Background
Jeel Albena Association for Humanitarian Development known as (JAAHD) is a National and Non-Governmental Association emerged in wake of the humanitarian crisis to help communities affected by conflict in Yemen. It provides emergency relief and direct assistance for the conflict-affected populations, IDPs, host communities, vulnerable groups and those people caught up in extraordinary life-threatening situations. JAAHD has a presence in Al Hudaydah, Hajjah, Almahweet, Raymah & Ibb with the aim of building up protection capacities for people in displacement and finding durable solutions for them upon return.

General Summary:
The Project Officer will lead the integrated implementation of Camp Coordination & Camp Management (CCCM), Shelter, and Non-Food Item (NFI) interventions in Far Al Udayn District – Ibb Governorate. This role ensures programming aligns with cluster standards, donor requirements, and JAAHD procedures, delivering high-quality, gender- and disability-inclusive assistance from planning through exit.

Key Responsibilities: 

  • Develop and maintain the detailed project implementation plan: activity timelines, risk matrix, procurement schedule, and work plans.
  • Convene and facilitate site-level and sub-national coordination meetings; prepare agendas, minutes, and action trackers.
  • Represent JAAHD at cluster, donor, and stakeholder forums, presenting progress, challenges, and lessons learned.
  • Supervise and mentor Field Monitors: guide task planning, quality-control outputs, and daily oversight of CCCM, shelter, and NFI activities.
  • Oversee needs and vulnerability assessments, beneficiary selection using prioritization scorecards, FGDs, and KIIs.
  • Validate distribution of Emergency Shelter Kits, NFIs materials, cash-for-repair grants, and cash-for-work schemes: ensure correct quantities, labor-standard compliance, attendance tracking, and timely payments.
  • Activate and manage Complaints & Feedback Mechanisms (CFMs): log submissions, conduct trend analysis, refer cases, and adapt programming.
  • Maintain and update the project risk‐management plan; coordinate mitigation for security, financial, and operational risks.
  • Coordinate the delivery of training for community committees, site management teams, and beneficiaries on participatory governance, shelter maintenance, Protection, Gender Equality, Disability Inclusion, and PSEA.
  • Establish and support inclusive site governance structures; ensure representation of women, youth, elderly, persons with disabilities, and other marginalized groups.
  • Mobilize communities for site maintenance and risk-reduction activities; develop and monitor safe-site plans and participatory maintenance tasks.
  • Track progress against indicators using real-time dashboards; compile and submit daily, weekly, and monthly narrative reports.
  • Prepare purchase requests; support the Logistics Department in technical bid reviews.
  • Ensure meticulous record-keeping, filing, and confidentiality of project documentation.
  • Integrate Protection, GBV prevention, “do no harm,” PSEA, and Accountability to Affected Populations (AAP) principles into all activities.
  • Lead exit-strategy development: train community focal points in shelter care, hand over site assets, and liaise with local actors for sustainability.
  • Perform any other duties as assigned by the line manager.

Qualifications and Requirements:

  • Bachelor’s degree in Humanitarian Studies, Development, Social Sciences, Engineering, or related field.
  • Minimum 3 years’ experience managing CCCM, Shelter, or NFI programs in humanitarian contexts.
  • Proven track record in project planning, implementation, monitoring, and financial management.
  • Experience supervising field teams and coordinating with local authorities, NGOs, and community structures.
  • Proficiency in Microsoft Office and project management software.
  • Strong analytical, observational, report-writing, and presentation skills in both Arabic and English.
  • Technical knowledge of shelter construction standards, cluster SOPs, Protection, WASH, and emergency distribution.
  • Familiarity with PSEA, AAP best practices, and “do no harm” principles.
  • Excellent interpersonal skills, integrity, impartiality, and the ability to work under pressure.
  • Ability to translate beneficiary feedback and M&E findings into adaptive programming.
  • High cultural sensitivity and commitment to inclusive, community-driven approaches.
  • Collaborative team player with a proactive problem-solving mindset.
  • Meticulous attention to detail and strong organizational skills.
