Action Contre la Faim is an International Humanitarian Organization established in 1979 with the mission to save lives by combating hunger through prevention, detection and treatment of malnutrition, in particular during and after emergency situations caused by conflict and natural disasters. Action Contre la Faim provides coordinated responses in nearly 50 countries including Yemen globally within 7 field of expertise which includes Nutrition and Health, Water, Sanitation and Hygiene, Food Security, Mental Health Care Practices, Gender and Protection, Advocacy, Risk and Disaster Management and Research.
ACF has been operational in Yemen since 2012 and is operational in 4 bases (Aden, Hodeida, Al khokha and Sanaa). The mission implements its activities which are centred on 3 sectors, Nutrition and Health, Water, Sanitation and Hygiene (WASH), Mental Health and Psychosocial Support and Protection (MHPSS-P).

  • Job Title:  Program quality Manager
  • Location:  Aden
  • Contract duration: until 31st July 2026 with possibility of extension.
  • Basic monthly salary (taxable): 1747 $ to 2088 $ based on experience salary calculation (excluding other benefits offered by the organization)
  • Line manager: Head of Program Quality  Department

Objective of the position :  Program quality  operation management, data collection planning, reports drafting, program quality  information and system management, internal coordination.

Mission 1: Program quality Operations Management

  • Collaborate with the Head of PROGRAM QUALITY  Department (PROGRAM QUALITY  HoD) to design and update PROGRAM QUALITY  frameworks, tools, and methodologies in line with organizational strategy and donor requirements.
  • Support the PROGRAM QUALITY  HoD in developing annual PROGRAM QUALITY  strategies and work plans, ensuring alignment with programmatic goals.
  • Coordinate with field offices to operationalize PROGRAM QUALITY  processes, addressing challenges and escalating systemic issues to the HoD.
  • Monitor PROGRAM QUALITY  activity implementation, reporting progress and risks to the HoD for strategic decision-making.
  • Assist the PROGRAM QUALITY HoD in resource allocation, including budgeting and procurement planning for PROGRAM QUALITY activities.
  • Conduct field visits to assess program quality and  performance and recommend improvements

Mission 2: Data Collection and Reporting

  • Work closely with the PROGRAM QUALITY HoD to design data collection plans in his/her own base that meet organizational and donor standards.
  • Support the PROGRAM QUALITY HoD in preparing and reviewing donor reports, ensuring compliance with evidence-based reporting requirements.
  • Validate and analyze data to provide actionable insights for the HoD and senior management.
  • Align field office reporting templates and tools with guidelines provided by the PROGRAM QUALITY HoD.
  • Facilitate data-sharing mechanisms between field teams and PROGRAM QUALITY team to enhance transparency.
  • Address data quality gaps identified during audits or reviews.

Mission 3 PROGRAM QUALITY  Information and System Management

  • Work with the PROGRAM QUALITY HoD to design, upgrade, and maintain PROGRAM QUALITY  databases/dashboards for organizational use.
  • Ensure PROGRAM QUALITY systems comply with data security policies and standards approved by the HoD.
  • Train field staff on digital tools (e.g., Kobo, CommCare) in alignment with the HoD’s technical guidance.
  • Troubleshoot system issues and escalate complex technical challenges to the HoD and IT teams.
  • Document system workflows and share updates with the HoD for institutional knowledge management.
  • Pilot innovative technologies under the HoD’s direction to improve data efficiency

Mission 4: Internal Coordination and Capacity Building

  • Assist the PROGRAM QUALITY  HoD in developing departmental strategies, policies, and learning agendas.
  • Prepare briefing materials and updates for the HoD to present to senior leadership.
  • Co-facilitate PROGRAM QUALITY  review meetings with the HoD to ensure cross-departmental alignment. 
  • Support the HoD in designing and delivering capacity-building programs for PROGRAM QUALITY  and program staff. 
  • Mentor field PROGRAM QUALITY  officers under the supervision of the HoD to ensure skill development. 
  • Represent the HoD in internal forums when delegated, advocating for PROGRAM QUALITY  priorities..

Ensure adherence to ACF gender requirement; Commit and comply with ACF gender, age and diversity principles at anytime during activities; Support the implementation and the promotion of gender. 

Additional Responsibilities

  • This job description is not intended to be all-inclusive and the employee will also perform other related tasks as required and be responsible for reporting and communicating the progress and achievement of the specific assigned task;
  • Maintenance of high technical standards;
  • Conduct all duties in a professional manner in accordance with the mission’s Safeguarding Policy, Code of Conduct, Internal Rules and Regulations, mandate and charter of principles including the promotion of gender equality.
  • The employee is also required to remain alert and responsive to any child and adult safeguarding risks, acquire relevant knowledge and skills to promote strong safeguarding practices, and conduct duties in a manner consistent with the mission’s Safeguarding Policy.

Required Qualification, Skills and Professional Experience 

  • Bachelor’s/Master’s degree in information management, Social Sciences, or related field.
  • Minimum 5 years of PROGRAM QUALITY/MEAL  experience in humanitarian/development sectors.
  • Proficiency in software (e.g., SPSS, Power BI) and digital data collection tools.
  • Strong analytical, communication, and leadership skills.
  • Fluency in English, and Arabic additional languages (e.g., French) is a plus.
