing key findings and MEAL performance indicators.
Accountability & Feedback Mechanisms:
- Manage the Feedback and Complaints Mechanism (FCM) database, ensuring all feedback and complaints are logged, categorized, and tracked.
- Prepare regular FCM reports (weekly/monthly) highlighting trends, concerns, and recommendations for the Project Manager.
- Support community awareness sessions on the FCM and PSEA, ensuring that beneficiaries understand how to use feedback channels.
Analysis, Reporting & Learning:
- Assist in analyzing MEAL data and preparing clear, evidence-based reports (monthly, quarterly, final) with disaggregated data and actionable recommendations.
- Document lessons learned, success stories, and best practices from the field.
- Support quarterly learning workshops and ensure that findings from monitoring and FCM inform adaptive management.
Capacity Building
- Provide training and on-site support to enumerators, daily workers, and community volunteers on data collection tools and ethical protocols.
- Support the Project Assistant and Field Monitor in using mobile data collection tools effectively.
- Promote a culture of learning, evidence‑based decision‑making, and continuous improvement within the project team.
Compliance, Reporting & Documentation:
- Ensure full compliance with donor MEAL requirements and DO policies.
- Maintain comprehensive and organized MEAL documentation including raw/cleaned datasets, PDM reports, FCM logs, and monitoring visit reports.
- Ensure proper archiving of all MEAL documents for audit and donor readiness.
Other Duties
- Perform any additional MEAL-related assignments as requested by the MEAL Manager.
- Uphold safeguarding, confidentiality, ethical standards, and organization‑wide compliance requirements.
The duties and responsibilities listed above are not exhaustive, and additional tasks may be assigned as needed to support the effective implementation of the project.
Required Qualifications & Experience:
- Bachelors degree in a relevant field is required.
- Minimum 3 years of experience in MEAL, humanitarian or development projects.
- Strong experience with assessment tools, data collection (quantitative & qualitative), and analysis.
- Experience in data cleaning, analysis, and visualization (Excel; familiarity with SPSS or Power BI is an advantage).
- Experience conducting surveys, FGDs, KIIs, PDM, and managing FCM systems.
Required Skills:
- Proficiency in the English language.
- Proficiency in data software and digital tools (Kobo, ODK, Excel, Power BI preferred)
- Understanding of sampling methodologies and indicator tracking.
- Excellent skills in report writing (MEAL and PDM reports).
- Strong planning and organizational skills.
- Attention to details and rigor in field and reporting work.
- Teamwork, coordination, and communication skills.
- Ability to travel frequently to field sites.
- Ability to manage multiple tasks under pressure and meet deadlines.
- Cultural sensitivity and willingness to travel frequently to remote field sites.
