SOLIDARITES INTERNATIONAL launches the internal /and external recruitment of Program Officer.

PRESENTATION OF THE ORGANIZATION

SOLIDARITES INTERNATIONAL (SI) is an international humanitarian NGO which, for more than 40 years, has been providing assistance to populations affected by armed conflicts and natural disasters by meeting their vital needs for food, water and shelter. Particularly involved in the fight against diseases linked to unsafe water, the first cause of death in the world, SI's interventions provide expertise in the field of access to drinking water, sanitation and hygiene promotion, but also in the essential area of food security and livelihoods. Present in around twenty countries, SI's teams - 2000 people in total made up of expatriates, national staff, permanent staff at headquarters, and a few volunteers - work with professionalism and commitment while respecting cultures.

Solidarités International (SI) is determined to prevent and fight all type of abuse – all act of exploitation, abuse and/or sexual harassment (SEAH) against members of beneficiary communities or collaborators, fraud, corruption, violation of persons and/or property, funding of activities harmful to human rights – that could be perpetrated in the frame of its interventions. SI implements a zero-tolerance policy regarding acts of SEAH.

DESCRIPTION OF THE POSITION Goal/Purpose of the Position:

Under the supervision of the Program Coordinator, the Program Officer will oversee and follow up the implementation of key program activities, ensuring they are implemented in line with project objectives, technical standards, and agreed timelines. They contribute to external reporting related to programmatic activities.


LIST OF MAIN ACTIVITIES

PROGRAMME FOLLOW UP AND OPERATIONAL MONITORING

  • Under the supervision of the Program Coordinator, ensures weekly follow up on all activities implemented by field teams

  • Monitors the progress of program activities, ensuring that implementation follows agreed workplans, timelines, and technical guidelines.

  • Reviews key program documents and technical outputs (activity plans, BoQs, distribution plans, assessments, reports, APUs etc.) and provides feedback to field teams to ensure quality and compliance with internal procedures and donor requirements.

  • Monitors project indicators and progress against targets, in coordination with the MEAL team.

  • Provides operational support to field teams in the planning and implementation of activities when needed.

  • Reports any potential challenges or delays in project implementation to the Program Coordinator.

  • With the support of the Program Coordinator, contributes to the review of internal and external reports/proposals and ensures the integration of cross-cutting approaches (as gender, protection mainstreaming, AAP, and Do No Harm) into program activities.

  • Coordinates with relevant departments (logistics, MEAL, finance, and bases) to facilitate smooth program implementation and follow-up.

  • Contributes to the development and improvement of program tools, and internal procedures when needed.

  • Participates to the representation of SI in relevant Technical Working Groups (eg. Cash Consortium Yemen TWG).

REPORTING

  • Contributes to the preparation and review of internal and donor reports, ensuring that program information from field is consolidated, accurate, and aligned.

  • Contributes to the consolidation and analysis of program data and activity reports.

  • Contributes to and supports external reporting and information sharing with clusters, working groups, and other coordination platforms as required.

  • Maintains regular communication with field teams in relation to their activities.

  • Contributes to lessons learned exercises, program reviews, and evaluation processes.

  • Participates in team and internal coordination meetings and in workshops organized at country level.

  • Ensures proper archiving and management of program documentation at coordination level.

  • Performs any other tasks related to program coordination as requested by the Program Coordinator.

INTERNAL CONTROL

  • Is responsible for ensuring the compliance of the documents they produce

FILING AND ARCHIVING

  • Is responsible for filing and archiving the documents they produce in accordance with internal procedures

FIGHT AGAINST ABUSE

  • Creates and actively contributes to the establishment of a working environment that prevents any inappropriate behaviour.

  • Helps to raise awareness of SI’s ethical framework

  • At all times, respects the confidentiality of information exchanged in the context of a report and its handling.

  • Implements measures to mitigate the risks of misconduct

PARTNERSHIPS

  • May contribute, in line with their role and responsibilities, to the verification process for SI implementation partners

  • May contribute to the implementation of a support and capacity-building plan for SI partners

  • May participate in the monitoring of partners’ activities in line with their role and responsibilities

PROFILE REQUIRED

  • University degree preferred graduate with bachelors in social sciences, business management, information technology or statistics science.

  • Strong analytical skills using Excel.

  • At least two years’ work experience in MEAL preferred.

  • Training and capacity building experience especially in accountability.

  • Fluency in written and oral Arabic, advanced proficiency in written and oral English

  • Strong reporting and communication skills.

  • Strong skills in organization and prioritization to manage important workload.

  • Good knowledge of Office software: Excel, Word, AI, Power Point, Outlook and familiarity with mobile devices

  • Willingness and flexibility to travel regularly to the field.
