Do you have at least five years of experience managing humanitarian and/or development programmes, including at least three years in a programme management role with responsibility for programme delivery, budgets, and staff management?
Do you have proven experience leading multidisciplinary teams and managing staff performance, capacity building, and professional development in a humanitarian or development context?
Do you have experience analysing humanitarian and development contexts and using assessment findings to inform programme design, implementation, and strategic decision-making?

The Role:
Drives Oxfam's strategic vision and operational footprint within the assigned program area, providing overarching leadership, technical oversight, and guidance to multidisciplinary field teams. This critical role balances high-level strategy with hands-on execution—spearheading the design and delivery of high-quality humanitarian response and resilience programs, mobilizing vital resources, and establishing a sustainable, long-term office presence in the region. Acting as the primary face of the organization locally, the postholder leads key advocacy, coordination, and partnership efforts, while ensuring that the promotion of women’s rights is explicitly centred at the heart of all operational and programmatic work.

We’re looking for a candidate who cares about Oxfam's mission to end poverty and is personally aligned to our feminist principles and values of empowerment, accountability and inclusion in all you do.
An ideal candidate for the role will also be / have:
Essential:
- 5 years’ experience of emergency and development work, and an understanding of relevant issues with at least 3 years of program management experience.
- A proven record of effective and complex management in a humanitarian response including managing budgets, staff and funding of the Program. This includes excellent people management skills, a good understanding of team development, and proven financial management skills.
- Experience in maintaining and updating analysis of humanitarian and development situations with special consideration for gender, PWD and minorities and using this information to inform interventions.
- Proficiency in writing proposals and developing budgets.
- First degree or equivalent in a relevant discipline (preferably WASH, economics, sociology, humanities, International development) or substantial experience in one of Oxfam’s thematic areas.
- Proven ability to work creatively, innovatively, and effectively with limited direct supervision.
- Proven experience as a team worker and demonstrably cooperative with members of other teams.
- To be familiar with and abide by the NGO/Red Cross Code of Conduct, the People in Aid Code, Oxfam International procedures, and other regulatory codes (e.g. InterAction Field Co-operation Protocol).
- Commitment to humanitarian principles and action.

- Good understanding of community emergency issues, with experience of or ability to work directly with local NGOs or communities in the following issues: livelihoods; water and sanitation; health/disability/gender and of how this may link to Oxfam’s objectives within the Program and in the region, as well as in the use of impact assessment to inform Program development choices.
- Proven analytical skills and ability to think strategically for Program design and to implement the approach, putting the beneficiaries at the centre of all our work.
- Proven understanding on specific needs for women, girls, persons with specific needs, minorities and other marginalized groups and experience of promoting gender equity, and an active commitment to promoting the interests of marginalized people in all aspects of Oxfam GB’s work.
- Alignment with OXFAM values and decolonial feminist principles
- Openness to new ideas and highly motivated for learning

- Fluency in spoken and written English.

- Knowledge of the Yemen context in terms of its political, economic and social trends plus a good understanding of the key development and humanitarian issues in the region – desirable.
- Arabic language skills will be a plus.
