Action Contre la Faim is an International Humanitarian Organization established in 1979 with the mission to save lives by combating hunger through prevention, detection and treatment of malnutrition, in particular during and after emergency situations caused by conflict and natural disasters. Action Contre la Faim provides coordinated responses in nearly 50 countries including Yemen globally within 7 field of expertise which includes Nutrition and Health, Water, Sanitation and Hygiene, Food Security, Mental Health Care Practices, Gender and Protection, Advocacy, Risk and Disaster Management and Research.
ACF has been operational in Yemen since 2012 and is operational in 4 bases (Aden, Hodeida, Al khokha and Sanaa). The mission implements its activities which are centred on 3 sectors, Nutrition and Health, Water, Sanitation and Hygiene (WASH), Mental Health and Psychosocial Support and Protection (MHPSS-P).

Job Title:  Mental Health and Psychosocial Support Program Manager 
Location:  Aden
Contract duration: Till 31 December 2026 with the possibility for renewal 
Basic monthly salary (taxable): 2303$ to 2753$ based on experience salary calculation (excluding other benefits offered by the organization)
Line Manager: Field Coordinator Aden 
Technical/Support Manager:  MHPSS Head of Department.

Position Summary

Lead one or more MHPSS programs, ensuring quality, relevance, and innovation, in compliance with ACF’s MHPSS strategy, international standards, and national policies.

Objective 1 : Contribute to defining ACF strategies and positioning in MHPSS at the Country Office

  • Participate in developing the sectoral MHPSS strategy with the Head of Department/Expert/RTA in line with ACF frameworks, strategies, and policies
  • Promote integrated approaches and cross-cutting themes (gender, social protection, climate, etc.) within the program
  • Propose an operational MHPSS strategy for the intervention area and monitor it with line and functional managers
  • Contribute to identifying, proposing, and implementing research projects
  • Identify technical constraints in project implementation and propose innovative technical solutions
  • Support the identification and mapping of other actors and potential partners operating in the intervention area.

Objective 2: Coordinate and support MHPSS program implementation

  • Lead the implementation of MHPSS projects, ensuring alignment with projects logical framework, allocated budget, and ACF logistical and administrative requirements.
  • Participate in identifying humanitarian MHPSS needs in coordination with other ACF sectors and propose innovations
  • Conduct rapid sectoral and multisectoral assessments
  • Contribute to emergency preparedness and response plans, needs and resource assessments in MHPSS
  • Produce contextual analyses and needs/resource studies aligned with national strategies and policies
  • Ensure data collection for monitoring and evaluation (APR and databases)
  • Analyze databases and draft analytical reports (beyond APR) with MEAL teams and functional manager
  • Guarantee data confidentiality
  • Ensure program quality and accountability
  • Ensure technical compliance with national and international protocols and standards
  • Contribute to drafting new MHPSS intervention proposals for donors
  • Promote and contribute to knowledge capitalization and historical continuity of MHPSS in the program
  • Contribute to ACF’ communication actions (photos, testimonies, etc.)
  • Organize and deliver training for MHPSS teams, ACF staff from other sectors, and partners
  • Provide technical support and monitoring for partner activities
  • Coordinate with Field Coordinators and Support (HR, Finance & Logistics) for program implementation (recruitment, budgeting, procurement, etc.)
  • Draft donor activity reports
  • Ensure compliance with ACF gender requirements and principles of age and diversity

Objective 3: Manage and supervise the MHPSS program team

  • Organize recruitment and onboarding of MHPSS team members
  • Train and develop team skills under Head of Department/Expert/RTA supervision
  • Provide technical and operational support to team members
  • Organize and lead team meetings and individual check-ins
  • Co-develop and monitor individual action plans
  • Manage schedules and coordinate workload distribution
  • Evaluate MHPSS program team members

Objective 4: Represent ACF and promote its positioning in the MHPSS sector

  • Represent ACF in meetings with health, social, and educational authorities, agencies, and local/regional/national bodies
  • Contribute to MHPSS action plans (cluster strategy, technical groups, national committees, etc.)
  • Design and implement MHPSS advocacy activities
  • Identify and promote local sector partnerships and monitor partnership agreements
  • Promote ACF strategy, positioning, and protocols in MHPSS with local, institutional, and academic partners
  • Contribute to donor prospecting and technical exchanges

Maintain relationships with current and potential donors.

Qualifications Needed / Required Skills:-

Education and experience:

Master’s degree in psychology, with 2-3 years of professional experience in international solidarity, including at least 1 year in humanitarian or development MHPSS projects. Experience as therapist is an asset. Experience in humanitarian MHPSS is an asset. 
ENGLISH verbal and written skills are mandatory.
