Job Title : Project Manager

Position Summary
Under the supervision of the FSL Program Manager, the Project Manager is responsible for leading the full project cycle, including planning, implementation, monitoring, and reporting of humanitarian interventions. This role ensures the timely and high-quality delivery of project activities in line with Sphere standards and humanitarian principles.
The Project Manager will act as the official representative and focal point for NMO's Sayun office. This includes leading local coordination, representing NMO in all relevant forums, and spearheading the establishment and staffing of new projects based in the Sayun office.
The Project Manager will oversee budget management, ensure compliance with NMO and donor regulations, and lead the project team with a focus on capacity building and performance management. The role also requires mainstreaming protection and gender considerations across all project activities and maintaining strong coordination with all internal and external stakeholders.
Key Responsibilities
1. Project Management & Implementation
- Lead the complete project cycle from planning and execution to monitoring and closure, ensuring alignment with the approved proposal and donor agreements.
- Maintain and regularly update project trackers (budget, workplan, logframe) to ensure activities are delivered on time and meet established targets.
- Oversee all field-level activities, ensuring compliance with technical standards and humanitarian principles.
- Manage project start-up, mid-term reviews, and closure processes effectively.
2. Coordination, Representation, and Office Leadership
- Serve as the primary representative for NMO in the Sayun office, fostering strong relationships with local authorities, partners, and community leaders.
- Lead coordination efforts in the project area, representing NMO in sector clusters, working groups, and other key meetings.
- Act as the focal point for all operational and programmatic matters in the Sayun office.
- Lead the recruitment and onboarding process for new project staff in the Sayun office, in coordination with the HR department.
3. Financial and Procurement Management
- Manage the project budget, ensuring all spending aligns with NMO financial policies and donor guidelines.
- Participate in developing financial forecasts, budget revisions, and procurement plans.
- Coordinate with logistics and procurement teams to ensure the timely acquisition of goods and services.
4. Human Resources Management
- Supervise and support project staff, managing performance and fostering professional development in line with NMO’s HR policies.
- Ensure clear task delegation and maintain a positive and supportive work environment.
- Oversee workforce planning and contract management for the project team in coordination with HR.
5. Monitoring, Evaluation, and Reporting
- Collaborate with the MEAL department to implement M&E plans and ensure timely data collection and analysis.
- Promote community accountability by ensuring feedback mechanisms are active and responsive.
- Prepare high-quality narrative reports for donors and NMO, meeting all deadlines and requirements.
6. Grant Management and Development
- Ensure project activities are fully compliant with donor contracts and regulations.
- Lead the renewal process for existing projects and contribute to the formation of new community committees.
- Support the fundraising team in networking with potential new donors in the region.
- Contribute to the development of new proposals and grant amendments.
7. Security and Compliance
- Monitor the local security situation and ensure project activities adhere to NMO’s security protocols.
- Ensure the project maintains organized, audit-ready records and complies with all internal and donor regulations.
Qualifications, Skills and Experience:
Education & Experience:
- A Bachelor’s degree in social sciences, development studies, management, or a related field.
- A minimum of 2-3 years of field experience managing humanitarian or development projects, preferably with INGOs or NNGOs.
- Proven experience in budget management, staff supervision, and team capacity-building.
- Demonstrable experience in M&E and beneficiary accountability mechanisms.
- Experience in developing proposals for various sectors is highly desirable.
Skills & Competencies:
- Native Arabic and excellent written and spoken English are required.
- Strong leadership, communication, and advocacy skills.
- Proficiency with computers and smart data collection tools (e.g., Kobo).
- Excellent strategic thinking and analytical skills34.
- Ability to work effectively under pressure and in challenging environments.
- A flexible and supportive working style.
