Project Manager
Location: Lahj( Yaher& Yafae District) and Al-Dhalae (Al-Shoaib District)
Reporting to: Program Manager
Contract duration: Till DEC 2025
Contract type: Fixed term (full time)
The National Foundation for Development and Humanitarian Response (NAHR) is a not-for-profit and non-governmental organization (NGO) that was established June 2012 in Yemen. Our vision is a peaceful and stable Yemen free of poverty, in which all people have equal access to basic needs and human rights, and our mission is to provide an integrated humanitarian and development response to aid Yemen and other conflict-affected countries through a professional, neutral, and transparent approach.
We aim to achieve our overall vision and mission by working to enhance local communities' development and stability through identifying structural causes of poverty, raising awareness, increasing access to basic services, and focusing on building citizens' capacities, especially women and youth, so as to enable their participation in the decision-making process that leads to sustainable development and a peaceful society within their developing and conflict-affected countries. NAHR aims to accomplish these goals through its seven core programs: Food Security and Livelihoods (FSL); Water, Sanitation, and Hygiene (WASH); Health and Nutrition; Education; Gender and Protection; Shelter and Non-food items (NFIs); and Peacebuilding and Governance.
In the process of recruitment, selection, and appointment NAHR implement a range of procedures and actions including Criminal Background Checks/ International vetting/Certificate of good conduct to ensure children and vulnerable adults are safeguarded and abuse is prevented.
NAHR has zero tolerance on sexual exploitation and abuse. All employment offers are conditional upon the receipt of satisfactory references and the signing our code of conduct, Safeguarding Policy with a particular focus on Protection from Sexual Exploitation and Abuse and Child Safeguarding. This position will also be subject to robust reference and background screening checks.

Project Manager Job Description
The Project Manager is responsible for overseeing the planning, implementation, and tracking of a specific project and its specified deliverables. In collaboration with NAHR colleagues, he/she will conduct project site assessments, work with beneficiaries, local community members and sometimes other national NGOs to establish the project. The Project Manager will also be responsible for project management, including work plans and budgets, establishing the M&E framework for the project, reporting, day-to- day project implementation and logistics, external communications, and monitoring and evaluation. He/she will work both in an NAHR sub-office and in the field. The Project Manager reports directly to the Supervisor Direct This position is full-time, based on a 40-hour work week, but varies from week to week as humanitarian need constantly oscillates according to the unstable conflict environment and funding availability.
Main Tasks
Technical Support and Management:
- Oversee all project activities and be the main contact point for the donor and the field staff
- Ensure project activities comply with the policies and regulations of the donor organization.
- Oversee the development and execution of project deliverables, lead project planning, timeline creation, budgeting, action plans, BOQ development, and monitoring and reporting processes.
- Supervise all field activities, including management of field supervisors and field assistants;
- Oversee and assist the project field teams in the planning and implementation of all field activities including but not limited to distributions, trainings, and community outreach;
- Plan and oversee resources and logistical requirements for project activities;
- Lead and motivate the project team and monitor project activities and project expenditure and coordinate work with consultants and volunteers in the project
- Oversee performance and quality oversight of project implementation and performance of field staff
Coordination and Representation:
- Ensure community acceptance of the project through clear/open communication with and meaningful engagement of beneficiaries, committees and community leaders, as well as external representation of NAHR to relevant parties in governorates
- Coordinate with other departments (logistics, finance, M&E) to ensure proper implementation of project activities
- Work with AMEU to oversee data collection and management for the project, taking into consideration the AMEU team’s recommendations after approval from the PM and/or AC during regularly scheduled meetings;
Administrative & Financial Duties:
- Create monthly activity plans and timelines for all project activities in conjunction with the project team, ensuring fair distribution of tasks amongst team members;
- Provide accurate, timely, and detailed reports of project activities, successes and challenges to the AC/PM at coordination level;
The role of the Project Manager is not limited to the specific duties mentioned above. It is subject to change with the evolution of the conflict and in accordance with NAHR’s vision and mission. As such, the Project Manager is required to manage all unforeseen issues and circumstances in relation to NAHR’s project management and should remain adaptable to perform responsibilities that may not be mentioned above, as and when required.
Qualifications
Essential
- University degree in Agricultural, Constructional Irrigation, Social Sciences, Administration Business specialization, or a related subject.
- At least 3 - 5 years’ experience working in food security, Education, or management projects.
- Experience with project management cycle, budgets, and donor requirements.
- Previous experience in a humanitarian setting.
- Excellent interpersonal and representative skills (written, oral, cross - cultural).
- Experience working with governments, UN bodies, INGOs and local NGOs.
- Experience in donor relation.
- Ability to take initiative where appropriate to deal with difficulties encountered in daily work.
- Ability to adapt, change priorities according to the changing situation within a mission or the organization
- Ability to work within a fluid situation (changes within the team, location of programs, etc.)
- Ability to conduct work in a professional and mature manner
- Ability to deal with relations with local authorities as a representative of NFDHR
- Ability to manage local staff in a mature and impartial manner
- Commitment to the aims and principles of NFDHR.
- English and Arabic language proficiency (speaking, reading, writing)

- Politically and culturally sensitive with qualities of patience, tactic and diplomacy
- Excellent communication skills: written and oral
- Flexible and able to work well under pressure
- Capable of working collaborative with team members to achieve results
- Relates and works will with people from different cultures, genders, religions and backgrounds

- A gross monthly salary with pay grade D2, according to NAHR’s grade scale.
- 22 vacation days per year
- National Holidays according to Yemeni calendar
