Project Background and Job Purpose:
This project aims to improve the livelihoods of local farmers and youth in Marib Governorate by enhancing agricultural practices and supporting sustainable income-generation. The project includes targeted training, distribution of inputs, and awareness activities to foster productivity and resilience in rural communities.
The Project Manager (PM) is responsible for planning, coordinating, implementing, and monitoring all project activities in accordance with donor requirements and Altwasul strategic objectives. The PM will ensure quality delivery, sound financial and administrative management, compliance with procedures, and effective stakeholder engagement. The PM will be responsible of supervising all activities and ensure that the project is on the right track, achieving the planned targets, and indicators and performing all the respective activities with frequent visits to Aden. The PM will dedicate 100%
Key Responsibilities:
Program and Technical Management:
- Lead project start-up, including kick-off meetings, planning sessions.
- Oversee implementation of activities in line with the work plan and project targets.
- Supervise field teams and ensure regular follow-up on progress and quality of interventions.
- Ensure integration of cross-cutting themes (e.g., gender, accountability, conflict sensitivity).
- Provide technical guidance to field teams and volunteers.
- Coordinate with MEAL team for data collection, assessments, PDMs, and evaluations.
- Contribute to the development and adaptation of training and sensitization materials.
Financial and Administrative Management:
- Manage the project budget in line with donor and Altwasul guidelines.
- Ensure timely procurement and logistics in coordination with relevant departments.
- Approve expenditures and submit regular financial requests.
- Ensure proper documentation and archiving of project records.
- Submit weekly liquidity plans and monthly budget burn rate updates.
Reporting and Documentation:
- Prepare monthly, interim, and final narrative reports for submission to the Partnership and Grants Manager.
- Oversee quality and timeliness of data collection and project documentation.
- Ensure that success stories, photos, and communication materials are shared with the media team.
- Maintain updated beneficiary databases and activity trackers.
Coordination and Representation:
- Coordinate with government authorities, local councils, and community committees.
- Participate in relevant coordination meetings, including cluster-level or inter-agency platforms.
- Ensure proper representation of Altwasul in project-related meetings, workshops, and events.
- Facilitate community engagement and ownership through regular consultations and feedback mechanisms.
Staff Management and Capacity Building:
- Supervise and mentor project field staff and community volunteers.
- Conduct regular performance evaluations and recommend capacity building opportunities.
- Ensure a positive and respectful team environment and promote staff well-being.
- Support HR in recruitment, onboarding, and training of project staff.
Risk Management:
- Identify project risks and develop mitigation strategies.
- Ensure compliance with safeguarding policies and report any concerns immediately.
- Monitor contextual developments and adapt project plans as necessary.

Qualifications and Experience:
- Bachelor’s degree in Agriculture, Development Studies, Project Management, or related field (Master’s preferred).
- Minimum of 5 years’ experience managing donor-funded humanitarian/development projects.
- Proven experience in livelihood or agriculture-based programming in conflict-affected areas.
- Strong leadership, coordination, and team management skills.
- Excellent written and verbal communication in Arabic and English.
- Strong understanding of humanitarian principles, standards, and safeguarding practices.
- Proficiency in MS Office and digital reporting tools.
Desirable Skills:
- Experience working in Marib or similar contexts.
- Familiarity with donor reporting requirements and project cycle management.
- Political and cultural sensitivity, with qualities of diplomacy and tact.
- Strong problem-solving and decision-making abilities.
- Ability to travel frequently to field sites.
